Returning Election Ballots – 4 Things for Voters to Know

  1. If you have not received your ballot, or need a new one, you can go to the County Clerk’s Office and receive a new ballot. 
  2. You can put your completed ballot in an official drop box site or the County Clerk’s Office, 820 Exchange St., 2nd Floor, Astoria. The elections office will be open from 7 a.m. to 8 p.m. on election day, Tuesday, May 21.
  3. Completed ballots returned by mail will be counted if they are postmarked on or before Election Day, Tuesday, May 21.
  4. Since local mail has to be shipped to Portland for a postmark, voters are encouraged to put their completed ballot in one of our drop box sites to make sure the Clerk’s office receives it by the deadline.

Public Comment Deadline Recycling in Unincorporated Clatsop County

Clatsop County Board of Commissioners is seeking public comment on a proposed franchise agreement for recycling service from Recology Western Oregon and Waste Management of Oregon. 


Public comment may be made in-person at the May 22, 2024 Board of Commissioners meeting or in writing at ClatsopCounty.gov. A vote will take place on that date, and if approved, that will end the public comment process.


Recology and Waste Management currently provide curbside garbage pickup in Unincorporated Clatsop County. The new franchise agreements will add curbside recycling to the service. 



  • Recycling will be picked up every two weeks
  • Customers’ monthly bill will not reflect the recycling services fee until they are receiving recycling services

 

Recycling services will be rolled out over the next three to 18 months, depending on who your solid waste provider is. The new recycling fee will only be charged when the service begins.

Household Hazardous Waste Events Scheduled

Clatsop County Environmental Health has scheduled three free Saturday Household Hazardous Waste events for the rest of 2024.


The events are from 9 a.m. - 2 p.m. at the Hazardous Waste Collection Center, located at 1780 Williamsport Rd. on:

  • June 15, 2024
  • August 17, 2024   
  • October 12, 2024

Clatsop County Awarded $480,000 in Federal Funding

Clatsop County was awarded $480,000 in federal funding for work to be done on a county-wide Comprehensive Safety Action Plan to improve public safety and transportation. 


This funding will be used to work with multiple stakeholders involved in our transportation system in a deliberate, collaborative, and coordinated approach.  


It will allow the County to do the necessary and meaningful work to see what road safety improvements can be made to reduce roadway fatalities and serious injuries in Clatsop County. 


The goal of this proposal is to develop a County-wide Comprehensive Safety Action Plan to identify and prioritize low-cost, high-impact strategies to enhance the safety and security of all transportation modes throughout Clatsop County.  


It will then provide us with the necessary plan to be able to apply for future funding opportunities to work on the projects identified.

When in Doubt, Stay Out: Increasing Temps Create Potential for Toxins in Water

As you head outdoors to enjoy Oregon’s lakes, rivers and reservoirs, Clatsop County Public Health Department encourages you to be on the look-out for potentially toxic cyanobacteria blooms.


Exposure to cyanotoxins occurs when water is swallowed while swimming, or when people inhale water droplets during high-speed activities such as water-skiing or wakeboarding. 


Symptoms of exposure to cyanotoxins include:

  • Diarrhea
  • Cramps
  • Vomiting
  • Numbness
  • Dizziness and fainting


Children and pets are particularly sensitive to illness because of their size and activity levels.


Dogs can get extremely ill and even die within minutes to hours of exposure to cyanotoxins by drinking the water, licking their fur or eating the toxins from floating mats or dried crust along the shore.

Clatsop County Voices: Mary Blake and Margo Lalich

Clatsop County has been collecting your stories for our Clatsop County Voices campaign. 


This week we have a conversation between Mary Blake, retired Sunset Empire Parks and Recreation District Manager, and Margo Lalich, mother and resident of Clatsop County since 1987. 


Together, they created inclusive recreation for children with special needs, now termed ID/DD. Their collaboration changed the community over many years by creating and expanding inclusive recreation, afterschool and summer programs, and creating connection and community between education and recreation for students and children with special needs.

Registration Opens for Crime Scene Investigation Camp


Registration for the Clatsop County Sheriff’s Office Crime Scene Investigation Camp this summer is now open for students 15-17 years old. 



The CSI camp is from July 8-12 and costs $50 per person. Donations to support the camp are welcome.

An Opportunity to Serve 

Application Deadline Extended for Planning Commission Vacancies

Clatsop County is seeking applications from individuals interested in serving on the Clatsop County Planning Commission. 


The deadline to apply has been extended to 4 p.m. Friday, July 14.


The Planning Commission is the county’s committee for citizen involvement on development and land use issues, such as zoning, natural resources, transportation, natural hazards, economic development, housing, farm and forest lands and coastal zones.

The public may apply for openings on Clatsop County commissions and committees. Application forms are available at the Clatsop County website and at the County Manager’s Office at 800 Exchange St., Suite 410 in Astoria.

Hwy 26 Bridge Construction Project Update


The Little Humbug bridge on Hwy 26 is scheduled to be replaced in two stages.


The most impactful periods of work will require a 24-hour lane closure estimated for 10 days in June.


Work stops in July and August so traffic will not be impacted. It will resume in September.


  • Throughout construction the open single lane will only be 14-feet wide. Barriers will be used to help define the lane.
  • Vehicles wider than 12-feet will need to avoid traveling through this area during the restricted days and hours, or use authorized alternate routes.

Clatsop County Fair is accepting vendor applications for the 2024 Clatsop County Fair. The vendor application must be completed online.


The deadline is Monday, July 1, 2024 or until capacity is reached.

Crews will be:

 

  • Performing road surface repairs on Wireless Road, Wadsworth Road and in the Olney area
  • Mowing county wide
  • Ditch maintenance on Youngs River Road and Stoner Road
  • Applying herbicide county wide, weather permitting


Traffic Impacts


  • Hillcrest Loop: Crews will be performing road reconstruction the week of May 20. Please use caution.

We have developed a way for you to search for free for a document that has been recorded in Clatsop County without coming in or calling our office. 


Once you find the document you are looking for, you can request an email copy without paying a research fee.  


Just go to our website under Recording Information – Records Research, click on Locate a Document.

Passports


Clerks office will NOT process Passports until May 22 due to Primary Election processing. Other locations that process passport applications can be found on our website


An appointment is required prior to coming in for new passport processing.


Routine service can take 6-8 weeks; Expedite service can take 2-3 weeks. Forms are available at www.travel.state.gov  

Weddings

County Clerk is NOT available to perform wedding ceremonies until June due to Primary Election processing.
