As we look ahead, I encourage you to register for the highly anticipated 2024 Building Industry Show (BIS) returning this year to Pechanga Resort and Casino in Temecula on September 18th & 19th. This year’s show promises to be exceptional, featuring cutting-edge exhibits, insightful educational sessions, and numerous networking opportunities. Government Affairs

Governmental Affairs and builder advocacy continue to be the primary focus of the Riverside County Chapter. We are engaged with jurisdictions throughout Riverside County on numerous issues. Several updates include:


Fee Updates:

  • County of Riverside DIF Update: The County of Riverside is in its 2024 Development Impact Fee (DIF) update and has shared a revised administrative draft with the Riverside County BIA. We have reviewed of the document, which is extensive, covering more than 20 area plans throughout Riverside County and we have provided comments back to the County regarding the proposed DIF and the County fire fee which is proposed for a substantial increase.  The County has reviewed our comments and made a modest reduction on the fire fee. We will continue to monitor the fee proposal moving forward and will be advocating for a phased implementation.


  • EVMWD: We continue to work with EVMWD to seek revisions to the substantial proposed water and sewer connection fees they rolled out this spring. We appreciate the district honoring our request to extend the timeframe for review of the nexus study. We have completed that review and have shared our concerns and needs for additional data from the district. The district is assembling the requested data, and we are scheduled to meet with them early next month to discuss our concerns.


  • City of Beaumont: As we have shared, the city is proposing a significant increase to their DIF. The City Council heard the concerns of BIA and NAIOP and sent the proposed nexus study back to their consultant and staff for revisions. We appreciate the City Council directing further revision to the proposed DIF. We anticipate receiving a revised DIF study in September and will keep you updated, as we work through the proposed revisions.   


  • City of Murrieta: While the City of Murrieta made several reductions to their proposed DIF last spring at BIA request. However, the approved increase we still believe had several errors in assumptions that have led to a larger than needed increase. We have sent our concerns to the City and believe they have an interest in addressing our concerns and hopefully making further reductions in the new DIF amount. We encourage the City Council to direct their staff to work with BIA until our issues are resolved. More on this issue as it evolves.


Elections 2024: The busy fall 2024 elections are upon us. Nearly every elected body in Riverside County will hold elections in November. Candidates have emerged, and we continue to work hard identifying and supporting pro-business, pro-housing candidates. We hope you will continue to support the BIASC PAC so we can support these pro-housing candidates.

Insurance companies are leaving California rapidly, leaving many residents needing help to afford or obtain home insurance as rates increase. This crisis directly impacts our building industry and makes homeownership more difficult for families statewide, making homeownership unattainable.

As members of BIASC, your voices matter and can make a difference in resolving this crisis. Here’s how you can help.

 

Please click the link below to urge your local elected officials to support passing an emergency resolution. We need the Insurance Commissioner, the Governor, and the State Legislature to declare a state of emergency and pass immediate regulatory and legislative measures to reform these policies.
