Coachella Valley Unified School District Receives Two 21st Century Grants totaling $2,112,882

California Consulting client Coachella Valley Unified School District has been awarded two 21st Century Community Learning Center applications: $1,587,882 for 21st Century Community Learning Centers Elementary and Middle School expanded learning programs. and  $525,000 for 21st Century Community Learning Center ASSETS High School expanded learning programs. 

Congratulations to Coachella Valley Unified School district and CC's project manager, Julie High, on the successful application. 

Grant Awards: 

CC Congratulates Whitter City School District for receiveing the CDE 21st Century 

California Consulting is pleased to announce the City of San Bernardino received $500,00 for the California Violence Intervention and Prevention Program. Congratulations to the City of San Bernardino and CC's Project Manager, Sigfrido Rivera, who ensured the successful application. 

CC congratulates South Whittier School District (a CC client) for being awarded the Learning Communities for School Success in the amount of $417,405.  The funding is for a school counselor at the middle school and LACOE PBIS training. Congrats to South Whittier School District and CC's Project Manager, Dana Leusch, who ensured the succesful application. 

CC congratulates the City of Vacaville (a CC client) for being awarded PDA Planning Grant in the amount of $350,000 from the Metropolitan Transporation Commission for a Specific Plan and Environmental Impact Report for the Downtown Revitalization project. CC would like to recognize Project Manager, Diana Dinerman, who ensured a successful application. 

CC congratulates Mercy Crusade Spay,Neuter, and Wellness Clinic (a CC client) for being awarded the Banfield Foundation Veterinary Medical Equipment Grant in the amount of $11,198. CC also recognizes Project Manager, Julie St. Jean, who ensured a successful application. 

California Consulting Welcomes Eduardo Vega
as our New Project Manager 

California Consulting welcomes Eduardo Vega as our new Project Manager.   Eduardo  has over twenty-five years of experience in health, human services, and government agencies, including expertise in management, strategy, policy, communications, program development, research and evaluation, grantsmanship and organizational development. 

Highly successful as a resource development expert, Vega's grant proposals have often significantly outscored competitors, resulting in contract awards from multiple state and federal agencies including the National Institutes of Health, the World Health Organization and others. 

In addition to over a decade at the executive leadership level in non-profit, human services and government agencies,  Vega has been a California State Commissioner (2005-2011), a Fulbright specialist, and consultant to the federal government through the department of Health and Human Services (HHS), the Substance Abuse and Mental Health Services Administration (SAMHSA), the White House Office of Science and Technology, and others. 

For his service he has been recognized by the State of California, the US Office of the Surgeon General, the United States Senate, the US State Department, the nation of Fiji and the Office of the White House of President Obama.  Vega holds an MA in Psychology from New School for Social Research.

5/26/18-  California Consulting, Inc  Associate  Cecilia Hong  recently attended  a meeting with Orange County elected officials. Cecilia represented California Consulting at the meeting and we are proud to have grant writing contracts with many public agencies throughout Orange County. Cecilia is a former staff member for Congressman Ed Royce and Orange County Supervisor Michelle Steel and currently serves as an Ambassador for Assemblyman  Steven Choi .

Team Member Spotlight: Stephen Sanger, Bay Area Associate

California Consulting is pleased to spotlight our Bay Area Associate, Stephen Sanger. Stephen has over 20 years of substantial public sector experience working as a consultant and public employee.  Mr. Sanger's expertise lies in the areas of fiscal and economic impacts of development, economic development, community development, public finance, housing, and land use planning. His expertise is a result of having authored well over 50 complex analyses for various California cities, counties, school districts, and special districts.  His studies have provided the basis for federal and state grant applications for economic development, community development, and housing for municipalities and special districts across California.

Mr. Sanger also has a background in housing policy analysis, housing development, and community development. Mr. Sanger has conducted demographic and fiscal projections, as well as legislative and policy analyses for local governments and elected officials. In previous positions, Mr. Sanger has completed sales and use tax, property tax, and demographic projections, analyzed proposed legislation and existing codes and regulations relating to property tax, land use regulations, and development impact fees, analyzed bond issuances and budgets, and conducted nexus studies for school impact fees and school enrollment forecasting.

