Hello Windsor!
I want to thank all the residents, Town staff, and Council for the incredible work they have done preparing the response to the Koi Nation of Northern California’s proposed casino resort project’s Draft Environmental Impact Statement (DEIS).
We can certainly all agree the proposed location for this project is very concerning and possesses many negative impacts on the Town, especially on our neighbors in the southeastern part of our community.
It was good to see and meet so many of you at our public workshop last week, your attendance and comments are appreciated.

Notice of Upcoming Tree Removals
Beginning Monday, August 26, tree contractors Pacific Tree Care will be on-site to remove four trees in the Civic Center oak grove -three of which have died due to an infestation of the Mediterranean Oak Borer. The trees will be chipped and covered to solarize the remaining beetles and remain on-site as we work to mitigate the risk of decline for the remaining trees. This work is being completed under close advisement of the Town arborist, John Meserve, and the UCCE consultant Mike Jones. Once the solarization process is complete, the chips will act as natural mulch for the existing trees to retain moisture along with the supplemental watering which will be added to the grove. The fourth tree will be removed due to a safety hazard over the building.

The Mediterranean Oak Borer (MOB) is an invasive ambrosia beetle discovered in Sonoma County within the last 18 months. Windsor has been hit specifically hard by this infestation and has removed seven (7) trees from public land in the last year. MOB infests oak trees, mainly valley oak, blue oak, and Oregon white oak. The beetles initially attack the crown of the tree and create tunnels (or galleries) in the branches, eventually invading the trunk and killing the tree. The infested trees can become a hazard when widespread galleries weaken the tree’s limbs and upper trunk. Over the winter, the Town worked quickly to create a treatment plan for the heritage oak trees on public property. Any treatment is considered experimental in nature since little is known about how to treat this beetle in our climate, however expert guidance is aligned to deem this treatment worth considering.

Economic Development Strategic Plan
The Town of Windsor is developing an Economic Development Strategic Plan to provide clear direction for economic growth while outlining specific goals, strategies, and measures to enhance our local economy and tax base. We aim to create a robust and comprehensive plan in partnership with Economic Development Growth Strategies and the Natelson Dale Group. Community input is essential for the plan's success.
Join us for our first community workshop on August 26. We invite all residents and local business community members to participate in a discussion about Windsor's economic future. This is your opportunity to provide input on the types of new developments and businesses you would like to see in Windsor in the coming years.

NEW TRANSPORTATION OPTIONS | |

The Town is currently developing a new Active Transportation Plan (ATP)
This effort will update the 2014 Bicycle and Pedestrian Master Plan, and while primarily still focused on bicycling and walking, it has been renamed to account for all human-powered transportation modes. As Windsor continues to grow, we want to ensure that residents and visitors will be able to safely and conveniently use these transportation options for traveling to school, work, library, businesses, the SMART station, and our local parks.

We have analyzed potential bicycle and pedestrian projects throughout Windsor and have developed a list of the most important improvements, including safer intersection crossings and improved or new bike lanes. Projects were rated based on improving access to key destinations and safety benefits. From this list of projects, we are selecting the highest priorities to help guide Town leaders in seeking grants and using our available funding. You can help select these priorities by taking our online ATP Survey, which you can complete on your computer or smartphone. | |

SMART PEDESTRIAN UNDERCROSSING | |

Construction is underway for a new pedestrian undercrossing near Windsor High School. To ensure “safe crossing for students and residents”, the new pedestrian undercrossing just south of the Town Green was a “top priority” for both SMART and the Town of Windsor.

Windsor Emergency Radio Communication Training
The Windsor Ready! Talk Series will be hosting an Emergency Radio Communication Training. Join us for free emergency radio communication training! This training aims to educate community members on using two-way radios for emergency communications when all else fails. Each participating household will receive a free programmed radio, and the training will cover the basics of radio use, including physical components, etiquette, emergency communication, licensing, and community organization. By the end of the session, you'll have an additional form of communication for future emergencies.

On August 16, 767 vehicles were contacted at the designated Windsor DUI checkpoint on Windsor River Road and Market Street from 7 PM to 2 AM. The checkpoint resulted in 3 arrests for DUI, 10 citations for driving without a license, and 3 citations for driving with a suspended license. | | |

DUI checkpoint locations are determined based on reported incidents of impaired driving-related crashes. The primary purpose of DUI checkpoints is to promote public safety by taking suspected impaired drivers off the road.
Funding for this checkpoint was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

Your continued efforts will make each collection day successful.
- Place carts out the night before collection day
- Cart lids need to be closed to eliminate littering
- The rule of thumb is 3 feet of spacing for safety

Recycling What to Do?
Not knowing what item goes where is frustrating. We get it and we hope through illustrations and continued education, we can make it easier for you. SCRR is taking the steps to apply decals on residential carts to help assist when it is time to dispose of your items.
Keep an eye out for the new decals, they are coming!
