An Important Announcement
We would like to congratulate Steve La Motte for his years of service and dedication for the building industry as he will formerly transition into his new government relations role with the Irvine Company. Steve played a pivotal role in the BIA Orange County Chapter and contributed significantly to the success of this organization. We want to thank him for the unconditional commitment and dedication over his tenure and wish Steve the best of success in future challenges and endeavors.
BIASC’s own Adam Wood will assume all Orange County Chapter responsibilities as BIASC Vice President, OC Chapter and will continue to manage our Building Industry Legal Defense Foundation (BILD). Adam previously served as Director of Government Affairs, Orange County and has helped reposition BILD as an integral part of our advocacy efforts.  
In addition, Karissa DiStefano is being promoted to Director of Public Affairs and will be assisting Adam with Orange County government affairs. We are confident that both Adam and Karissa will continue the work of the Chapter seamlessly as we continue advocating for our industry. Huntington Beach Inclusionary Zoning
As previously reported, the City of Huntington Beach amended their Inclusionary Zoning Ordinance on September 21st. BIAOC staff continues to stand in stark opposition to Inclusionary Zoning as increased burdens on production will not solve the housing shortage in California. With that said, the Huntington Beach policy under consideration proposes an expansion of the in-lieu fee applicability (compared to on-site requirements) and increases predictability in the application of requirements. BIAOC will continue to monitor this matter to assess the impact it has on development opportunity.  
Newport Beach Inclusionary Zoning 
Last week, newly appointed BIASC Vice President, Orange County Chapter Adam Wood spoke before the Newport Beach City Council on the dangers of an Inclusionary Zoning policy, noting how increasing burdens on housing will result in further production pitfalls If you have any questions, please contact Adam Wood.
Santa Ana Inclusionary Zoning 
On Tuesday night, BIASC VP Adam Wood spoke against the harms that rent control and eviction restrictions will impart on housing opportunity in the City of Santa Ana. Despite strong industry input, the Council voted to advance policies that will ultimately contribute to pushing housing production further out of reach - despite the desperate need. More housing battles lie soon ahead - please stay tuned for updates and advocacy calls-to-action. SoCal Greenprint 
Since January of this year, BIASC has been working to protect development opportunity from the harms proffered by a Southern California Association of Governments’ (SCAG) proposal known as the SoCal Greenprint. Positioned as an “online mapping tool” the SoCal Greenprint has the unintended effect of massively expanding CEQA exposure across the region, even on projects that have already received environmental approvals. Left unchecked, the SoCal Greenprint will stand as a major impediment to development. To date, all suggested amendments to the Greenprint have not been adopted and a SCAG hearing on this is expected October 7th. BIAOC will continue to engage with stakeholders to encourage the needed reforms that protect housing opportunity.
