Revitalization - Full Steam Ahead!
Salisbury City Council awarded five Downtown Revitalization Incentive grants at the Tuesday August 20th session. T he council’s decision was 4-0. Citizens in attendance burst into applause.

It is rare that Salisbury downtown gets (5) revitalization project applications and this year’s grant opportunities are a compelling downtown success story. Along with an increase in tax revenue over the next 10 years, these revitalization projects represent a value in the increased revenue through sales taxes, allowing for more downtown living and jobs, which will impact the city immediately.

Downtown Salisbury is a business district that generates substantial property tax, sales tax and a self-imposed MSD tax. Downtown businesses generate jobs, while the downtown's density lowers the cost of providing city services (water, sewer, trash collection, & safety). Downtown development generates more tax revenue than it spends. Buildings that are redeveloped generate more tax revenue than buildings that are in decline.
County Commissioners Approve Tax Incentive Package for Empire Hotel
Rowan County Commissioners have approved a package of tax incentives for a major revamp of the historic Empire Hotel in downtown Salisbury. The project is expected to increase the property's tax value from $1 million to $13 million. Black Point Investments is leading the $20 million redevelopment of the hotel, transforming it into apartments and commercial space. Work is slated to begin by the end of the year.   

Plans call for (62) one-bedroom and two-bedroom market-rate apartments. Another seven live/work units are to built on the first floor, street-side elevation. 

Black Point Investments is negotiating with the city of Salisbury to extend the purchase option to June 26, 2020, as well as different sales prices based on the purchase date. The majority of construction, equipment installation, and infrastructure improvements are scheduled to be complete by Dec. 31, 2021.

The history of the Empire Hotel, at the epicenter of downtown Salisbury, dates back more than 150 years. Construction began on in 1855, and the hotel opened on May 17, 1859.
