HOPE 2024 - Homeless Count Survey


Dear Colleagues,


We need your help!


On the night of Tuesday, January 23rd, 2024, DSS-HRA-DHS will conduct its annual Homeless Outreach Population Estimate (HOPE) Survey, a point-in-time survey undertaken each winter that helps the City estimate the number of unsheltered New Yorkers living on the street on one of the coldest nights of the year. The results gathered through this survey provide the City with valuable information that helps determine how to allocate resources to best serve New Yorkers in need with care and compassion.


The night of HOPE is coming soon, and we need your help to conduct this survey by canvassing streets, parks, subways, and other public spaces. Volunteers are needed from approximately 10:00 p.m. to 4:00 a.m. on the night of January 23rd. Just a few hours of your time will help us in our ongoing efforts to support New Yorkers experiencing unsheltered homelessness and encourage them to take that first important step to come off the streets and subways and accept the vital services and supports they need and deserve. Through DSS’ 24/7/365 outreach efforts, we have referred more than 8,500 New Yorkers experiencing unsheltered homelessness to transitional and/or permanent housing in FY22 alone. Your participation in HOPE will help us build on that progress.


As we work to address unsheltered homelessness across our city, one person at a time, this is a great opportunity to participate in an extraordinary citywide effort. If you have volunteered before, I encourage you to sign up again. If you have yet to experience how truly rewarding a night of HOPE can be, I invite you to join us for the first time.


Additionally, compensatory time may be available to you for participating – consult with your Agency and supervisor to see if this applies.


The safety of everyone involved in HOPE is our highest priority. Facilities will be set up to promote social distancing, and masks and other PPE will be provided. Volunteers always go out in teams of 3-4 people, but we also encourage you to sign up to volunteer with friends and family if possible. Also, training for HOPE volunteers will be conducted remotely and volunteers will be dismissed remotely and will not be required to return to their designated HOPE site after canvassing.

Starting October 2, 2023, Curbside Composting will be available to ALL Brooklyn residents!

Service will be available year-round. No sign-up required.

How to Compost


Leaf and Yard Waste Separation is Mandatory

  • Place in any labeled bin (55 gallons or less) with a secure lid or in your DSNY brown bin, paper lawn and leaf bag, or clear plastic bag.
  • Bundle twigs and branches with twine and place on curb next to bins or bags.


Food Scraps and Food-soiled Paper

  • Place in any labeled bin (55 gallons or less) with a secure lid or in your DSNY brown bin.
  • Line your bin with a bag to keep it clean.
  • Tie the bag closed before putting the bin out for collection.
  • Write your address on your bin.


NOTE: Do not place bags of food waste directly on the curb. You can mix food scraps with leaf and yard waste only when using a bin with a secure lid.

Owners of buildings with 4+ units must provide a storage area and clearly labeled bins for the collection of yard waste.


What to Compost

DSNY will pick up ALL leaf and yard waste, food scraps, and food-soiled paper. This includes meat, bones, dairy, prepared foods, and greasy uncoated paper plates and pizza boxes.

Borough President Reynoso announced the release of the Comprehensive Plan for Brooklyn, his vision for a healthier, more equitable borough. The Comprehensive Plan will serve as a guiding document for his land use decision-making process and a framework for equitable growth based on a comprehensive analysis of conditions across the borough.

Replace Weekend F Trains in Brooklyn

Ongoing Culver Line Signal Modernization Project will Improve Subway Service in Brooklyn 

 

The Metropolitan Transportation Authority (MTA) today announced that shuttle buses will replace weekend  train service in southern Brooklyn beginning June 16 and going through the end of 2023 during signal modernization work. The Culver Line Signal Modernization project is fully replacing signals on the Culver Line from Church Av to West 8 St in Brooklyn to improve reliability and resilience.  

“Replacing aging equipment is fundamental to modernizing and improving our infrastructure,” said MTA Construction and Development President Jamie Torres-Springer. “New signal technology will allow us to improve speeds and on-time performance for  train customers in Brooklyn.” 

 train service will operate between Jamaica-179 St and Church Av the following weekends. Free shuttle buses will operate between Church Av and Coney Island-Stillwell Av to provide service to closed stations. These dates are subject to change.    

