Winter 2024 Newsletter

Greetings City of Rockford Residents!

 

Last week, I was able to join Michigan City Manager’s for their annual Winter Conference. This time away is always beneficial as it affords an opportunity to learn from fellow professionals of best practices that are occurring within the State and around the nation. Further, it affords an opportunity to network and have personal conversations with fellow professionals. We all are dedicated public servants, and this forum offers a great opportunity to improve skillsets as professional managers. I was also pleasantly surprised to see one of the speakers at the conference was from one of our Rockford city businesses, Wolverine Worldwide. The speaker is their DEI Manager and shared insights into identifying individual employee expectations leading to employment opportunities that are personally rewarding and gratifying to the employee.

 

Speaking of networking, a special thank you to our County Administrator, Al Vandenberg and Gordon Gallagher, the Spring Lake Township Manager. The two volunteered their time to work with the Rockford City Council during our recent Vision Session for the City. Both Al and Gordon are professional administrators who are skilled facilitators. They both did a great job leading our City Council through the visioning exercise. We are blessed to have professionals who are so giving of their time. 

 

Speaking of giving of one’s time. There are approximately 75 City residents who volunteer to

participate on a City Board or City Commission. These volunteers are truly the backbone of our organization and in large part are responsible for making Rockford so great. Staff are currently working on a Board and Commission Recognition Night, so we can honor these dedicated servants.

Community Risk Reduction Program


Since the arrival of Chief Tennant and the onboarding of our full-time firefighters, the Rockford Fire Department has been working hard to strengthen our involvement in the community. One program that has taken a great deal of our focus is the Community Risk Reduction Program. This program is funded and backed by the State of Michigan, allows us to provide and install smoke and carbon monoxide alarms in the homes of residents that need them. The safety of our residents is the number one goal of the fire department, and that starts well before an emergency occurs. By providing working detectors that will alert occupants in the event of a fire we are greatly increasing the odds of a favorable outcome. Along with the installation of detectors the fire department also offers home safety inspections for residents who wish to have one completed.

 For businesses in Rockford, we are expanding our Knox Box Program. This program allows for a secure box to be installed on the exterior of a business in which keys to the property are placed. Only the fire department will have access to this box via a special key. These keys will help the fire fighters enter the property in case of an emergency outside of normal hours of operation. This program does come with a small cost to the business, but the service is well worth it.

Damaged Mailboxes



While winter has temporarily taken a break, there is still the potential for more significant snowfall, and with that, the possibility of mailboxes being damaged from the snow the plows throw. The Public Service Department does do their best to not damage mailboxes while plowing, however this does happen and the City has a policy in place for this situation.

 

If a mailbox has been damaged by City equipment during snow plowing to the extent that it cannot be used for mail delivery, the City will provide and place a temporary mailbox until a permanent standard replacement can be installed. However, if the damage was a result of the weight of the snow and not directly by City equipment, our policy is not to repair or replace the mailbox.

 

If your mailbox has been damaged, please call 616-866-1537 and we will be happy to investigate what happened and repair or replace as needed.

On-Street Parking and Snow Removal Information


The time snow removal begins depends on the start, and end times of the snowfall, and its intensity. In a perfect situation, snow plowing begins between 3am-4am.


There is a no on-street parking ordinance from 2:00 a.m. – 6:00 a.m. until April 14.

 

When any snow or ice ceases to fall during the daylight hours, it needs to be cleared from the sidewalks by residents within 24 hours after such cessation. When snow or ice ceases during the nighttime, it needs to be cleared from the sidewalks by 6:00 PM of the following day.


It is important to not allow your children to play in snow piles near the road. Children get excited to tunnel through the large piles of snow left behind by plows. These piles can collapse and trap children, and passing snowplows could hit the pile, injuring children inside. Snow removal operations can be in effect at any time during the winter, so there really is no safe time to play in the piles. Encourage children to use park facilities or backyards for their snow activities. 

