Mayor's Letter

Dear Neighbors,


Geneva is often recognized by local, regional, statewide, and even national publications as a premier community to live, learn, work, play, visit, and raise a family. We are, of course, honored by such recognition and appreciate the accolades.


However, our efforts to cultivate our space are not aimed at achieving recognition, but to accomplish a more elusive and lasting reward … the appreciation of the nearly 22,000 residents who call Geneva home, the 1,300 businesses that operate here, and the hundreds of thousands of people who visit annually.


Our goal has never been about being better than other communities, but to be a better City than we used to be.


Advancing such a goal – continuous improvement – requires, at the very least, frequent examination of our intentions and aspirations.


As we celebrate Geneva’s 189th year, we are committed to the principles of excellent City services, economic development, environmental stewardship, and quality of life. The common thread tying all these principles together is, without question, the art and science of good governance.


Good governance is, above all, the respect for the processes put in place to ensure that varying perspectives are heard and considered. This includes parties on different sides of a policy discussion receiving the same objective and impartial consideration by all of the City of Geneva’s boards, commissions, committees, and ultimately the City Council.


Adhering to this simple and powerful duty as policymakers helps advance an authentic sense of place and installs the necessary guardrails that keep us on the path forged in our strategic planning process. 


It is easy to be distracted, veer off course, and be seduced by trends, but our motivation is rooted in the tried-and-true … building a community where opportunities are embraced to complement what already exists, success is durable, and challenges are met with sound policy.

Christmas Tree Collection Scheduled For January

Garbage Schedule Change


Geneva's garbage collection will be delayed one day later than normal the week of Jan. 1 due to the New Year's Day holiday. The normal Thursday-Friday schedule resumes the week of Jan. 8.

Be Ready To Move Parked Cars Off The Street This Winter

The best present you can give the City of Geneva's Public Works Department this winter is moving your parked cars off the street during snow events.


In addition to the snow amounts listed on the graphic, the City also can restrict parking based on the forecast from the National Weather Service or other weather agencies for snow, sleet or freezing rain. If weather conditions are predicted to be hazardous to motorists, a parking ban may be put into effect to promote public safety and welfare on the roadways. Access to snow routes and residential streets is important in providing emergency services to the community.


With cooperation from residents and visitors, Public Works crews will be able to maximize the effectiveness of their snow removal operations. Cars left on the street during a parking ban risk being ticketed or towed.


When road conditions become hazardous, “Snow Routes” are cleared of snow and ice first before crews transition to residential neighborhoods. Parking is not permitted on residential streets at any time within 12 hours following a snowfall of 3 inches or more or until a street has been plowed to the curb. During a major snowstorm, residential streets will receive one pass in each direction to provide access for motorists and emergency vehicles. After the snowfall has ended, all streets will be plowed curb-to-curb.

Geneva Makes The Grade For Its Historic District, Retirees

Geneva continues to garner positive recognition as one Illinois' best communities from World Atlas, a large publishing resource in geography covering sociology, demography, environment, economics and travel.

QUOTABLE: "The town of Geneva is a western suburb of Chicago but feels a world away due to its charming downtown and impressive historic district, which consists of 102 buildings and structures," World Atlas stated. "The district was placed on the National Register of Historic Places in 1979 and beckons visitors throughout the year. Downtown Geneva is known for its (Third) Street, which is lined with historic Victorian structures that house a varied collection of shops and eateries."

DEI Task Force Submits Recommendations To City Council

The City's Diversity, Equity & Inclusion Task Force submitted its final report to the Geneva City Council in November.


Created in 2021, the Task Force has spent the past few years conducting one-on-one interviews, hosting listening sessions and hearing directly from key community stakeholders on topics related to Geneva's diversity efforts. To prepare final recommendations to the City, the Task Force contracted with a facilitator to conduct in-depth research.


The facilitator distributed an electronic survey that received more than 500 responses. They also conducted 22 interviews and facilitated 10 focus groups. From this data, the team extrapolated several themes and recommendations:


  1. Share definitions of diversity, equity and inclusion;
  2. Establish a part-time role within the City to lead DEI initiatives;
  3. Conduct bi-annual community forums; and
  4. Create a comprehensive and virtual accessibility guide.


The research revealed Genevans share a strong commitment and sense of belonging. However, there are areas of improvement to ensure Geneva continues to prosper as a safe, inclusive and award-winning City. The City will be reviewing the report's recommendations, which include the creation of an Inclusion & Belonging Commission. Stay tuned to City communications for more information.

