Through the America Works Initiative, we’re working to solve these issues. We're helping employers like you across the country develop and discover the talent you need. View the Workforce Call to Action Webinar here.

U.S. Small Business Administration Updates
General Services Administration’s (GSA) Federal Surplus Personal Property Donation Program enables certain non-federal organizations to obtain personal property that the federal government no longer needs.
The Veterans Small Business Enhancement Act of 2018, Public Law No. 115-416, amends the Small Business Act and directs the U.S. Small Business Administration (SBA) to give eligible veteran-owned small businesses (VOSB) access to federally-owned surplus personal property as part of the GSA donation program. On November 2, 2020, SBA published a final rule providing regulatory guidance on how the law is to be implemented. As part of the final rule, the SBA is responsible for educating VOSBs on what is needed to participate in the surplus property program.
The SBA has developed this outreach kit with the goal of raising awareness about the surplus property program to the veteran business community. In this kit, you’ll find messaging and talking points, calls to action, promotional materials, and social media resources to help guide your outreach efforts. We encourage you to use this kit to help the SBA, GSA, and other surplus property stakeholders spread the word about this new opportunity for VOSBs.

Please review the attached fact sheet and the outreach kit for additional information. If you are seriously considering the program, please contact the following individual at the local GSA Office on Guam for additional information on the operations of the program.
