Arbor Housing Ribbon Cutting

The Chemung County Chamber of Commerce and Arbor Housing recently hosted a ribbon cutting to celebrate the opening of Reynolds Way apartments in downtown Elmira! The Arbor Housing and Development project consists of four buildings and will provide 41 new affordable housing units. Architectural services were provided by historic preservation architect Elise Johnson-Schmidt and the project included funding from the NYS Office of Homes and Community Renewal and NYS Empire State Development, Restore New York.

New York State Pro-Housing Communities

The Pro-Housing Communities Program provides a certification program for local governments that are taking action to support housing growth to address the housing shortage throughout the State.


Obtaining certification is now required to be eligible for specific discretionary funding grants such as the Downtown Revitalization Initiative, NY Forward, NY Main Street, Market New York and more. 


We strongly recommend that all local governments in Chemung County take steps to certify as soon as possible.

Elmira Downtown Development

Elmira Downtown Development has an abundance of exciting events coming to the heart of Elmira this summer. Don't miss out on opportunities to be a part of the local downtown community events!


On June 8th, and 9th they will be hosting the 17th Annual Elmira Street Painting Festival. As well as their Alive After Five Series kicking off on May 17th at Wisner Park, followed by Eldridge Park, Patricks, The Playground, Bradys, Empire Sports, Bernie Murray's, and Rye. A New Era Begins at First Arena

First Arena, located in the heart of downtown Elmira will be the home of The Elmira Aviators. They are set to take the ice in the 2024-2025 hockey season. The Aviator name shows homage to the National Soaring Museum located in Elmira.


This five year deal marks the first time that the First Arena will be home to a North American Hockey League (NAHL) team. The team is owned by local businessman Marc Stemerman, owner of Chemung Supply, a fantastic local business that has been in existence over 90 years.


The North American Hockey League is entering its 50th year of existence this upcoming season. The Aviators will compete in the NAHL East Division, as the 10th team to enter the division.


We are excited to welcome the Aviators to First Arena, and downtown Elmira!

The Southern Tier Business Expo took place on May 7th. This event was open to the public, and was extremely well attended by local businesses. Over 60 businesses participated in the opportunity to network, and learn about new businesses in the surrounding areas. There was an overwhelming sense of joy regarding the opportunity for face-to-face interaction between businesses and the community as we re-engage in the post covid world. Southern Tier Economic Growth (STEG) a private, not-for-profit organization that fosters prosperity and vitality in Chemung County through the planning, promotion and implementation of economic development programs. Its board of directors has over 65 members, over 75 percent are private business people working side-by-side with chief elected officials and education and community leaders to help create and retain jobs, sustaining a strong economy. It works with the Chemung County Industrial Development Agency (CCIDA), a Public Benefit Corporation of the State of New York that was formed in 1975. The Chemung County IDA consists of a seven-member Board of Directors and provides a variety of tax incentives, financing, and/or related benefits to a broad range of eligible projects that provide a positive economic impact within Chemung County.