  • December 15 – December 18 
  • December 22 – December 25 
  • December 29 – January 1 


Nearby  trains and local buses will provide alternate service between Church Av and Coney Island-Stillwell Av. For direct service between Manhattan/Downtown Brooklyn and Coney Island, customers can take  trains instead. 

 "I am glad that the MTA heard and responded to the community’s concerns about the planned service outages along the  train line and will be introducing shuttle service as a result of the advocacy of myself and my colleagues, Councilman Kagan and Assemblyman Brook-Krasny,” said Senator Jessica Scarcella-Spanton. “The increased subway reliability and frequency made possible by the Culver Line Signal Modernization Project is critical, but such a project cannot leave Southern Brooklynites without alternate transit options, especially as the busy, hot summer months begin. I look forward to the welcome addition of shuttle bus service and to continued collaboration with the MTA and the community at large.”

I will continue to work with the MTA, elected officials and community partners to make sure the residents of Southern Brooklyn have viable public transportation options.”

WhatsApp – Customers can chat with NYC Transit via WhatsApp. Riders can receive customer service support in their native language through the help of Google Translate.  

For those who prefer to contact the MTA by telephone, information is available by dialing 511. Connecticut customers should call 877-690-5114. Those who are deaf or hard of hearing can use their preferred service provider for the free 711 relay to reach the MTA at 511.

NYCHA UPDATES: Surfside, O'dwyer, Site 8


The New York City Housing Authority is building back safer, stronger and smarter by improving structural resiliency and infrastructure protection at Coney Island Sites (Surfside, O’Dwyer, Site 8). NYCHA's Recovery and Resilience Department (R&R) is pushing design boundaries in building reinforcements, storm surge protection, and infrastructure upgrades. Demolition of the basketball court at O’Dwyer Gardens East: The court was removed to allow for the construction of a new basketball court and seating

2 Flood barrier walls at Surfside Gardens building 1 (2960): The new flood walls will be pairedwith AquaFence flood protection to limit the likelihood of flooding during a storm

Installation of new site lighting poles and bases: The new lighting is brighter and more energy-efficient


Ongoing Activities:

 

·        Temporary closure of West 33rd Street (between Mermaid Ave and Surf Ave) every weekday from 7 am to 3:30 pm for steam pipe work

  • Parking will be unavailable each weekday during the duration of the work

·        Installation of firestopping throughout Surfside Gardens, O’Dwyer Gardens and Site 8

·        Renovation of O’Dwyer Gardens basketball court near building 5 (2935)

·        Temporary closure of walkway from O’Dwyer Gardens building 3 (2950) to W. 35th Street

·        Installation of smoke detection and fire alarm equipment at Surfside Gardens, O’Dwyer Gardens, and Site 8

·        Installation of new lighting at Surfside Gardens, O’Dwyer Gardens and Site 8

·        Construction of the new utility annexes at O’Dwyer, Surfside, and Site 8 including but not limited to:

  • Installation of façade panels
  • The color scheme was developed with input from the Coney Island Sites community via multiple meetings and polls
  • Installation of mechanical, electrical, and plumbing equipment at various locations
  • Installation of concrete masonry units (CMU) at various locations

·        Continued construction of the repurposed second-floor apartments at Surfside and O’Dwyer

  • The apartments will be converted to new electrical rooms which will help mitigate the likelihood of electrical outages during an extreme weather event

 

·        Painting and sealing in the 2nd floor electrical rooms at Surfside Gardens and O’Dwyer Gardens

·        Removal of temporary boilers at Surfside Gardens building 4 (2839)

·        Installation of window floodgates at windows of O’Dwyer Gardens building 1 (2975)

·        Form and rebar concrete walls and shelf at curtain wall for flood protection of O’Dwyer Gardens building 6 (2951)

·        Installation of fence around play area at Site 8

·        Installation of condensation pump at the foundation level of Site 8

Dispose of trash and food scraps properly every day:

  • Use a small plastic shopping bag to hold trash and food scraps.
  • Dispose of trash and food scraps down the trash chute every night.
  • Remember, large bags do not fit down the chute!
  • If you have a cat, please make sure to dispose of the kitty litter by using the trash chute.
  • Do not throw trash out the windows or anywhere on the grounds.
  • Frequent and proper disposal of trash also helps prevent common pests, such as rodents, mice, cockroaches, and ants.
