Expanded Resident Survey Responses Now Available for Your Review

Want to know what City services matter most in a specific area of Norfolk? Expanded results of the 2022 Resident Survey are now available for review on the Open Data portal. Responses can be researched by question, ward or superward using the 2022 Resident Survey interactive dashboard.


Last fall, ETC Institute, a national marketing research firm, administered a comprehensive Resident Survey to assess satisfaction with City services and get input on priorities.


More than 900 residents participated in the random sample survey with at least 150 respondents from each ward. ETC compiled and analyzed all survey data. Their findings were presented to City Council earlier this month.


Residents who did not receive an invitation to participate in the survey were able to share their input through an additional survey option made available online as well as by paper at various locations throughout the City. These responses were also aggregated and reviewed by ETC. These results are noted in the interactive dashboard as “Non-Random” under the survey response type.

If your student is between the ages of 16 and 21, the NEL program offers the opportunity to have a summer job where they can learn about public service careers in local government, gain valuable, hands-on work experience and get access to job readiness training and financial literacy education.

Get Grant Funds for Your Next Neighborhood Project


Did you know that our Block-by-Block Neighborhood Pride Grant Program offers neighborhood associations and civic leagues financial assistance to improve neighborhoods one block at a time?


The program gives residents the oppotunity to:

  • Engage with their neighbors to design, develop and implement their own neighborhood improvement ideas and projects.
  • Develop and enhance relationships with the City. 
  • Build mutually productive collaborations with local businesses.
  • Learn and use new and sustainable skills.


There are two categories for Block-by-Block: matching grants and mini grants. Applications will be accepted Feb. 13 through March 3. Learn more and apply online.

Sparking New Careers

A new mobile welding lab has arrived!

Norfolk Works partnered with Tidewater Community College and inaugural host Lyon Shipyard to spark up an exciting new program called WeldNOW and our first graduates are on their way to electrifying new careers.


This six-week program began with workforce training in the classroom, leading to hands-on instruction in a mobile welding lab at Lyon Shipyard.


Participants earned industry-recognized welding credentials to qualify for entry-level maritime and advanced manufacturing jobs.


And better yet, graduates were offered full-time positions with Lyon Shipyard and surrounding employers.
