Your BIAOC Chapter Update: Spring 2022 Recap
The last quarter has included my favorite BIAOC events, including the 2022 Economic Forecast, the BIAOC Women's Leadership Conference, and our Annual Golf Tournament. Unfortunately, building new housing in California remains incredibly difficult or outright illegal. Recently, I have focused most of my attention on several cities and their ill-thought-out regulations that have costly implications. The most recent example occurred in Irvine, adding additional disclosures on building permit applications and "the city's unqualified right to revoke building permits," including a penalty that was "equal to the original permit fee" for failing to update a change of subcontractors with the city's building department. Failure to update paperwork would result in massive fines and permit revocation.

With the help of Adam Wood, Vice President, BIASC Orange County Chapter, and Mark Himmelstein, BIAOC Executive Board Member and Partner at Newmeyer & Dillion LL, we managed to get the language revised, removing the right to revoke permits and punitive permit fees forfeiture. In addition, we added provisions that included notice and time to correct any clerical errors. This was an excellent outcome for builders and another example of how politicians and policymakers continue adding unnecessary regulations and red tape instead of rolling out the red carpet.

Speaking of politics, several important housing projects are making their way through the approval process in Brea and Fullerton. I am personally looking forward to showing up in support of these projects and advocating at Planning Commission and City Council Meetings. Government Affairs Update
Anaheim
As has been widely reported, the City of Anaheim is facing significant turmoil over an agreement to develop the land surrounding Angel Stadium. What with FBI investigations, wiretaps, resignations, and repercussions that could reach well beyond the city limits, BIAOC continues to monitor the situation for the latest developments. For more information on this matter, we encourage you to join us at our monthly BIAOC Government Affairs Committee meeting where we discuss the latest breaking stories from throughout the county. Fullerton
The City Council of Fullerton will be hearing an exciting project from Shopoff Development on Tuesday, June 21st that seeks to bring 164 units of much needed housing. This proposed redevelopment of a failing commercial center is an excellent example of how housing can bring new vitality to areas most in need. Pro-housing speakers are needed. Irvine
Thanks to the strong contributions of BIAOC Board Members, the City of Irvine avoided a potentially disastrous policy that would have revoked permits and resulted in six-figure penalties for clerical errors. Relating to reporting requirements for subcontractors on projects, BIA played a pivotal role in securing amendments that removed what otherwise would have been direct harm to the industry that would have resulted in countless projects being placed in needless jeopardy.   
Laguna Niguel
Last night, the City of Laguna Niguel Planning Commission voted 4-0 to recommend the Laguna Niguel City Center project to the City Council. This proposed mixed-use project will offer retail, office, wellness, a new library and civic space, along with 275 apartment homes. Thank you to the BIAOC Members who attended and spoke in favor of the project. Stay tuned for more updates.