Geneva Recognized As An 'EV Ready Community'

The City of Geneva was one of 12 Chicago area communities to recently complete the EV Readiness Program that was created to prepare local governments to meet the growing demand for electric vehicles and charging infrastructure.


The Metropolitan Mayors Caucus and ComEd awarded Geneva the bronze-level designation under the program, which helped municipalities take steps to develop permitting for EV charging infrastructure and implement plans that engage residents to ensure a safe integration of zero-emission vehicles. Geneva was recognized with the first class of communities at a Dec. 7 event held at PowerFoward DuPage in Warrenville.


Geneva earned the EV Readiness achievement by updating zoning codes to support new charging infrastructure, providing clear guidelines about EV charging station permitting, aligning the permitting and inspection processes with state and national standards, and training first responders on incidents involving electric vehicles. The City also created online EV resources to educate residents and businesses.


“Urban or rural, big or small – diverse communities are demonstrating that they have what it takes to be EV ready,” said Geneva Mayor Kevin Burns, who also is the Metropolitan Mayors Caucus Executive Board Chairman and Environment Committee/Energy Subcommittee Chairman. “Working in partnership with ComEd, the EV Readiness Program is guiding municipalities to craft smart and effective local policies that will promote seamless and equitable integration across our region.”


The EV Readiness designation is another accomplishment in Geneva’s commitment toward environmental stewardship. In 2022, The City was named a bronze-level SolSmart community for encouraging the growth of solar energy.


In addition to working with the SolSmart program, the Metropolitan Mayors Caucus has led the Greenest Region Compact, which is the largest regional sustainability collaborative for municipalities in the country. Geneva is a member of the Compact, and the City also has passed a resolution supporting the Chicago region’s Climate Action Plan.

Geneva residents can recycle unwanted electronics during their normal garbage day. Each item or bundle of devices must be tagged with the appropriate number of refuse stickers (see the City's website for details).

People also can utilize the Kane County Recycling Center in Batavia, which is open on weekdays at 517 E. Fabyan Parkway. A list of accepted items and hours of operation can be found on Kane County's website.

Third Main Line Project Continues This Winter

Third Main Line construction will continue throughout the Union Pacific-West railway corridor in the coming months as long as the weather remains favorable.

While the City of Geneva is providing information to the community, the City has no authority or control over the Union Pacific project. The details shared by the City are only as good as the information provided to us by Union Pacific.

Thanks To All That Participated in City's Tree Calendar

Thank you to all the residents, students, schools, and artists who made the 2023 student art contest tree calendar possible.


The Student Government Committee received many excellent submissions from students representing every grade level and school within the community. The response and interest in this unique program exceeded all expectations.


The Student Government Committee hopes to offer this program again in 2024. If you are interested in updates or having your classroom participate as a group, please email Assistant City Administrator Ben McCready.


Congratulations to the 14 students whose artwork was selected for the 2023-24 Student Art Tree Calendar.

ComEd To Trim Trees This Winter In Geneva

ComEd will be trimming trees in Geneva this winter.


Trimming operations are scheduled to occur from January to March in the following areas:


  • Kirk Road; and
  • Along the Union Pacific-West railway corridor.


While the City of Geneva owns and operates its own electric utility, ComEd runs power lines through the community to our substations as well as neighboring municipalities. The company states its vegetation management program helps ensure electrical reliability since tree branch contact with power lines is a leading cause of outages.


ComEd will notify affected residents about tree trimming taking place in their neighborhood.

Geneva's ICEC Makes Eighth Delegation Visit To France

In September, the City’s International Cultural Exchange Committee (ICEC) sent its eighth delegation of Geneva representatives to our partner city, Croissy-sur-Seine, France.


French officials welcomed ICEC members at the Mairie (Croissy Town Hall). On behalf of the City of Geneva, Mayor Kevin Burns sent a note of appreciation read in French and English. Geneva's longstanding relationship is a true achievement with a commitment on both sides to international understanding and cultural exchange.


The ICEC celebrated our long-term friendships with festive events with our Croissy sans Frontières (CSF) hosts in their homes and at local restaurants like Café des Impressionistes and Le Coq in Bougival. The group toured Maison Fournaise (where Renoir painted Luncheon of The Boating Party) and its new museum, and motored down the Seine in a wooden bateau crafted by local volunteers who rebuild vintage wooden boats from the 19th century.