Mr. Sanger holds a Master's Degree in Public Administration (M.P.A.) and a Bachelor'Degree in Social Sciences (B.S.) from San Jose State University. Mr. Sanger is a member of the Urban Land Institute (ULI), California Redevelopment Association (CRA), California Association for Local Economic Development (CALED), Association for Public Policy Analysis and Management (APPAM), and the American Society for Public Administration (ASPA). Mr. Sanger is the past Chair of the City of Oakland Housing, Residential Rent, and Relocation Board (7 years), and Chair of the Alameda County Parks, Recreation, and Historic Commission (10 years), and served as an Intern to the United States Senator Dianne Feinstein.  

Mr. Sanger resides in Oakland, CA with his wife and three young children.



WaterSMART Grants: Water Marketing Strategy Grants for Fiscal Year 2018

Deadline: July 17, 2018 

Amount: up to $400,000

Match: 50%

Eligibility: state, Indian tribe, irrigation district, water district, or other organization with water or power delivery authority.

The objective of this FOA is to invite states, Indian tribes, irrigation districts, water districts, and other organizations with water or power delivery authority to leverage their money and resources by cost sharing with Reclamation to develop a water marketing strategy to increase water supply reliability. Applicants under this FOA may request funding to develop a water marketing strategy (Project) to establish or expand water markets or water marketing.

WaterSMART Grants: Small-Scale Water Efficiency Projects for Fiscal Year 2018

Deadline: July 31, 2018

Amount: up to $75,000 total project cost not to exceed $200,000

Match: 50%

Eligibility: state, Indian tribe, irrigation district, water district, or other organization with water or power delivery authority.

This Small-Scale Water Efficiency Projects funding opportunity announcement (FOA) supports specific small-scale water efficiency projects that have been prioritized through planning efforts led by the applicant.

Caltrans: Active Transportation Program (ATP) Grant Statewide Cycle 4
Deadline: 7/31/18 (proposed)

Amount (based on previous cycle): Minimum funding request is $250,000 (Non-infrastructure projects, Safe Routes to Schools projects, Recreational Trails projects, and Planning projects are exempt from this and may apply for smaller amounts). 

Match: None required

Eligibility: cities, counties, county transportation commissions, regional transportation planning agencies,  MPOs, school districts, and transit districts

The Active Transportation Program was created to encourage increased use of active modes of transportation, such as biking and walking. Funding from the Active Transportation Program may be used to fund the development of community wide bike, pedestrian, safe routes to schools, or active transportation plans in predominantly disadvantaged communities. The goals of the Active Transportation Program are to:
  • Increase the proportion of trips accomplished by biking and walking or Increase the safety and mobility of non-motorized users.
  • Advance the active transportation efforts of regional agencies to achieve greenhouse gas reduction
  • Enhance public health, including reduction of childhood obesity using programs including, but not limited to, projects eligible for Safe Routes to School Program funding.
  • Ensure that disadvantaged communities fully share in the benefits of the program.
  • Provide a broad spectrum of projects to benefit many types of active transportation users.

U.S. Department of Transportation Federal Railroad Administration - Consolidated Rail Infrastructure and Safety Improvements Program (FY 2017)

Deadline: June 21, 2018

Amount: No minimum or maximum; Total available for awards is $65,232,400 Match: Federal share of total costs will not exceed 80%

Eligibility: State; Group of States; Interstate Compact; Public agency or publicly chartered authority established by one or more States; Political subdivision of a State; Amtrak or another rail carrier that provides intercity rail passenger transportation; Class II railroad or Class III railroad; Any rail carrier or rail equipment manufacturer in partnership with at least one of the entities described above; Transportation Research Board together with any entity with which it contracts in the development of rail-related research, including cooperative research programs; University transportation center engaged in rail-related research; or Non-profit labor organization representing a class or craft of employees of rail carriers or rail carrier contractors.

This program will fund projects that improve the safety, efficiency, and reliability of passenger and freight rail.

Eligible Projects:
  • Deployment of railroad safety technology (PTC/rail integrity inspection systems)
  • Capital projects
  • Highway-rail grade crossing improvement projects
  • Rail line relocation and improvement projects
  • Regional rail and corridor service development plans and environmental analyses
  • Any project necessary to enhance multimodal connections or facilitate service integration between rail service and other modes
  • The development and implementation of a safety program or institute


US Department of Education: Project School Emergency Response to Violence (SERV) Program

Deadline: Continuous

Amount: Immediate Services grant: Up to $50,000 for a period of six months; Extended Services grants: Up to $250,000 for 18 months

Match: None required

Eligibility: Local education agencies (LEAs) and institutions of higher education (IHEs)

