Summer is in full swing and I hope everyone is enjoying our great weather, give or take a day. This past weekend was one more fantastic example of all the great events taking place in our City and area. This past Saturday, I attended day three of four of the
Air Capital Classic
. The attendance was large, and watching professional golf that included some of the best players in world is a credit to Roy Turner, his staff and volunteers. I visited with a PGA representative and he mentioned there was not a tournament on the
Web.com Tour
schedule that matches the success of this Wichita tournament.
Saturday evening featured the second professional boxing match for Nico Hernandez at Hartman Arena. Nico continued his impressive professional debut with another knock-out victory.
Also on Saturday, Andover Days featured a great performance by the very popular country music artist, Clint Black. There was a huge turnout for this annual event in our region.
And again on Saturday evening, there was another fantastic sold out performance at Century II for Music Theater of Wichita's performance of Thoroughly Modern Millie, under the direction of Wayne Bryan. Could you ever have thought that on a single Saturday our City held professional golf, professional boxing, a professional musician, and amateurs along with professionals in a performing arts event? I have said this before, I scratch my head when I hear people say, "There's nothing to do in Wichita."
Just around the corner is the NBC World Series, which is now "Powered by Westar Energy". I will share more about that in a future newsletter. Only 29 more days until first pitch!
Lastly, you may have noticed a change in the District II Facebook banner. The picture, also shown above, is of the annual celebration, Celebrate America at Bradley Fair, honoring our nation's 4th of July. The event will be held from 7:30-10:00 p.m. on Thursday, June 29. My thanks to Bradley Fair for years of sharing this wonderful gathering and fireworks show. Hope to see you there!

East Kellogg Improvements Update
The Kellogg & Webb Project is finishing up work on the north frontage road and the west side of Webb. The focus is starting to shift to construction of the southbound Webb Road bridge which will cross over Kellogg.
At the second East Kellogg improvement project, between Greenwich and K-96, the first phase of the project, utility relocation, is nearing completion. Major work on Kellogg, between Zelta and K-96, continues. The installation of two large drainage boxes is nearly complete,
reconstruction of the eastbound Kellogg bridge and the new south frontage road bridge, both which cross over the Turnpike is under way.
Traffic impacts in the near-term include:
- All traffic entering the Turnpike from East Kellogg will use a single 12-foot lane for both cash & K-TAG electronic motorists to allow for work in the dedicated K-TAG lane and construction of the new ramp from the south frontage road, west of the toll plaza.
- On June 15, weather permitting, access to KTA's East Kellogg toll plaza will change when the south frontage road opens and work begins to remove the original ramp from East Kellogg. Drivers will use the south frontage road to enter the toll plaza.
- Access to Trig Street from Kellogg is closed until early July to accommodate construction of Trig's new connection to the south frontage road.
- Zelta north of Kellogg is restricted to one-way traffic northbound for utility work and paving.
- Expect temporary closures on the north frontage road along East Kellogg, between Greenwich and Zelta, to allow for utility work.
Long-term traffic impacts include:
- The direct access ramp from eastbound Kellogg to the KTA Kellogg Toll Plaza has been removed. The plaza remains open, however access to it is from the south frontage road (west of KTA.) Eastbound local traffic can use the south frontage road to reach the Kellogg toll plaza. Eastbound Kellogg traffic is detoured to the K-96 toll plaza. Westbound Kellogg traffic will continue to use the U-Turn at Rock Road to reach the south frontage road and the toll plaza.
- The ramp from eastbound K-96 to westbound Kellogg is closed for the duration of the project.
- Between Zelta and K-96, Kellogg is reduced to one westbound lane and two eastbound lanes, with a left turn lane from westbound Kellogg to southbound Zelta.
- With the goal of improving safety, 127th Street the connection to East Kellogg is closed. A new connection from 127th Street to Zelta is part of the improvements.
- Kellogg speed limit reduced to 40 mph between Cypress and 143rd Streets, and Webb Road speed limit reduced to 30 mph in the construction zone for the remainder of the project.
- All left turns at Webb Road are prohibited, so drivers desiring to travel west will need to use the U-turn 1/2 mile east of Webb.

Officer Sanders has served as the 39 Beat Coordinator since July 2016. He oversees daily beat activity and serves as a liaison between citizens and the department. When community concerns and problems are present, Officer Sanders works with several facets of law enforcement to reduce crime, social disorder and neighborhood quality.
Officer Sanders began his career in 2008, working in Patrol West on 3rd shift (5pm-3am). He has served as a beat officer, traffic officer, community policing officer, and was selected for rotations in SCAT, sex crimes, and has worked in an undercover capacity with the special investigations bureau. Officer Sanders is also an instructor for Emergency Vehicle Operations Course, Stop Stick, and Electronic-citations.

Stormwater Division
Assists in Mosquito Abatement
The Stormwater division of Public Works & Utilities continues to work with county and state partners to track mosquito trapping results and monitors the need to treat areas of standing water on City property. Last week, KDHE issued a notice that the first human case of West Nile virus was reported in Barton County and that traps in Reno, Johnson and Shawnee counties confirmed mosquitoes with the virus in those areas. Initial trapping results in Sedgwick County have not reached the threshold that would require the treatment of standing water on City property, but staff continues to monitor these results.
Citizens can protect themselves from mosquito spread viruses by following the three D's:
- Drain standing water around your house to prevent mosquito breeding; frequently change out water in pet dishes, empty standing water in flower pots and planters, and remove debris piles that could be holding small amounts of water.
- Dress in long sleeves; especially around dawn and dusk.
- DEET - Use insect repellants that contain DEET to protect from mosquito bites.

