Salisbury University study indicates local businesses are gaining confidence
SALISBURY, Md – A new study released Friday found that businesses on the Eastern Shore are significantly more optimistic right now than they were 6 months ago.
For 35 years, Salisbury University’s BEACON–Business, Economy, and Community Outreach Network–has provided students, businesses, and local government with economic research opportunities. “We try to serve as both a learning lab for students and faculty here at Salisbury University, and a resource for business and governmental entities,” said BEACON Director John Hickman.
According to Hickman, their work is valuable because it can be hard to find research that’s dedicated to the Eastern Shore: “A lot of [research] is done at–the most granular is state level, and oftentimes just on a national level. And that doesn’t give a feeling like ‘is there something different that’s happening here on the Eastern Shore? Are there issues of interest to our businesses, you know, and how do they feel?'”
BEACON’s biannual Business Sentiment Survey found that, compared to June of last year, there was a 31% increase in businesses who believed their economic conditions would improve in the next 12 months, 66% of respondents total.

New Dorchester County manager says he is ready for the role
CAMBRIDGE — The day that now-Dorchester County Manager Jerry Jones was sworn into office as Maryland State Police superintendent, then-Gov. Larry Hogan grabbed him and told him they needed to go to a press conference about COVID-19.
It was March 2020, the month that the World Health Organization would declare COVID-19 a pandemic.
“We went through a lot of things nationally on the law enforcement level that was very challenging, COVID being one of them,” Jones said. “But we had a bunch of other things going on. Some of the unrest that was going on in the country with law enforcement-related issues. So that was very challenging.”
When he retired at the end of 2022, Jones needed a break. He had heard about the open Dorchester County manager position, but he wasn’t ready for it.
“I knew this was going to be a lot of work, which I don’t mind, but I just wasn’t there then,” he said.
Jones said that during his period of retirement, people would suggest the county manager job to him.
“It took a while to get there, but it just seemed like it made sense,” he said about eventually applying for the job.
It was his love for the county he’s spent his whole life in and seeing that county through his 2-year-old granddaughter Emma’s eyes that made Jones realize this was the job for him.

Dorchester County creates Department of Water and Wastewater Services
CAMBRIDGE — Dorchester County is taking back control of its water and sewage systems.
At a County Council meeting on Aug. 20, the council voted in favor of a bill that establishes the Dorchester County Department of Water and Wastewater Services and abolishes the Dorchester County Sanitary District and commission.
The bill also provides for the establishment of an advisory board for the Department of Water and Wastewater Services.
Under the bill, the county council will take on powers and duties related to the new department.
For decades, a volunteer six-member Sanitary District Commission has governed the Dorchester County Sanitary District, which includes the county’s water and sewage systems. The commission has been appointed by the County Council to six-year terms.

Stroke Smart Proclamations Issued in Five-County Region Thanks to Work of UM SRH Stroke Committee
EASTON, Md. (August 28, 2024) – County councils in Caroline, Dorchester, Kent and Queen Anne’s recently presented proclamations to University of Maryland Shore Regional Health’s (UM SRH) Stroke Committee. These proclamations designated these counties as “Stroke Smart” counties. Talbot County issued a proclamation in May 2024. UM SRH is a member organization of the University of Maryland Medical System (UMMS).
“One of the main goals of the Stroke Smart initiative is to increase public awareness of stroke signs and symptoms and highlight the importance of calling 911 at the first sign of a stroke,” said Nicole Leonard, BSN, RN, Neuroscience Specialist/Stroke Coordinator for UM SRH. “These Stroke Smart proclamations reinforce our shared commitment to that.”
Rena Sukhdeo Singh, MD, Medical Director of the Primary Stroke Center at UM Shore Medical Center at Easton, has been working with local governments in Caroline, Dorchester, Kent, Queen Anne’s and Talbot counties to obtain these proclamations since early winter 2024.
" University of Maryland Shore Regional Health is extremely excited to have received Stroke Smart proclamations for all five of the counties our hospital system serves,” said Dr. Sukhdeo Singh. “This is a big accomplishment for our dedicated stroke team, our emergency medical services partners and our communities. These proclamations symbolize our commitment to providing stroke education to our communities; including identifying stroke symptoms, risk factors and what to do in the event of a potential stroke.”
As part of the Stroke Smart initiative, UM SRH nursing team members will train community members throughout the five-county region served by UM Shore Regional Health to identify the signs and symptoms of a stroke and activate EMS by calling 911 at the first sign of a stroke. Additional training will focus on stroke prevention, how to prevent a repeat stroke event, rehabilitation, how to move forward after a stroke and caregiver support of a loved one following a stroke.

