Baldwin Park Receives the Measure W: Safe Clean Water Grant in the Amount of

California Consulting client City of Baldwin Park received the Measure W: Safe Clean Water Grant in the amount of $12,813,644.
The Barnes Park Multi-Benefit Project will feature an underground stormwater vault that will capture and infiltrate runoff from an 81-inch storm drain that collects stormwater from the residential area northeast of the park. It will also capture and treat urban and stormwater runoff from the nearby Los Angeles County Flood Control Storm Drain(s). The Project includes above-ground improvements, such as drought-tolerant landscaping, resurfaced playing fields, and low impact development features.

Proposition 1 Funding is On the Horizon
|
|
California Consulting is pleased to announce the upcoming funding of Proposition 1.
We have proven success with this grant as during the last cycle as one of our clients was awarded over
$12 million dollars!
California Water Boards will release round 3 imminently, to that purpose, we have compiled a quick summary of the upcoming grant.
California Water Boards: Stormwater Grant Program (SWGP) Proposition 1
Deadline: TBD – Rounds 1 and 2 are closed
Amount: $250,000 to $10 million per applicant
Match: 50% match of total project cost
Eligibility: Public agency, nonprofit organization, public utility, federally recognized Indian tribe, state Indian tribe listed on the Native American Heritage Commission’s Tribal Consultation List, mutual water company, or eligible GSA
The purpose of the program is to improve regional water self-reliance, security, and adapt to the effects on water supply arising from climate change, including measures to:
· Help water infrastructure systems adapt to climate change, including, but not limited to sea-level rise.
· Provide incentives for water agencies throughout each watershed to collaborate in managing the region’s water resources and setting regional priorities for water infrastructure.
· Improve regional water self-reliance consistent with Water Code section 85021.
Only multi-benefit stormwater management projects are eligible for grant funds. Multi-benefits include, but not limited to:
· Increasing water supply
· Increased water conservation, filtration, and treatment of runoff
· Flood management
· Environmental and habitat protection and improvement
· Involves the community and improves community health

California Department of Transportation: Sustainable Communities and Strategic Partnerships
Deadline: February 12, 2021
Amount: Sustainable Communities: Minimum of $50,000 for Disadvantaged Communities, including Native American Tribal Governments and rural communities; $100,000 for all others; Maximum of $700,000. Strategic Partnerships: $100,000 to $500,000
Match: Sustainable Communities: 11.47%; Strategic Partnerships: 20%
Eligibility: MPOs with sub-applicant, RTPAs, transit agencies, cities and counties, tribal governments, other transportation planning entities

UPDATE: In addition to the $10 million that CTC has allocated in 2019, CTC allocated another $8 million of state funds in June 2020, for the purpose of assisting local agencies in developing their local roadway safety plans. The funds will be awarded to the applicants on a "first come first serve" basis. There is no application deadline. Caltrans will continue to accept applications as long as the funding is available.

U.S. Department of Commerce: FY 2020 EDA Public Works and Economic Adjustment Assistance Programs including CARES Act Funding
Deadline: There are no submission deadlines under this opportunity. Applications will be accepted on an ongoing basis until the publication of a new PWEAA NOFO.
Amount: $100,000 to $30 million
Match: Yes - Generally, the amount of an EDA award may not exceed 50 percent of the total cost of the project.

Project Manager Esther Landin
|
|
California Consulting is pleased to spotlight Project Manager Esther Landin.
Esther Landin is a Workforce & Economic Development professional with 10 years of experience developing and implementing workforce preparation and career pathways programs in order to reduce the middle-skills gap, decrease the unemployment rate of youth and young adults, and increase access to education, training, and employment for individuals with barriers to employment and education as a means for upward social mobility, achieving social justice, and equity.
She has consulted for nonprofits, adult education, community colleges, community-based organizations, government agencies, as well as private entities to create a strategic and comprehensive wraparound workforce development and career services system that helps individuals enter career pathways in high-demand industries. She has presented about and written on various Workforce Development topics on serving special populations including youth and young adults, formerly incarcerated, immigrants, and individuals with disabilities. She has previously served on nonprofit boards and participated in numerous industry advisory committees. Her experience also includes grant writing, monitoring and compliance, organizational planning, employer engagement, human-centered design, curriculum development, and distance learning.
In addition, she is a certified Gang Intervention Specialist, Offender Workforce Development Specialist, certified in Career Pathways Leadership as well as CTE Support Staff Project Management, and is a New World of Work 21st Century Employability Skills Certified Instructor. She earned her Associate of Arts degree from Los Angeles Southwest College, her Bachelor of Arts degree from California State University, Dominguez Hills, and her Master of Arts in Education with an emphasis in Adult Education and Training from the University of Phoenix.