Fun-filled Summer of Discovery Camps Teaching Healthy Options
This program teaches kids about Organic gardening and healthy food selections. This year Edgemoor Rec Center switched over from planting flowers to vegetables. The summer camp kids have been enjoying taking care of recently planted tomatoes and peppers. When harvest time approaches, the vegetables will be given to the kids to take home at the end of the camp day!

The
NBC World Series Tournament continues to showcase the best amateur talent in America and around the world. From Satchel Paige to Mark McGwire, Joe Carter, Roger Clemens Ozzie Smith, Albert Pujols, Tim Lincecum, and Heath Bell, the National Tournament is a who's who for the future of the Major Leagues. Each year, nearly every Major League team sends scouts to the tournament looking for the next diamond in the rough. With 32 teams competing in a two week double elimination tournament, the days are long and the sheer volume of players is staggering. The NBC World Series is a tournament which has no equal and will crown a new National Champion in August.

As the name implies, Final Friday happens the last Friday of each month. Hours vary between galleries, but most are open during the core hours of 7pm to 9pm. Most galleries use Final Friday to unveil and debut new shows or as a closing reception. All venues are free and open to the public and several galleries incorporate artist demonstrations and/or live music. Not only does this event give guests the opportunity to view creative art space, it also is an excellent time to purchase one-of-a-kind artwork directly from artists.

The Wichita Art Museum (WAM) and Tallgrass Film Association celebrate five years together with this annual, outdoor live music and film night.
Beware the danger of spying on your neighbors in Alfred Hitchcock's 1954 masterpiece "Rear Window", featuring the gallant James Stewart and beauty Grace Kelly. This thriller takes place in the heat of summer in a Greenwich Village apartment complex. During a powerful heat wave, the mystery ensues with neighbors and a dose of voyeurism. The film is considered to be one of Hitchcock's best and is included in the American Film Institute list of 100 Years-100 Movies, a reflection of the very best American films.
Bring your camp chairs, picnic blankets, and Frisbees as we frolic during one of Kansas' sultry, summer evenings. The Flying Stove and Funky Monkey Munchies will be here as well as a cash bar, and more.

JOIN THE CIRCLE
Learning Circles are educational courses for people to take in a social, peer classroom setting. They cover a range of interests. The sessions are lightly facilitated by library staff hosted at Wichita Public Library locations. Some programs may meet once while others may meet consecutively for several weeks. There are a wide variety of subjects, one of which will surely catch your interest.

In honor of Wichita's Juneteenth Celebration, enjoy an outdoor after-dark showing of Dawn of Day: The Underground Railroad in Kansas. This historical documentary covers the Underground Railroad in Kansas that brings to light Wabaunsee County's unsung heroes who traversed one of the most turbulent times in our nation's history. Faith, family, and politics united a community of neighbors who lived and died to ensure Kansas was a free state. Richard Pitts, director of the Wonder Workshop Children's Museum in Manhattan, Kansas, narrates the film and interviews educators, historians and descendants of abolitionists whose shared heritage lives on in the freedom we enjoy today. Rusty Earl, filmmaker from Manhattan, will be on hand to discuss the making of the film.

Start Neighborhood Night Out Planning Now
The City of Wichita will celebrate Neighborhood Night Out from 5:30 to 9 p.m. on Tuesday, Aug. 8.
Neighborhood Night Out is an annual event that promotes public safety. It combats crime by encouraging neighbors to get to know one another through neighborhood parties, picnics, cookouts and other social gatherings over one designated evening. Formerly celebrated as National Night Out and Celebrate Safe Communities, Neighborhood Night Out is in its second year. Elected officials, police officers, firefighters and other City staff will attend neighborhood parties.
"Neighborhood Night Out is a great way to get to know your neighbors, so you can look out for one another and keep your area safe," Mayor Jeff Longwell said.
To encourage participation, the City will waive park fees for groups that want to hold their gathering in a neighborhood park. While supplies last, the City also will provide barricades at no charge to groups that want to block off a portion of the street for their event. It's up to neighborhoods to decide how to celebrate.
The registration form for parties is available online, as well as the form for street closures.

Senior Wednesdays are always fun and there is something different to do; someone new to meet. There are also many senior activity centers in Wichita and the surrounding areas, so be informed.

The City of Wichita recognizes that there are many residents who are struggling during these difficult economic times, especially during the holidays.
This voluntary program provides a simple way to directly help others. Even small donations can add up and provide a way for people to maintain their water service. There are three ways to help, and you can find out how by filling out the City of Wichita H2O Care Fund Program Donation Form here.

KANSEL Construction
Training Program
KANSEL has a great training opportunity for men and women interested in a career in construction. This
FREE program prepares students for entry level construction work. They are trained in power & hand tools, construction math, blueprint reading, and receive OSHA, physical fitness, and life management skills instruction.
Students who complete the course have an opportunity to interview with local construction companies. Applicants must be 18 or older, have a high school diploma or GED, be legally employable in the U.S. and attend all session of the 7 week course. Interested students should plan to attend one of the above information sessions to apply for the program.