New proposed heat stress regulations
Maryland Department of Labor has filed their heat stress regulation in the MD Register. The following link will take you to the proposed regulations: https://dsd.maryland.gov/MDRIssues/5115/Assembled.aspx#_Toc172634334
Here is a summary from the Maryland Chamber of Commerce of the proposed regulation:
Overview: Heat Stress Standards COMAR 09.12.32
The Heat Stress Standards under COMAR 09.12.32 are minimum requirements for employers to protect employees from heat-related illnesses caused by heat stress in the workplace. This applies to employers with employees whose employment activities, indoor or outdoor, expose employees to a heat index in the area where the employee is working that equals or exceeds 80 degrees Fahrenheit. The Heat Stress Standards address the required Prevention and Management Plan, Acclimatization Standards, Shade Access Standards, Drinking Water Standards, High Heat Procedures, Emergency Response, and Training. These standards do not apply to emergency operations and essential services as defined in Regulation .03B(4); incidental exposures (less than 15 consecutive minutes); or buildings that have ventilation systems that maintain heat index below 80 degrees.
Employers are required to create a Heat Illnesses Prevention and Management Plan, and to monitor the heat index throughout the work shift in areas where employees perform work. Employers must develop, implement and maintain an effective illness prevention and management plan in writing and must be available and accessible to employees and MOSH upon request.
Employers are required to provide for acclimatization of exposed employees for a period of up to 14 days for those newly exposed and returning to work after 7 or more consecutive days of absence from the workplace. Employers are required to monitor employees during the acclimatization period through regular communication. Employers are required to develop and implement an acclimatization plan in compliance with daily gradual increase in exposure time specified or with OSHA recommendations for acclimatization.
Employers are required to provide shade access to exposed employees, and if creating outdoor shade is infeasible, employers must implement alternative cooling and control measures.
Employers are required to provide at least 32 ounces of drinking water per hour per employee at no cost, available at the beginning of an employee's shift and all times while work is being performed.
Employers shall implement high heat procedures when the heat index reaches or exceeds 90 degrees Fahrenheit in the work area. High heat procedures must include work and rest schedules adjusted for environmental conditions, workload etc. that comply with minimum rest periods. If an employer can demonstrate effective heat management and protection (.08.E) from illness through cooling and control measures, work and rest schedules under section C may not be required.

Watermen's Rodeo Boat Docking 2024
The Hoopers Island Volunteer Fire Company is holding its Annual Watermen's Rodeo Boat Docking contest at the P.L. Jones Marina and Boatyard on Old House Point Road in Fishing Creek.
This event consists of watermen competing against each other by backing their boats into a slip as they do every day for their work. After backing into the slip, they hoop four lines on four separate poles. The fastest time wins. There is also a team competition which consists of two extra mates. One of the favorite categories is the youth competition. These young boat dockers put on a great show and do so with great times. At the end, there is a grand finale with everyone competing against each other for the fastest overall time. Prices and awards go to the winners!!!
Also on the day of the event there will be t-shirts for sale, multiple raffles and of course, great food.
No coolers or drinks are allowed to be brought into the event.
All proceeds will go to the Hoopers Island Volunteer Fire Company.
FREE ADMISSION to this event. The doors will open at 11 am. Come out for a fun family day!!!

Pastel Workshop: Mastering Composition in the Landscape with Katie Cassidy
Strong, engaging composition does not appear miraculously at the end of a painting; good composition is built from the beginning. With Katie’s guidance, this workshop will help you unravel the mystery of composition. Katie will take you through the steps of building a successful pastel painting: strong composition, value structure, engaging color, edges, and detail. Working from photos, the student will learn to simplify the subject through a series of notan thumbnails before starting their pastel painting. There will be lots of personal attention as well as group critiques. Katie will contact each student prior to the workshop with advice on photography as a subject matter. The students will work from their own photos – no professional photography is permitted. (Deadline to register is August 15)

TidalHealth's Free Bariatric Seminar
Start your weight-loss journey today
Are you looking to lose weight and kickstart your journey to a healthier, happier life? If so, consider attending a free bariatric seminar hosted by TidalHealth.
These informative sessions, focusing primarily on surgical interventions, also present a pathway to the medical weight loss program for those who find surgery isn’t the right fit for them.
TidalHealth’s free bariatric seminars occur twice a month, with sessions scheduled on the second Thursday at 6 pm and the last Saturday at 9 am.
Led by experienced surgeons, these seminars provide attendees with the chance to meet and engage with a surgeon before leaving the facility.
The duration of the seminars varies, typically lasting between one to two hours, contingent on the number of questions raised by participants. Patients may attend alone or bring a support person.
Attending the seminar serves as a prerequisite for entering the surgical weight-loss program. Patients cannot proceed to consultations with a surgeon without first participating in this informative session.