This program funds short-term and long-term education-related services for local educational agencies (LEAs) and institutions of higher education (IHEs) to help them recover from a violent or traumatic event in which the learning environment has been disrupted. LEAs and IHEs may apply for two types of assistance under Project SERV: Immediate Services grants and

Extended Services grants. Immediate Services grants are intended to provide short-term support shortly after a traumatic event. Immediate Services grants are intended to provide a limited amount of funds to meet acute needs and restore the learning environment. Extended Services grants are intended to address the long-term recovery efforts that may be needed following a traumatic event. Extended Services applications are considered unsolicited grant applications and undergo a rigorous internal review by the Office of Safe and Healthy Students and the Office of the General Counsel. After review by staff members, the application is peer reviewed by an outside panel before being considered for funding.

California Department of Education (CDE): FY 2017-18 California Renovation and Repair Loan Program

Deadline: June 29, 2018

Amount: Varies. $26,600,000 has been allocated to the entire program

Match: None

Eligibility: Institutions of higher education, local educational agencies, nonprofit organizations, other organizations or agencies

The California Renovation and Repair Loan (CRRL) Program provides loans for the renovation and repair of existing facilities in order to ensure eligible California Department of Education (CDE) contractors meet applicable health and safety standards for federal and state licensing compliance. The CRRL Program funds are interest-free loans and may be reimbursed with contract funds. The Early Education and Support Division (EESD) will accept applications continuously; however, the EESD will award loans based on the availability of funding. This is a loan program with zero interest and may be reimbursed with contract funds. Loan amounts will vary, however, the loan interest is zero. In addition, the loan can be paid with reimbursement amounts from the qualifying contract(s). Loan repayment dates and performance periods will vary by loan. Applications or other data may be submitted at any time during the fiscal year. The CRRL Program funds are available to contractors who contract with CDE to operate the California State Preschool Program (CSPP), the General Child Care and Development Program (CCTR), the Migrant Child Care and Development Program (CMIG), and/or the California Handicapped Child Care and Development Program (CHAN). Within the Child Care Facilities Revolving Fund (CCFRF), $10 million is available to Local Education Agencies (LEAs) with CSPP contracts only. An additional $16.6 is available for LEAs and non-LEAs.

California Office of Public School Construction (OPSC): Seismic Mitigation Program

Deadline: Continuous

Amount: Estimated $94.5 Million left in program

Eligibility: Districts with qualifying Category 2 buildings under the School Facility Program (SFP) Regulation Section 1859.2

The Seismic Mitigation Program (SMP) is a subset of the Facility Hardship program that provides for the seismic repair, reconstruction, or replacement of the "most vulnerable" school facilities. SMP projects must meet the following requirements:

* The building is of an eligible Category 2 building type
* The building was originally designed for occupancy by students and staff
* DSA concurs that the building has the potential to collapse either due to ground shaking or due to faulting, liquefaction, or landslides
* Construction contract is signed after May 20, 2006

State Water Resources Control Board: Drinking Water for Schools Grant Program

Deadline: Applications accepted continuously via the FAAST Application System

Amount: $25,000 - $100,000 for single schools; $25,000 - $1,000,000 for LEAs

Match: None

Eligibility: Local Educational Agencies (LEAs) serving kindergarten or any of grades1-12 

The Drinking Water For Schools Grant Program provides $9.5 million in funding to improve access to, and the quality of, drinking water in public schools pursuant to Senate Bill 828. To be eligible for funding, applicants must provide documentation of impaired drinking water quality, impaired access to drinking water, or a combination of both. Eligible projects include but are not limited to:

* Installation or replacement of water bottle filling stations or drinking water fountains with or without treatment devices capable of removing contaminants present in the school's water supply;
* Installation of point-of-entry (POE), or point-of-use (POU) treatment devices for water bottle filling stations, drinking fountains, and other fixtures that provide water for human consumption, including up to three years of: replacement filters, operation and maintenance (O&M), and monitoring of POE or POU devices;
* Installation, replacement, or repairs of drinking water fixtures and associated plumbing appurtenances that are necessary to address lead contamination identified by a school's public water system pursuant to the Lead Sampling of Drinking Water in California Schools program and that requires a corrective action; and
* Provision of interim alternative water supplies for applicants in the process of implementing a permanent solution, including purchases of temporary transfer water, hauled water, and bottled water.
* Costs directly related to planning, design, and construction that achieves an acceptable result are eligible for reimbursement.
