COMMUNITY DEVELOPMENT DEPARTMENT

PLANNING DIVISION

Windsor is a wonderful place to work, live, and visit, thanks in large part to thoughtful planning. The Planning Division takes an essential leadership role, actively engaging the community to cultivate a vision for the Town which can then be implemented through development and policymaking. Within the Department of Community Development, the Planning Division consists of five full-time staff members: two junior-level planners, two senior-level planners, and a senior administrative assistant. Working closely with other departments, regulatory agencies, and our Windsor community, the planning team takes on a breadth of projects and initiatives both in current development and long-range planning.


“Our planning staff members are excellent communicators,” notes Community Development Director Patrick Streeter. “Whether speaking with decision-makers, developers, residents, or other stakeholders, they are adept at understanding and responding to different prospectives and priorities.”


According to Kim Jordan, Planner III, “one of the highlights for me in working for Windsor is that I get the opportunity to collaborate closely with my colleagues and community members on a daily basis.”

In addition to ensuring that development is consistent with the Town’s guiding documents, which include the General Plan, the zoning ordinance, various specific and master plans, and official Council policies, the Planning Division must stay informed of ever-changing state legislation and environmental regulation. Often this work leads to a recommendation brought forward to the Planning Commission or the Town Council for a decision at a public meeting. Senior Administrative Assistant Amanda May is responsible for ensuring that prior to these meetings, adequate notice is provided to community members and that the relevant information is provided to decision-makers.


“Amanda is highly organized and masterfully tracks schedules and deadlines,” says Mr. Streeter. “Without her to keep us on task, I’m not sure we’d get anything done!”


A development project can change substantially from the concept phase to final decision and approval. “Ultimately, the goal of the planning process is to ensure that the best version of the project is approved and constructed; I enjoy working with everyone involved to make that happen,” mentions Kim Voge, Planner III. 


There’s not always a clear path to approval of a development project or adoption of a policy that everyone finds acceptable. As a Planner I, Kevin Locke’s responsibilities include staffing the planning counter and phone line to address inquiries and concerns from the community.


“I appreciate Kevin’s solutions-oriented approach and willingness to think creatively,” remarks Mr. Streeter. “It’s not always obvious, but often there’s a way to get to ‘yes’.” 


The town's emphasis on multimodal transportation, pedestrian-friendly design, and bicyclist safety is appreciated by planning staff. "Windsor has done an excellent job prioritizing walkability, bike access, and overall community mobility," notes Planner I Jennifer Sedna. "It creates a safe, inviting environment for residents and visitors alike." Mr. Streeter agrees, stating, “the Windsor community has made it clear that livability factors like these are important, and now you’re seeing it reflected in the built environment.”


Through collaborative planning that prioritizes public input, the Planning Division remains committed to guiding development and policy to ensure that Windsor’s vision for a safe, sustainable, and high quality of life community continues to be realized.  

SOCOALERT TEST - RESULTS!

On February 28, the County of Sonoma Department of Emergency Management conducted a SoCoAlert test exercise. This was an opportunity to run the County alert and warning system to test the accuracy and speed when releasing an emergency message to the Windsor community.  


Let’s work together to clean up the database and update your preferences. The contact information used for the exercise is downloaded from multiple sources – water bill, PG&E, and registered numbers.

GRANFONDO IS COMING

Levi’s GranFondo is an annual Sonoma County cycling event that began in 2009 and is recognized as “one of the best-organized cycling events in the world”. The event which moved from Santa Rosa to Windsor in 2022, attracts riders from all over the world, but it remains open to all levels of riding experience. This year, the event takes place on Saturday, April 13, 2024. 


The event has a ride for everyone. There are 7 courses available to participate in ranging from the free Family Fondo at 10.6 miles to the Growler at 138.0 miles which will be raced by top professional riders.

But it's not just about cycling! The free community festival offers live music from acclaimed artists like Sean Hayes, The Rainbow Girls, and Arann Harris. Plus, enjoy activities for all ages, including bike bedazzling, giant Jenga, Corn Hole, and a dynamic bike skills course. And don't miss the dedicated finish line and rider welcome back zone, complete with sign-making stations and bleachers to ensure that returning cyclists are greeted with the fanfare they deserve.


The event benefits the King Ridge Foundation, a non-profit that helps “at-risk youth break the cycle of violence and trauma”. The King Ridge Foundation is a key partner in building a Pump Track at Keiser Park. The event also has a significant positive impact on the Windsor economy and benefits our local businesses. A study conducted by the Sonoma County Economic Development Board estimated that the total economic impact of the event in 2023 was over $1 million.

TOILET LEAKS = WATER WASTE

Can you imagine wasting 200 gallons of water a day? A leaky toilet that is continuously running could be doing just that. Even a moderate to minor leak is still wasting water and running up your water bill.


The solution? Take the #DyeTabChallenge to find out if your toilet leaks. It’s an easy process:

  1. Pick up FREE Dye Tabs from Utility Billing, Public Works, or simply use a few drops of food coloring.
  2. Place the dye in your toilet tank.
  3. Wait 15 minutes without flushing.
  4. If the water in the bowl changes color, there is a leak!

WINDSOR ROTARY FUNDRAISER

Spend an evening exploring Seville’s flavors with music, dancers, a silent auction, and special guests. This Windsor Rotary fundraiser will benefit Windsor youth. Proceeds from this event will benefit these projects:

  • High School Wellness Center (A safe place to ease student stress and learn tools for well-being.)
  • Keiser Park Pump Track (Think BMX bicycles and rolling mounds of tracks.)
  • Every 15 Minutes (Windsor Police offer a life-changing driving program for High School students of Windsor)

Windsor COPE (Communities Organized to Prepare for Emergencies)


Windsor COPE is about getting to know your neighbors, building your local community and resources, and being prepared for emergencies. The program is based on “neighbors helping neighbors”, with 1 or more neighbors acting as Neighborhood Leaders.

The COPE program started in 2002, in Oakmont and has since spread throughout the County. Windsor COPE is part of COPE Northern Sonoma County, a non-profit organization; https://copenorthernsonomacounty.org/

Household Hazardous Waste Event - March 19
