Here we are in the dog days of summer. Soaring temperatures, road construction throughout the city and more events than you can possibly ever attend. It's also budget and
capital improvement program (CIP) planning season. The CIP is used to plan and finance road, street, building, and other public infrastructure projects.
Right now, the City Council is reviewing the 2018-2019 preliminary budget and the proposed 10-year CIP draft. We have several challenges ahead of us and we need your input. Below is a schedule of presentations for the community to attend and get more detail. All of the meetings are held in the Council Chambers at City Hall, 455 N. Main. Of special note is an evening presentation so more people can attend. I hope to see and hear from you.

District II Construction Project Updates
East Kellogg Improvements
The Kellogg & Webb Project is finishing up work on the north frontage road and the west side of Webb. The focus is starting to shift to construction of the southbound Webb Road bridge which will cross over Kellogg.
At the second East Kellogg improvement project, between Greenwich and K-96, the first phase of the project, utility relocation, is nearing completion. Major work on Kellogg, between Zelta and K-96, continues. The installation of two large drainage boxes is nearly complete,
reconstruction of the eastbound Kellogg bridge and the new south frontage road bridge, both which cross over the Turnpike is under way.
Traffic impacts in the near-term include:
- All traffic entering the Turnpike from East Kellogg will use a single 12-foot lane for both cash & K-TAG electronic motorists to allow for work in the dedicated K-TAG lane and construction of the new ramp from the south frontage road, west of the toll plaza.
- On June 15, weather permitting, access to KTA's East Kellogg toll plaza will change when the south frontage road opens and work begins to remove the original ramp from East Kellogg. Drivers will use the south frontage road to enter the toll plaza.
- Access to Trig Street from Kellogg is closed until early July to accommodate construction of Trig's new connection to the south frontage road.
- Zelta north of Kellogg is restricted to one-way traffic northbound for utility work and paving.
- Expect temporary closures on the north frontage road along East Kellogg, between Greenwich and Zelta, to allow for utility work.
Long-term traffic impacts include:
- The direct access ramp from eastbound Kellogg to the KTA Kellogg Toll Plaza has been removed. The plaza remains open, however access to it is from the south frontage road (west of KTA.) Eastbound local traffic can use the south frontage road to reach the Kellogg toll plaza. Eastbound Kellogg traffic is detoured to the K-96 toll plaza. Westbound Kellogg traffic will continue to use the U-Turn at Rock Road to reach the south frontage road and the toll plaza.
- The ramp from eastbound K-96 to westbound Kellogg is closed for the duration of the project.
- Between Zelta and K-96, Kellogg is reduced to one westbound lane and two eastbound lanes, with a left turn lane from westbound Kellogg to southbound Zelta.
- With the goal of improving safety, 127th Street the connection to East Kellogg is closed. A new connection from 127th Street to Zelta is part of the improvements.
- Kellogg speed limit reduced to 40 mph between Cypress and 143rd Streets, and Webb Road speed limit reduced to 30 mph in the construction zone for the remainder of the project.
- All left turns at Webb Road are prohibited, so drivers desiring to travel west will need to use the U-turn 1/2 mile east of Webb.

Harry & 127th Signalization
The project will add new traffic signals with updated traffic signage at the Harry & 127th Intersection. The sidewalks and wheelchair ramps will also be upgraded to meet ADA requirements.
Traffic Impact: Intermittent lane closures may be necessary on Harry and 127th for installation of signals, pavement markings and signs. Intermittent flagging of traffic may occur during work hours.

Karen Sublett
Karen is going on her 14th year as the
City Clerk for the City of Wichita. Before working for the City of Wichita, she was the Court Clerk and City Clerk for the City of Rose Hill, Kansas, where she lived and worked for 10 years. After leaving Rose Hill, she moved back to Wichita and was employed at Raytheon and worked in the finance department. A very good friend, who was employed with the City of Wichita, told her that the City Clerk's position would be opening up. Karen was very interested in the opportunity of getting back into city government. She met with former City Manager, Chris Cherches, who suggested she apply for the position. The rest is history.
As City Clerk, Karen is responsible for the preparation of the City Council Agendas and Minutes and attending weekly City Council Meetings, which are held on the first three Tuesdays of each month and the Consent Agenda/workshops that are held on the fourth Tuesday of each month. She provides information, as requested to the City Council Members and keeps the City Council apprised of agenda changes and/or considerations. She works very closely with each department head regarding notification and coordination regarding future agenda items, council actions, City Manager requests, and public inquires.
In addition, Karen is responsible for scheduling public agenda speakers in conformance with Council policies and procedures and ensuring the content of subject is allowed on the public agendas. The City Clerk's office is responsible for maintaining the City Code, legal notifications, legal publications and working closely with the Sedgwick County Election Commissioner's staff on City elections, administering the oath of office to Council appointed board and committee members, and keeping and preserving the corporate seal of the City, all records, public papers and documents of the City.
As the City's Records Manager, Karen developed the City Records Retention and Destruction schedule, which is posted on the City's website. She is responsible for maintenance and supervision of the City's records management system and training for the record coordinators. She is currently working along with Deputy City Clerk Jamie Buster and staff from the Law Department and Project Management, on streamlining the City's open records request process.
Karen received her Bachelor's Degree in Business Administration from Baker University and has taken several continuing education courses through the Hugo Wall of Urban Studies at Wichita State University. She is a member of the International Institute of Municipal Clerks and has completed the three-year City Clerk's Certification program and attained CMC designation January 31, 2006, and attained her Master Municipal City Clerk designation (MMC) on January 26, 2010.
Karen serves on the City Clerk's and Municipal Finance Officers Association Board of Directors, which is responsible for planning and scheduling the upcoming year's classes and subject matter that is taught for the four year institute's participants and master academy participants. She also helps with planning and scheduling of speakers and topics for the annual Kansas Clerk's Spring Conference. One of her future goals is to hold a position as an officer for our Kansas clerk's organization.
Karen has two grown daughters and two grown step-sons. She and her husband, Don, have six grandchildren from 19 to 7 years of age. They moved from east Wichita to west Wichita five years ago and she is still adjusting to living on the west side of town. They enjoy spending time with their family and have weekly Sunday dinners at their home. Karen loves going to consignment shops, estate sales, vintage markets, reading and hanging out with friends and family.

