Greetings,
This week the City Council took more input regarding the proposed fireworks ordinance and we decided to bring these options back to District Advisory Boards for more input from the community. I want to continue to hear your thoughts on the proposed ordinance. Comments will be taken during our next District 1 Advisory Board Meeting at 6:30 pm on Monday, April 2nd. The meeting will be held at Atwater Neighborhood Resource Center, 2755 E. 19th St. N.
We had a packed room for our District 1 Breakfast at Atwater and we discussed a number of issues facing our District and City.
Lastly I had the privilege of joining the Civic Leader flight at McConnel AFB. I've always wanted to fly in the KC-135 and this made a dream come true as we flew to New Mexico to refuel F-16's.

The Kansas Low Income Energy Assistance Program (LIEAP)
Applications are due by March 30th and available at
Atwater Neighborhood Resource Center,
2755 E. 19th Street.
The Kansas Low Income Energy Assistance Program (LIEAP) is a Federally funded program that helps eligible households pay a portion of their home energy costs by providing a one-time per year benefit. Benefit levels vary according to the following factors: 1) Household income, 2) number of persons living at the address, 3) type of dwelling, 4) type of heating fuel, and 5) utility rates.
In order to qualify, you must have an annual household income (before taxes) that is below the following amounts:

FREE TAX PREPARATION
Each year, the BE$T* Coalition of South Central Kansas offers free income tax preparation for working people who have low to moderate income. Millions of dollars in tax credits go unclaimed each year because people don't know about them or how to apply for them.
VITA volunteers, who are trained and certified by the IRS, provide assistance to individuals who qualify and help them obtain credits for which they are eligible (including the Earned Income Tax Credit).
The BE$T Coalition of South Central Kansas was founded and is supported by the City of Wichita, IRS and United Way of the Plains. The coalition consists of numerous organizations.

Neighborhood Updates...

If you or a neighbor has a sidewalk that needs repaired or a tree that needs removed please consider applying for the N
eighborhood Grant for District 1. You may qualify for up to $1,500 in assistance.
2. Please continue to report potholes, street lights out, and other concerns in your area by calling 316-303-8016.
3. It is time to apply for your neighborhood clean up. Please contact your neighborhood association to volunteer or call 303-8018.
4. The Lord's Diner Food Truck serving 4-6 p.m. Monday through Friday in the parking lot of Atwater Neighborhood Resource Center. Anyone is welcome to a meal. Volunteers are appreciated; please call Sheryl at 316-266-4966.

2018-19 Mayor's Youth Council Application Period Now Open!
The
Mayor's Youth Council (MYC) was established in 2008 to provide Wichita youth with the opportunity to weigh in on community issues and learn about local government. MYC provides an outlet for young leaders to discuss and take action on issues that are important to them. Members have opportunities to develop their leadership skills through community engagement activities, to advocate for youth in community matters, and to represent their peers in the development and adoption of public policy at the local, state, and national levels.
MYC is composed of approximately 30 high school students who live within the City of Wichita. As a student-led organization, the Executive Committee functions as the governing body of the Council and its six members, who are in at least their second year on the Council, are voted into their positions at the beginning of each MYC year. The Council is further divided into sub-committees called "issue groups" which are established each year by the Council and focus on the specific public policy issues which the members are most passionate about. Each issue group elects its own Chairs or Co-Chairs and spends the year working to complete a key project which will advance the group's position on the issue.

