Memorial Day

Please join us on Memorial Day, Monday, May 29, to honor and remember those who died while serving in our Armed Forces. The ceremony starts at 9:00 a.m. at Horse Fair Park, located at 8105 Blivin. Afterwards, come to the pavilion for free coffee and donuts donated by the Spring Grove Fire Department.

Grass in the Streets

The weather is finally warming up and it's time to make those yards look pristine!  Who doesn't love a neat and tidy lawn? Just a reminder that blowing and/or leaving grass clippings in the road is prohibited by village ordinance. Grass clippings are not only unsightly, but dangerous for motorcyclists, bicyclists and pedestrians, clog storm sewers and waterways, and cause grass to grow in small cracks that eventually break up the street. If you have someone mow your lawn for you, please notify them of this ordinance. Municipal citations can be issued.

Mail Theft

Mail theft is on the rise, click here to learn how you can protect yourself!

Overnight Parking

Just a friendly reminder, Village Ordinance 13/2-1307 prohibits parking on the street between 2 a.m. to 6 a.m. Signs have been posted throughout the village to remind residents and visitors of the ordinance. This ordinance covers all public village roadways.

The police department may give temporary permission, up to five (5) consecutive days, to park overnight on the street due to visitors, driveway repair, etc. Please note that the vehicle must otherwise be legally parked (not in violation of fire lanes, fire hydrants, post snowfall restrictions, etc.)

Click here to request temporary permission on-line.

Blast from the Past - First Ordinances

Constable Richard Oxtoby 1865-1933

Dr. Darby's Drug Store at 1924 Main Street

Karl and Weber General Store at 7709 Blivin Street

After the first village officials were sworn in on November 22, 1902, President Anton Schaefer and the new trustees got right to work passing the first ten ordinances of the village and approving them on November 28.

The first ordinance set meeting dates and rules of order. It also set compensation of $1 per meeting for Village Trustees and $1.50 for the President. Ordinance II appointed a Village Constable, Treasurer, Superintendent of Streets, and a Pound Master. The Constable was a law enforcer before there was a police department. One of their duties was to direct traffic at the intersection of Main and Blivin Street, where a streetlight post once stood… in the middle of the intersection. A Pound Master was responsible for rounding up stray dogs and livestock and caring for them. At the time, stray dogs were considered a nuisance and often shot.

Ordinance III set the rules for committees, and Ordinance IV, the duties of the Village Clerk. Ordinance VI was related to druggists, as pharmacists were known back then. In 1902, the village was booming because of the new train station and a Dr. Darby from Wilmot quickly had Wilmot carpenters build a new large two-story drug store on Main Street with an upstairs hall. Liquor could only be dispensed by a druggist for “medical, mechanical, chemical or sacramental purposes”. A book was required to be kept in which the druggist was to log the kind and amount of liquor sold, the date, and who purchased it. A fine of $200 would be issued for any violation of the ordinance (about $7,000 today).

Once approved, copies of the new Ordinances were posted at the Town(ship) Hall, Post Office, and Karls and Weber’s general store. Next week, more interesting stories about the first laws of Spring Grove!
