As many of our readers can attest, the impact of the pandemic on operations has been seen in various ways. As a transportation agency focused on the movement of people and goods to and through our county, SBCTA has continued its commitment to the voters to deliver on critical transportation projects, even during these unusual times.
Annually, the SBCTA Board of Directors votes one of its members to serve in a leadership role as President of the Board. One of the long-standing traditions is a formal passing of the gavel from the outgoing president to the incoming one. However, since no public gatherings have taken place since March and the Board has only convened virtually since that time, this time-honored tradition had not taken place.
Fiscal Year 2020-2021 SBCTA President Frank J. Navarro (Colton Mayor), however, did not want the accomplishments of his predecessor, Grand Terrace Mayor Darcy McNaboe, to go unrecognized. Therefore, a tribute to her tenure was captured in video and shared at the December Board of Directors Meeting. The San Bernardino County Transportation Authority (SBCTA) has secured $208 million in SB1 funding for three crucial projects designed to reduce congestion, improve air quality and increase public safety.
The funding approval, from the California Transportation Commission (CTC), follows last year’s allocation of nearly $300 million in SB1 grants to San Bernardino County. The statewide legislative package, adopted in 2017, invests $54 billion over the next decade to fix roads, freeways and bridges in communities across California and puts more dollars toward transit and safety.

After many years of planning and collaboration among the San Bernardino County Transportation Authority (SBCTA), the City of San Bernardino, Caltrans, BNSF, Omnitrans and the local community, SBCTA is excited to announce the start of construction to replace the Mount Vernon Avenue Bridge (MVAB).
The bridge, in the City of San Bernardino, is scheduled to close to all traffic (pedestrian, bicycle, and vehicular) between 2nd Street and 5th Street, on Monday, December 21, 2020 (subject to change). Following closure of the bridge, the project design-build contractor, Traylor Granite Joint Venture, will begin the careful work of disassembling the bridge over a period of a few months, into early 2021. Reconstruction of the new bridge will begin in 2022 and the new structure is anticipated to open to the public in 2024.