2018 Water Conservation Rebate Program
The City of Wichita is again offering a Water Conservation Rebate program to encourage residents to purchase water-saving household devices. In January, the City Council approved $100,000 for the rebate program.
Applications have been accepted since Feb. 1 at the Environmental Health office, 1900 E. 9th Street North. Applications will be accepted through the end of the year or until funding is exhausted. Qualifying purchases made since Jan.1, 2018, will be eligible.
Rebates are available to customers who have active accounts with the Public Works & Utilities for the delivery of potable water. The application and submittal instructions are available at Wichita.gov. Customers are encouraged to contact the Water Conservation office at (316) 268-8351 or email

This is the sixth straight year of the program. To date, rebates totaling $1,030,294 have been approved for more than 10,000 water-saving devices, for an estimated total water savings of 243 million gallons. The program has provided rebates for 2,185 washing machines, 2,555 dishwashers, 3,657 toilets, 29 dual flush valve kits, 157 smart irrigation controllers, 104 rain sensor shutoffs and 1,370 rain barrels.
Eight devices and appliances are eligible for rebates. Detailed program requirements and lists of qualifying items are available at Wichita.gov and SaveWichitaWater.com. General guidelines and eligible items are listed below. The City strongly recommends bringing a printout of the qualifying appliances for reference when shopping. There is a limit of five rebated items per water customer account. Rebates will not exceed the purchase price.
Rebates are available for up to:
- $100 on Low flow Toilets: WaterSense qualified using 1.28 gallons per flush or less;
- $100 on Low flow Urinals: WaterSense qualified using 0.5 gallons per flush or less;
- $100 on High Efficiency Dishwashers: Energy Star or Consortium for Energy Efficiency (CEE);
- $100 on High Efficiency Clothes Washers: Water Factor of 4.5 gallons or less (CEE rated);
- $100 on Smart Irrigation Controllers: Labeled as approved by WaterSense©;
- $100 on Rain Sensor-Shutoffs: Set to shut off irrigation after ¼-inch of rain is received;
- $75 on Rain Barrels: 45 gallons or larger; and
- $50 on Dual Flush Toilet Conversion Kits: Change inefficient toilets to using 1.6 gals. per flush or less

Street Maintenance Employee Creates Raving Fan
Andre Wilson, a supervisor in the Street Maintenance Division, recently created a raving fan. Public Works & Utilities is very proud of Andre for portraying such high quality public service.
Here is the email PW&U received:
Just wanted to let you know that I watched one of your Public Works and Utilities employees this morning. He was driving a white truck ending in #3558. He came up behind a stalled car in the middle of 13th Street. Seems the teenager was out of gas and had a dead battery. He parked behind the stalled vehicle with his emergency lights on. Then he asked us if it was ok to temporarily push the stalled car into our lot. He pushed the car off the street, helped pour gas in and then still had to get jumper cables to start the car. The whole process only took a few minutes but I wanted to let you know that it seemed he went beyond his normal work scope to help this young man. I didn't catch his name but it was nice that he didn't just drive around the car like everyone else up to that point.

Construction Caution for District I

DISTRICT I-CONSTRUCTION AND MAINTENANCE PROJECTS...
Eastborough North Water Main Replacement:
This project will replace water mains in neighborhoods generally
located between Douglas, Edgemoor, 2nd Street and Armour.
Traffic Impact: Traffic is restricted to one lane each direction on Douglas between Edgemoor and Woodlawn.
Contractor: Nowak Construction
City Contact: Jeff Terhune (268-4046 / jterhune@wichita.gov) Estimated completion: Early 2019
Douglas and Hydraulic Intersection: The project will add left turn lanes and reduce Hydraulic to one lane in each direction. New signals, brick pedestrian crosswalks, sidewalks, and landscaping amenities and enhancements will be provided for pedestrian safety.
Traffic Impact: Douglas and Hydraulic are both open to one lane each direction. Access to local businesses will be maintained. Left turns are restricted at the intersection.

Open Practice Day is free and open to the general public. The first 1,500 fans in attendance will receive a free commemorative rally towel. Fans are permitted and encouraged to come and go throughout the day, but will be required to go through the security process on each re-entry of the arena.

KANSAS HOUSING WEATHERIZATION
Low-income families pay an average of 18% of their annual income for energy, compared with 5% for other households. Weatherization services save customers an average of $358 annually. For every $1 invested in the program, weatherization returns $2.51 to the household and society. For the Wichita area, the State is having residents contact South Central Kansas Economic Development District (SCKEDD) at 316-262-7035.
