PARKS & RECREATION FACILITIES DIVISION
Whether it’s a basketball game, quineañera, swimming lesson, or Town Council meeting, chances are you’ve enjoyed a special event or activity in a Town of Windsor public facility.
The Town’s facilities include the Civic Center (Town Hall, Police Department, Windsor Library and Huerta Gymnasium), Public Works Corporation Yard, Community Center, Windsor Senior Recreation Center (WSRC), Hembree House Museum, and the Bluebird Center. Each building has its own special maintenance needs, which are serviced by the Parks and Facilities Maintenance Division.
Headed by Parks and Facilities Superintendent Charlie Johnson, the facilities maintenance crew consists of two maintenance workers and two administrative staff.

|
“The best part of my job is helping others,” said Senior Maintenance Worker Matt Dallara. Along with Maintenance Worker II Brandon McGinnis, the two-man crew services the Town’s facilities, which total over 91,000 square feet.
“I enjoy being able to do something different every day,” says McGinnis. The team's work is varied, from plumbing, HVAC, and electrical repairs to installing playground and preschool equipment to servicing the WSRC pool and Town Green fountain. In addition to their daily tasks, the two perform regular building and playground inspections and serve as liaisons to contractors on special projects.
Recent major projects include the renovation of the Windsor Senior Recreation Center (completed in April 2023) and the replacement of seven gas water heaters with electric heat pump water heaters through a PG&E incentive program, supported by Sonoma Clean Power (completed in May 2024). Current and upcoming projects include painting the Public Works buildings, Civic Center HVAC replacements, Community Center improvements, and replacing the Windsor Library carpet.
| |
|
“The best part of my job is knowing that the public and Town staff have a safe, comfortable place to gather and work,” says Superintendent Johnson.
The team’s hard work and dedication ensure that Windsor’s public spaces are welcoming and ready to enjoy! The Parks and Facilities Maintenance Division can be contacted by phone at (707) 838-5399.

Share the Road and Look Out for One Another
May is National Bicycle Safety Month, and the Windsor Police Department is encouraging everyone to get active and safely take bike rides while at the same time reminding drivers to be on the lookout for more people biking and walking.
“Everyone deserves to reach their destination safely,” Sergeant Jeff Toney said. “Unfortunately, there has been an increase in bicycle fatalities and injuries over the last few years. Bicyclists do not have the same protections as people in a vehicle so if you see a bicyclist — slow down.”
| |
|
According to the National Highway Traffic Safety Administration, there were 1,105 people killed while riding a bike in 2022, and an estimated 46,195 bicyclists were injured. In 2021, 976 bicyclists were killed (a 1.9% increase from 2020) and an estimated 41,615 bicyclists were injured (a 7% increase from 2020).
To help keep people safe while biking or walking, the Police Department conducted a traffic safety operation on May 26 to focus on driver behaviors that put bicyclists and pedestrians at risk, such as speeding, making illegal turns, failing to yield the right of way, and stop sign/red light running.
Town of Windsor Police Department suggests the following safety tips for bicyclists and drivers:
| |
|
Drivers
• Slow down and follow the speed limit. Be careful traveling through intersections.
• Look carefully for bicyclists and pedestrians before making a turn or opening a car door near streets or bike paths.
• Be patient when traveling behind a bicyclist and give them space when passing. California law requires drivers to change lanes, when possible, to pass bicyclists and always pass with at least 3 feet of space.
• Never drive distracted or impaired.
| |
|
Bike Riders
• Use lights at night.
• Although not required for riders 18 and older, always wear a properly secured helmet. Helmets significantly reduce the chance of a head injury in the event of a crash.
• Bicyclists must travel in the same direction of traffic and have the same requirements as any slow-moving vehicle.
• Yield to pedestrians, just as a driver would. Pedestrians have the right-of-way within marked or unmarked crosswalks at intersections.
| |
Funding for this program is provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.
THANK YOU, WINDSOR COMMUNITY! FROM SONOMA COUNTY FIRE DISTRICT
| |
As May draws to a close, we extend our gratitude to the community of the vibrant Town of Windsor for a month brimming with unforgettable memories. Your enthusiastic participation, especially at our Annual Mother’s Day Pancake Breakfast & Safety Fair, made our community events, school visits, career days, and community educational training truly special.
We cherished every moment shared during school presentations and field trips to the fire stations, where young minds explored and learned about fire safety and our everyday heroes. It was a joy to see the excitement and curiosity in their eyes and in our crew’s eyes when the 6 Kindergarten classes from Mattie Washburn Elementary came by to visit.
The hands-only CPR training sessions were a tremendous success, equipping many of you with the vital skills to save lives. Your dedication to learning and readiness to help others is inspiring.
A special thanks to our Senior Center participants for joining the fire extinguisher training. Your eagerness to stay safe and informed is commendable, we even had one student who was 96 years of age!
