What is a Canon 5 violation?
It’s when a judicial candidate violates the rules of his/her candidacy. And yes, Peggy Huang who is running for Judge in November, did just that.
Huang and Lim Retaliation, Involving School Board Candidates
Peggy Huang and Janice Lim have been campaigning against school board and city council candidates the parents group PYL 4 Choice have chosen because they are upset that the parent’s group and community groups will not support their own candidacies.
Below are photos taken at a campaign event for a person who is running AGAINST Todd Frazier. Todd Frazier has endorsements from the OCGOP, OC Board of Education, Stefan Bean, Shawn Youngblood and Leandra Blades and a pending CRA endorsement. Multiple community groups have come out in support of Todd Frazier. So why are Peggy Huang and Janice Lim openly supporting a different candidate?
Angered, Huang and Lim Seek to Split School Board Vote
Why are Peggy Huang and Janice Lim going against the candidate endorsed by the OCGOP, the OC Board of Education and our two conservative school board members and local community groups? Huang and Lim both spoke in support of the non endorsed OCGOP candidate at this event. Why you ask? Retaliation towards people who refused to support them. They are so angry at the lack of community support for them they will back a controversial candidate to split an important vote.
Alleged Canon 5 Violations
By attending this political event and speaking in support of the candidate, Peggy Huang violated Canon 5.
Peggy Huang violated Canon 5 in multiple ways over the past two weeks. They are as follows;
-Peggy Huang called the OCGOP Chairman and openly supported and endorsed YL City Council candidate Janice Lim.
-Peggy Huang participated in a zoom meeting with both candidates, staff and the Chairman of the OCGOP where she endorsed Janice Lim for city council.
-Peggy Huang requested to call in or zoom into an OCGOP endorsement committee interview to support Janice Lim.
-Peggy Huang called multiple politicians, OCGOP Central commitee members and their alternates and asked them to not vote for Jess Battaglia and vote for Janice Lim for the OCGOP endorsement. In many instances she demanded the persons changed their vote from Jess Battaglia to Janice Lim.
-Peggy Huang stated multiple times that she chose her successor, Janice Lim.
-Fred Whitaker, Chairman of the OCGOP, announced at the endorsements meeting to the entire OCGOP Central Committee that Peggy Huang endorsed Janice Lim.
-Tara Campbell announced at the OCGOP that herself and Peggy Huang endorsed Janice Lim.
-Peggy Huang was seen attending the OCGOP Central Committee meeting where she walked around the room during the meeting and was seen whispering into the ear of the OCGOP executive director, scanning the crowd and making eye contact with those in attendance.
-Janice Lim stated several times in the zoom and endorsement committee that she was endorsed by Peggy Huang
Canon 5 States the Following:
Judges and candidates for judicial office shall not
1-act as leaders or hold office in a political organization
2-make speeches for a political organization or candidate for non judicial office or publicly endorse or publicly oppose a candidate for non judicial office.
It further states “judicial officers may only endorse candidates for judicial office; they may not endorse non-judicial candidates.”
“…you may not publicly assist the candidate in any way, such as introducing the candidate to potential supporters or contributors, or by allowing your name to be used by the candidate.”
“Although attendance at political gatherings is not prohibited, any such attendance should be restricted so that it would not constitute an express public endorsement of a non judicial candidate.”
“Candidates for judicial office may speak to political gatherings only on their own behalf or on the behalf of another candidate for juridical office…”
Judges and judicial candidates may attend fundraisers and political events during the campaign “as long as the activities to not appear to endorse political parties, issues or candidates for non judicial office.”
It’s apparent Peggy Huang violated all of the above and helped her dear friend Janice Lim obtain the OCGOP endorsement, with the help of Tara Campbell, Anthony Johnson and Sara Catalan. Don’t forget that Young Kim and Philip Chen helped as well.
It’s been stated by many that Huang and Lim manipulated the voting at Central Committee because they knew if our community voted, they would not vote for Janice Lim, the votes would have gone to community loved and supported Jess Battaglia.
Peggy Huang wanted to choose who filled “her” seat, she did not want citizens of Yorba Linda to have a vote.
