We recently convened our 29th Annual Training Conference, during which our Neutrals enjoyed a full day of training and collegial networking. Guided by the theme “Breaking Impasse,” my esteemed colleagues Mark Rubin, Geetha Ravindra, and I led discussions on overcoming barriers to resolution. Together, we explored effective strategies and techniques to tackle these challenges head-on.

Hon. James C. Clark (Ret.)

Retired Judge, City of Alexandria Circuit Court


The Honorable James C. Clark recently retired after over a decade of distinguished service on the 18th Judicial Circuit Court of Virginia (City of Alexandria). Before his tenure on the bench, Judge Clark enjoyed a successful career as a lawyer in private practice and served as the Assistant Commonwealth’s Attorney for the City of Alexandria. Among his many credentials, he served on the Alexandria Bar Foundation, the Substance Abuse Advisory Committee to the Alexandria City Council, and as a Mentor Judge for the Supreme Court of Virginia. Judge Clark is an Adjunct Professor at George Mason University and a former faculty member of the Virginia State Bar’s Harry L. Carrico Professionalism Course for new lawyers. Judge Clark now brings this exemplary record of dedication and leadership to The McCammon Group to serve the mediation, arbitration, judge pro tempore, and special master needs of lawyers and litigants throughout Virginia, D.C., and beyond.

Hon. Michael T. Garrett (Ret.)

Former Chief Judge, Amherst County Circuit Court


The Honorable Michael T. Garrett has retired after eighteen years of distinguished judicial service. Most recently, he served eight years on the Amherst County Circuit Court with one term as Chief Judge. Prior to that, he served ten years on the Juvenile & Domestic Relations District Court where he was Chief Judge for two years. As a lawyer, he enjoyed a successful career in private practice and served as an Assistant Commonwealth’s Attorney for Amherst County. A Past President of the Lynchburg Bar Association, Judge Garrett is a former Mentor Judge for newly elected Juvenile and Domestic Relations District Court Judges and a former Faculty Member of the Virginia State Bar’s Professionalism Course. Judge Garrett now brings this record of dedication and accomplishment to The McCammon Group to serve the mediation, arbitration, and judge pro tempore needs of lawyers and litigants throughout the Commonwealth.

Hon. Hiram E. Puig-Lugo (Ret.)

Retired Judge, Superior Court of the District of Columbia


The Honorable Hiram E. Puig-Lugo recently retired after twenty-four years of distinguished service on the bench of the Superior Court of D.C., where he notably served three years as the Presiding Judge of the Family Court. Prior to his appointment to the bench, Judge Puig-Lugo was a staff attorney with the Public Defender Service for the District of Columbia and a trial attorney with the U.S. Department of Justice Civil Rights Division Criminal Section. He is a Past President of the National Council of Juvenile and Family Court Judges and the 2021 recipient of their President’s Award for Extraordinary Leadership. Fluent in Spanish and proficient in Portuguese, Judge Puig-Lugo has not only contributed internationally through legal education projects but also serves as an adjunct faculty member at the Georgetown University Law Center in the American Law for Foreign-Trained Lawyers LLM Program. Judge Puig-Lugo now brings this exemplary record of dedication and leadership to The McCammon Group to serve the mediation and arbitration needs of lawyers and litigants in D.C. and beyond.
