Downtown Eastvale and Civic Center Update
You may have seen some construction taking place at the 158.6-acre plot formerly known as the Leal Property located on the northwest corner of Limonite and Hamner Avenue. The current construction is taking place on a section of the property that is privately-owned and operated by The New Home Company (TNHC), a private home builder.
TNHC is building up to 2,500 homes in accordance with the City’s Housing Element, approved and certified in 2022 to satisfy the state-mandated Regional Housing Needs Allocation. Phase one of this private project will bring 438 market-rate, for-sale homes to Eastvale and is expected to be completed in 2025.
The City is also acquiring land from the TNHC to serve as the site of our new civic center. This city-driven project includes a new city hall, police station, library and innovation center, civic park, and plaza. Anticipated completion for this city project is 2027/2028.
The third project within the Leal Property is anticipated to bring a “lifestyle” center that will be the centerpiece of Downtown Eastvale. The City is working to attract a well-qualified commercial developer to construct restaurants, shops, office space, and a hotel in a high-quality walkable environment. This project is anticipated to begin construction concurrent with the new civic center.
We will continue to update you as the process continues! Please email info@eastvaleca.gov for additional information.

Eastvale City Council Approves Updated General Plan
On March 27, 2024 the Eastvale City Council officially approved a comprehensive update to the General Plan, better known as “Eastvale 2040.” The approval of the plan is a key step toward the city’s future development.
The plan was initially adopted in 2012 as a requirement of city incorporation and amongst financial challenges, but the city has since grown in population and is more financially stable. Eastvale 2040 is the city’s first true community-driven General Plan.
The recently adopted plan aims to bring residents, companies, and stakeholders together to realign Eastvale's long-term vision and key principles. It was developed using an inclusive public engagement process, resulting in a shared community vision.
There are many key items included in the plan, but a few highlights include:
- Activation of the Santa Ana Riverfront in Eastvale, particularly through the creation of a "Grand Park" in the city's southwest area.
- The establishment of a dynamic city center serving as a downtown area and a point of convergence that includes restaurants, shops, offices, business support services, parks, libraries, cultural centers, civic uses, and community areas.
- A "multimodal" plan that focuses on alternative modes of transportation that improve circulation and travel efficiency while reducing air pollution and noise.
The plan emphasizes how crucial it is to protect Eastvale’s distinct small-town charm while promoting long-term economic growth for the benefit of coming generations. It also creates the framework for fostering partnerships with community stakeholders to achieve the plan’s vision. Eastvale’s Community Development Director Gustavo Gonzalez, who spearheaded the project, said “Eastvale 2040 marks a significant milestone in our city's journey towards growth and community prosperity. With the approval and implementation of Eastvale 2040, we are not just envisioning a future for Eastvale, but actively shaping it.”
To learn more, please visit our Eastvale 2040 General Plan webpage or watch a quick video highlighting the plan.

City of Eastvale Seeks Congressional
Funding for Future Civic Center Development
The City of Eastvale is proud to announce the recent submissions of six FY 2024-2025 Congressional Directed Spending and Community Project Funding applications. If approved by Congress, the City of Eastvale will receive federal funds to support projects that enhance the quality of life of Eastvale residents.
Through the annual federal government funding process, Members of Congress can request that spending be directed to specific projects within the districts in which they represent. This process is known as the Congressional Directed Spending (CDS) procedure in the Senate and the Community Project Funding (CPF) request in the House of Representatives. Each year, Senators and Congressmembers encourage state and local government agencies, tribal governments, and nonprofits to submit eligible funding requests for projects that benefit communities. Examples of eligible projects include, but are not limited to, construction of a new health clinic, planning for a flood protection project, renovation of a community center, or purchase of educational supplies.
The City of Eastvale expresses its utmost gratitude to Senator Alex Padilla, Senator Laphonza Butler, Congressman Ken Calvert, and Congresswoman Norma Torres for the opportunity to submit funding requests. Staff submitted the following congressional funding requests for FY 2024-2025:
Project Name | Submitted to | Request Amount
Citrus Reimagined Project | Congressman Calvert | $750,000
Eastvale City Hall | Senator Butler | $8,000,000
Eastvale City Hall | Senator Padilla | $8,000,000
Eastvale Library | Congresswoman Torres | $6,000,000
Eastvale Police Station | Congresswoman Torres | $6,000,000
Eastvale Public Safety Enhancement Program | Congressman Calvert | $550,000
The City of Eastvale extends a special appreciation to Senator Padilla, Senator Butler, Congressman Calvert, and Congresswoman Torres for their invaluable assistance and advocacy in support of these funding requests. Their commitment to our community is truly commendable.