Rockford Youth Night


The Rockford Department of Public Safety has long demonstrated a strong commitment to community-oriented policing in the City of Rockford. Several programs have been established to maintain a meaningful connection between our officers and community members to facilitate open lines of communication and cooperation. An area of particular importance is our engagement of school aged children through programs like D.A.R.E. and Rockford Youth Night.


Each February, Public Safety officers and 5th through 8th grade students participate in Rockford Youth Night at the Rockford MVP Athletic Club. This event brings officers and students together in a more informal setting to enjoy some time playing sports and interacting on a personal level. Officers leave their uniforms at the station, which affords students an opportunity to see them as people rather than professionals. Participants engage in a variety of traditional indoor sports at the gym and the event has grown to include laser tag for those students who don’t enjoy traditional sports. The event ends with a pizza party where officers and students enjoy a meal together.

Election Information

Presidential Primary

 

The February 27 Presidential Primary is quickly approaching. Michigan voters now have three different options for how they want to cast their vote - Absentee Ballot, Early Voting or on Election Day.

 

The Presidential Primary is the one election every 4 years where a voter must choose if they would like a Democratic Party or Republican Party ballot. It’s important to clarify that this provision does not register voters with the particular party they’ve selected for this election; it simply allows clerks to provide them the correct ballot.

 

Absentee Ballot: If you would like to vote by absentee ballot you can request an absentee ballot application from the Clerk's office or apply for one online through the Michigan Voter Information Center. Once we receive your ballot application, we can provide you an absentee ballot.

 

If you are on our Permanent Ballot List you were sent a Ballot Selection Form rather than a ballot for this election. Please indicate which party ballot you would like to receive and return it to the clerk’s office to receive a ballot. If you have misplaced or didn’t receive a Ballot Selection Form email kmurphy@rockford.mi.us and we can mail you a new one. Or you can select which ballot type you would like online through the Michigan Voter Information Center.

 

The deadline for us to mail an absentee ballot to you is February 23. 

 

When you return your absentee ballot, please remember to sign the envelope using the signature on your drivers license or ID.

 

Early Voting: Michigan voters now have the right to cast a ballot early and in person at an Early Voting site for 9 days prior to an election. The Early Voting process is very similar to voting on Election Day. Voters will fill out an application to vote, be given a ballot to vote, and then place the ballot in the tabulator themselves.

 

The City of Rockford Early Voting site is located at City Hall and will be available February 17-25 from 8:00am-4:00pm daily.


Election Day: The City of Rockford has two voting precincts. Precinct 1’s polling location is at the Fire Station. Precinct 1 is any house east of the Rogue River. Precinct 2’s polling location is at City Hall. Precinct 2 is any house west of the Rogue River. Both of these polling locations are at 7 S. Monroe St. Check out the Michigan Voter Information Center to find out where you are registered to vote.


Polls will be open on February 27 from 7:00am-8:00pm.

Planning Update

Following the lengthy process to review and adopt a 20-year Master Plan, the City is now reviewing and updating it’s zoning ordinance. The review process involves several meetings with and receiving feedback from various groups. Three unique user groups met with the City Planner to provide personal perspectives on how the zoning ordinance effected their building expansions and a separate steering committee will have several meetings to review and discuss proposed changes over the next year. The primary goal is to ensure the zoning ordinance is congruent with and not in conflict with the recently adopted Master Plan.  


In addition to updating the Zoning Ordinance, the City has recently created/adopted a new Community Recreation Plan. The Community Recreation Plan provides an inventory of City owned parks as well as a vision for the future of parks and recreation within the community. Having an adopted community recreation plan allows us to apply for state funded grants to improve our parks. All of our city parks and park improvements are at least partially if not fully funded using grants.

Winter Property Taxes


Just a friendly reminder, if you haven't paid your Winter Property Taxes yet, they are due on February 14.


You can pay them by mail, using the drop box outside City Hall or pay them in person during regular business hours. To avoid a late fee, payments must be received by 5:30pm on February 14, postmarks do not qualify.



City Hall hours are: Monday-Thursday 7:30am-5:30pm and Friday 7:30am-12:00pm.
