Title V Maternal & Child Health Block Grant Application

What is it? How Can You Be Involved?


The Title V Maternal and Child Health (MCH) Services Block Grant addresses health services needed within a state. The target population is mothers, infants and children, aged 1 – 21 years. This includes children with special health care needs and their families. ​ Services are family-centered, community-based, and culturally appropriate.


The New Jersey Department of Health submits a Title V report and application to the Health Resources Services Administration every year. ​ A draft of the NJ Maternal and Child Health Block Grant Application for 2025 is available for review on the New Jersey Department of Health website at: https://www.nj.gov/health/fhs/maternalchild/index.shtml


Are you a youth/young adult, a family member, an individual, a professional, or a community member interested in sharing your feedback?


Public input is being sought to ensure that the state plans its priorities, activities, and programs to meet the needs of infants, children, and youth, including those with special health care needs, pregnant women, mothers, fathers, and other individuals.


You are invited to share your comments through written and/or e-mailed testimony or verbally during the virtual public hearing.

Trenton Passes Budget Investing In Immigrants, Education, Healthcare


In Trenton, NJ, the Fiscal Year 2025 budget allocates significant funds to support immigrants and emphasizes protecting and supporting immigrant communities, including:


  • $1 million for language access
  • $8.2 million for a detention and deportation defense initiative
  • $6 million (partial restoration) for legal services for unaccompanied minors, and 
  • $3.07 million (partial restoration) for Hispanic Women's Resource Centers. 


Senate Majority leader, M. Tereza Ruiz also stated, "This year's budget is a holistic plan that puts the well-being of our children and families first. We are making huge investments in education for our youngest and oldest students by continuing on the path toward universal pre-K, fully financing the school funding formula, launching a student literacy initiative, and investing in higher education.”

Postsecondary Employment Services and State Vocational Rehabilitation Programs

For more than two decades, one of the principal goals of disability policy in the United States —as it influenced special education, vocational rehabilitation, and employment services nationwide — has been to improve employment opportunities for young people with disabilities as they exit secondary education programs and prepare for competitive integrated employment (CIE), including supported employment.


Postsecondary employment services available through the State Vocational Rehabilitation (VR) Program inform youth and families of the opportunities available and ensures youth are fully informed of their options as they decide on their career goals.


VR agencies value early engagement with students and youth with disabilities to assist them in preparing for a satisfying career. VR counselors use specialized training to assist youth in facilitating career development, exploring career options, and developing an individualized plans for employment (IPE), which typically document their career goals.

Recommendations for More Accessible School Facilities


June 2020 U.S. Government Accountability Office report found that, “two-thirds of U.S. public schools districts have schools with physical barriers that may limit access for people with disabilities.”


The U.S. Departments of Justice and Education recently released a video that provided examples of elements that make a structure inaccessible and addressed ways to fix the problem to make schools more accessible.

When students are involved in their IEP meetings they engage in self-determination and can practice different decision-making methods in a safe environment. Parents and schools can work together to build these skills in youth/young adults with disabilities.