Other highlights included tours of the Grand and Pétit Trianon (on the grounds of Versailles, built by Louis XIV), and Malmaison (château belonging to Josephine and Napoleon I). Most importantly, the ICEC was treated to a short film detailing the history of the Geneva-Croissy partnership since 2006.


The ICEC is grateful to the City of Geneva and our Croissy friends for making the delegation visit so enjoyable at every turn.

City Administrator's Office: Geneva Credit Rating Upgraded

The City of Geneva’s credit rating on general obligation debt has been upgraded from Aa2 to Aa1, the second highest ranking according to a Moody’s Investors Service report released last month. 


Moody’s report states Geneva’s enhanced credit rating “reflects the strong and improving financial position driven by growing tax revenues and strong fiscal management.” Even with the City’s scheduled capital projects over the next several years, the report states, “the City’s overall financial position is expected to remain solid and will be supported by strong utility operations.”  


“The City of Geneva’s credit rating upgrade reflects our professional staff and City Council’s unwavering commitment to careful, thoughtful and impactful stewardship of our fiscal resources,” Mayor Kevin Burns said.

Finance Department News: Utility Billing Date Changes

In early 2024, the City plans to change the dates monthly utility bills are issued and due for all customers.


To streamline the utility billing process, the City will reduce the number of billing cycles each month from four to two. This change will not affect customer account numbers or the utility read dates.


If a customer uses auto pay with the City, the withdrawal dates will move to coincide with the new due date.


Those who pay through an online bank may have to change how they process their payments.

Police News: Winter Driving Safety

Happy New Year! January is generally one of the colder and snowier months of the year. Each winter, we respond to numerous traffic crashes that occur on snow and/or ice-covered roadways.


I want to take a few minutes of your time to provide some basic winter driving reminders. Following these simple steps may reduce the chances you are involved in an accident this winter:


  • Leave plenty of time to reach your destination;
  • Reduce your speed;
  • If you do not have to travel in inclement weather, stay home;
  • Wear your seatbelt;
  • Turn your headlights on;
  • Leave plenty of room between you and other vehicles, including snowplows to give them enough room to operate; and
  • Watch out for ice, especially on the bridges throughout our community.


Last but not least, while we all prefer to get into a warm car, warming up your unattended vehicle is an opportunity for someone to steal it. Each winter, police agencies throughout the Fox Valley respond to vehicles stolen in this manner. If you are going to warm up your car, it is recommended that you use a remote starter.


The Geneva Police Department hopes that you have a safe winter season.

Fire Department News: We Need Your Help This Winter
When winter weather arrives, the Geneva Fire Department reminds residents to clear out the closest fire hydrant to their house.

The City's Public Works Department is aware of the hydrants and tries very hard to avoid covering them with plowed snow. However, the situation can be unavoidable on some streets, such as cul-de-sacs, where there is not much space to pile the snow between the driveways, mailboxes and hydrants.

Residents fortunate enough to have a hydrant in front of their house can do the Fire Department and themselves a huge favor by clearing snow around the hydrant to make them visible and accessible from the street.

The City of Geneva has been working on a water main infrastructure project along the Route 25 corridor (North Bennett Street) since October 2023. The state highway's primary construction zone spans from State (Route 38) to Jefferson streets.


The City determined in late December that lead line water services on Route 25 should be replaced to take advantage of the existing road closure. The additional project scope will push the anticipated completion date to mid-January, weather permitting.


As a reminder, businesses along State Street and Route 25 remain open to local traffic. See the City's local business access map.

Geneva's Water Superintendent Honored

The Illinois Water Environment Association honored Geneva's Water & Wastewater Superintendent Bob VanGyseghem with the group's 2023 Golden Manhole Award.


This award acknowledges an individual who has made significant contributions to promoting individual professionalism and pride among those working in the design, management, construction, operations and maintenance of water collection systems. The honor also recognizes contributions to the success of the Illinois Water Environment Association and its goals, and effort over an extensive period of time which has positively contributed to the betterment of individuals associated with collection systems.


Serving as Geneva's water superintendent for the past 17 years, VanGyseghem has overseen an $11 million design and construction project at the City's wastewater treatment plant to comply with new phosphorous standards and a $24 million reverse osmosis project at the water plant. He also managed a 10-year effort to convert all water/electric meters to digitally communicate with our network.


Currently, VanGyseghem is overseeing the design of a new sanitary sewer to run across the Fox River.