2017 - 2026 Proposed CIP - DRAFT
Available now for consideration and feedback, City staff have prepared a proposed 10-year, $1.7 Billion Capital Improvement Program (CIP). The CIP is used to plan and finance road, street, freeway, building and other major improvement projects.

The
NBC World Series Tournament continues to showcase the best amateur talent in America and around the world. From Satchel Paige to Mark McGwire, Joe Carter, Roger Clemens Ozzie Smith, Albert Pujols, Tim Lincecum, and Heath Bell, the National Tournament is a who's who for the future of the Major Leagues. Each year, nearly every Major League team sends scouts to the tournament looking for the next diamond in the rough. With 32 teams competing in a two week double elimination tournament, the days are long and the sheer volume of players is staggering. The NBC World Series is a tournament which has no equal and will crown a new National Champion in August.

Every Monday in August, learn the tools you need to grow a fall garden. Master gardeners and other experts will present free programs at the Central Library on a variety of topics.

JOIN THE CIRCLE
Learning Circles are educational courses for people to take in a social, peer classroom setting. They cover a range of interests. The sessions are lightly facilitated by library staff hosted at Wichita Public Library locations. Some programs may meet once while others may meet consecutively for several weeks. There are a wide variety of subjects, one of which will surely catch your interest.

Walk any way you can. Walk every way you can.
"Keeping moving helps you age well. It is the magic bullet for aging!" says Annette Graham, Executive Director, Central Plains Area Agency on Aging.
If you are recovering from an injury or surgery, struggling with arthritis or having trouble with your balance, walking poles or a cane often help you move more easily. With assistive devices, you may also be able to get outside to release stress and to prevent weight gain.
Walking poles can provide stability and relieve weight on hips and knees. With a variety of grips and tips, canes can help with balance. According to Harvard Women's Health Watch, walkers provide the best support.
Assistive devices may be a temporary or permanent part of your life. Area second-hand shops often stock canes and walkers at small prices. Don't let pride or vanity keep you from getting around.
And going outdoors, walkers can smell the roses!

Start Neighborhood Night Out Planning Now
The City of Wichita will celebrate Neighborhood Night Out from 5:30 to 9 p.m. on Tuesday, Aug. 8.
Neighborhood Night Out is an annual event that promotes public safety. It combats crime by encouraging neighbors to get to know one another through neighborhood parties, picnics, cookouts and other social gatherings over one designated evening. Formerly celebrated as National Night Out and Celebrate Safe Communities, Neighborhood Night Out is in its second year. Elected officials, police officers, firefighters and other City staff will attend neighborhood parties.
"Neighborhood Night Out is a great way to get to know your neighbors, so you can look out for one another and keep your area safe," Mayor Jeff Longwell said.
To encourage participation, the City will waive park fees for groups that want to hold their gathering in a neighborhood park. While supplies last, the City also will provide barricades at no charge to groups that want to block off a portion of the street for their event. It's up to neighborhoods to decide how to celebrate.
The registration form for parties is available online, as well as the form for street closures.

Senior Wednesdays are always fun and there is something different to do; someone new to meet. There are also many senior activity centers in Wichita and the surrounding areas, so be informed.

The City of Wichita recognizes that there are many residents who are struggling during these difficult economic times, especially during the holidays.
This voluntary program provides a simple way to directly help others. Even small donations can add up and provide a way for people to maintain their water service. There are three ways to help, and you can find out how by filling out the City of Wichita H2O Care Fund Program Donation Form here.

KANSEL Construction
Training Program
KANSEL has a great training opportunity for men and women interested in a career in construction. This
FREE program prepares students for entry level construction work. They are trained in power & hand tools, construction math, blueprint reading, and receive OSHA, physical fitness, and life management skills instruction.
Students who complete the course have an opportunity to interview with local construction companies. Applicants must be 18 or older, have a high school diploma or GED, be legally employable in the U.S. and attend all session of the 7 week course. Interested students should plan to attend one of the above information sessions to apply for the program.
