Main Street Park

What’s going on in the Town Square, i.e. Main Street Park ?

In 2021, the Village applied for a 50/50 Open Space Land Acquisition and Development (OSLAD) grant from the State of Illinois for the development of a pavilion, sidewalks, benches, picnic tables, and lighting. In July 2022, the Village was awarded the OSLAD grant based on the village’s plan to enhance open space opportunities by attracting families from all corners of the village to a central location to gather for recreation purposes. It is the Village’s intent to have the pavilion, sidewalks, and lighting completed this year. Here is a concept drawing of the pavilion.

The village is blessed to have trustees and staff that have talents to provide support of this project. The concept plan for the new pavilion and site plan was provided by Trustee Jeff Letzter, Trustee and Parks Chairman Bob McMahon is taking the lead in the construction and our Public Works employees will also be providing some of the construction labor. All this is saving money to make this project possible.

Troop 1888 Earns Bronze Award

Six, 5th grade girls from Troop 1888 in Spring Grove earned the highest award at the junior level on May 24th. The girls worked 20 hours to create a kindness rock garden on a walk path to help lift up and inspire the staff, family and patients that are at Northwestern Hospital in McHenry. The six girls did everything from writing donation letters, collecting and painting rocks, and installing the rocks created by them and other troops in Quapaw Service Unit. The rock path is located off the Route 31 entrance of Northwestern Hospital in McHenry. Troop 1888 also installed the Free Little Library located in Spring Grove at the corner of Main and Blivin Streets.

2023 Road Program

Peter Baker & Son Co. will begin this year’s road program around June 12th, depending on weather conditions. The streets that will be re-paved with new asphalt are Asbury Court, Utility Court, Broadview Court, Finch Street and a portion of Meyer Road.

Grass in the Streets

Just a reminder that blowing and/or leaving grass clippings in the road is prohibited by Village Ordinance. Grass clippings are not only unsightly, but dangerous for motorcyclists, bicyclists and pedestrians, clog storm sewers and waterways, and cause grass to grow in small cracks that eventually break up the street. If you have someone mow your lawn for you, please notify them of this ordinance. Municipal citations can be issued.

Overnight Parking

Just a friendly reminder, Village Ordinance 13/2-1307 prohibits parking on the street between 2 a.m. to 6 a.m. Signs have been posted throughout the village to remind residents and visitors of the ordinance. This ordinance covers all public village roadways.

The police department may give temporary permission, up to five (5) consecutive days, to park overnight on the street due to visitors, driveway repair, etc. Please note that the vehicle must otherwise be legally parked (not in violation of fire lanes, fire hydrants, post snowfall restrictions, etc.)

Click here to request temporary permission on-line.

Blast from the Past - 1902 Misdemeanor Ordinance

Buggies fastened to hitching posts on north Blivin

Why were large windows required on the ground floor of an establishment with billiards?

As we continue learning about early Spring Grove laws, it was discovered that Ordinance No. X from 1902 allowed for billiard, bagatelle, Jenny Lind, and pigeon hole tables, along with nine or ten pin alleys, shooting galleries or shuffle boards. Of course, no gambling was allowed, and these games were only permitted on the ground floor of an establishment with no shades or screens in place to prevent the tables and players “from being seen from the street”. License holders were subject to inspection at any time by the president, trustees, or the village constable and they could not be obstructed from attempting to enter the place.

Ordinance No. XI defined and provided for punishment for 57 different misdemeanors, many of which are probably still on the books today. Crimes such as assault, public intoxication, disorderly conduct and disturbances, lewdness, and public indecency “tending to debauch the public morals” are still part of human nature that must be dealt with.

Other misdemeanors included overworking or cruelly beating any animal, and no dog fights, cockfights, etc. were allowed. Destroying or defacing any bridge, sidewalk, lamppost, etc. was unlawful and the practice of any “trick slight-of-hand” or other game with the intent of winning or obtaining money from someone was likewise unlawful.

Flying kites, throwing stones, playing with trundle hoops or balls, or engaging in any sport or exercise “likely to frighten horses” were also no-nos in the village.

Putting up any handbill, showbill, or lewd written or printed advertisement, or “remedies for the cure of what are called secret diseases” on any building, fence wall or any public place, would subject you to a fine.

It was also unlawful to kill, trap or to destroy the nests of 25 different birds, including the robin, blue-bird, swallow, mosquito-hawks, cuckoo, woodpecker, cat-bird, cherry-bird, yellow bird, oriole, and bobolink.

You could not leave standing any horse, mare, gelding, mule, or ass, on any paved or improved sidewalk or leave them standing unfastened or any team attached to any wagon, sled, carriage, dray, cart, or other vehicle so that they may be liable to run away. Or to endanger the safety of any person, or to suffer any of the animals…”to travel or run faster than ordinary or moderate trot or pace", except in cases of absolute necessity.

And lastly, no person was allowed to put any manure, filth, or any substance emitting any unwholesome or offensive smell or any trash, old iron, old tinware, old boots, or shoes, etc., on any street or sidewalk or to leave standing any wagon, buggy, sled, or other vehicle so as to obstruct or render inconvenient the passage of other persons… That is just unneighborly!
