Contra Costa County Supervisor Diane Burgis sworn in as newest member of Delta Stewardship Council 

BRENTWOOD - Contra Costa County Supervisor Diane Burgis was sworn in yesterday as the newest member of the Delta Stewardship Council, the seven-member California state agency tasked with advancing California’s water supply reliability and the Delta’s ecosystem resiliency. 

Burgis joins the Stewardship Council in the seat reserved for the Chair of the Delta Protection Commission, after she received a unanimous board vote on the Commission on November 17, 2022. The Chair had previously been held by former Sacramento County Supervisor Don Nottoli, who retired at the end of 2022.  

Burgis, whose district includes the East Contra Costa County Delta communities of Antioch, Oakley, Discovery Bay and Bethel Island, has served on the Delta Protection Commission continuously since 2017 and previously represented Contra Costa and Solano County cities on the Commission as an Oakley city councilmember. She will serve as Chair of the Delta Protection Commission and as a member of the Delta Stewardship Council through 2024.  

“It is an honor to serve on the Delta Protection Commission and the Delta Stewardship Council.” Burgis said. “As a longtime resident of the Delta and East Contra Costa County, I’ve seen how crucial the Delta and its natural resources are, not only to our region but to the entire state.”  

The Delta Stewardship Council was created in November 2009 by the California Legislature in order to advance the State’s coequal goals for the Delta—a more reliable statewide water supply and a healthy and protected ecosystem. Of its seven members, four are appointed by the Governor, one is appointed by the Senate, one is appointed by the Assembly, and one seat is reserved for the chair of the Delta Protection Commission. The Delta Protection Commission is a 15-member body that promotes the health of the Sacramento-San Joaquin Delta at the state level. Burgis will also be the Commission’s representative on the Delta Stewardship Council, the state agency that implements the Delta Plan, an enforceable long-term sustainable management plan to ensure coordinated action in the Delta at the federal, state and local levels. Contra Costa County Supervisor Diane Burgis has represented District 3 on the Board of Supervisors since her election in 2016. Prior to being elected, Burgis served as a trustee on the East Bay Regional Parks District Board, a member of the Oakley City Council, and the Executive Director of Friends of the Marsh Creek Watershed. 

The Delta is a crucial natural resource for the region and the state, with 27 million Californians relying on it for a portion of their drinking water, according to the Delta Stewardship Council. More than 627,000 people call the Delta home, along with more than 750 plant and animal species.

Board of Supervisors Installs New Leadership With John Gioia as Chair and Federal Glover as Vice-Chair and Ken Carlson as newest County Supervisor

(Martinez, CA) – Two of California’s longest serving Supervisors, John Gioia and Federal D. Glover, take on leadership of the Contra Costa County Board of Supervisors, and Ken Carlson is sworn in as Contra Costa’s newest Supervisor.

At today’s Board of Supervisors meeting, Superior Court Judge Joni T. Hiramoto administered the oath of office to Supervisor John Gioia for his seventh term as a County Supervisor. History was made when Judge Hiramoto also swore into office former Pleasant Hill Councilmember Ken Carlson, Contra Costa’s first LGBTQIA+ Supervisor. Supervisor Ken Carlson, who was elected to the Board of Supervisors on November 8, 2022, replaces retired Supervisor Karen Mitchoff.

Supervisor Gioia was also sworn in as Board Chair for 2023 and Supervisor Federal D. Glover was sworn in as Vice Chair.

Impacted by Storm

For residents of unincorporated East Contra Costa County who suffered damage to personal property due to the recent storms, please complete the damage survey form and return to Supervisor Diane Burgis’ Office. Please email the form to: Stephen.griswold@bos.cccounty.us or bring in the completed form to the office located at 3361 Walnut Blvd. Suite 140, Brentwood, CA 94513.

These forms will be used to collect estimates of damage to personal property in order to determine if Contra Costa County will qualify for federal/state assistance. Federal Small Business Administration (SBA) disaster recovery low-interest loans are available when at least 25 homes and/or businesses in a county must have each suffered at least 40 percent or more of uninsured losses.

Is your property eligible?

Homes and businesses include renters and home-based businesses. A rental property can be counted as a business and as a renter. A vacation home serving as a secondary home will not be counted; however, a vacation home used as a rental property, can be counted. Residents should immediately check with their insurance company to determine what is covered.

Contra Costa County Prepares for More Atmospheric River Storms Headed to the Bay Area

Prepare Now For The Next Storm


More atmospheric river storms are headed for the Bay Area.This will increase the threat for widespread flooding and wind damage across the Bay Area & Central Coast. Get the latest weather forecasts at https://www.weather.gov/mtr/.

Contra Costa County Public Works and other agencies have been working around the clock to prepare and respond to storm impacts. With already saturated soils, vulnerable trees, and full to overflowing waterways, we all need to be prepared. Please prepare your home and property as best as possible by removing leaves, tree limbs and other obstructions from drainage systems. Be aware of creeks, streams and flood control infrastructure around your property to monitor the water levels.

Make sure that your car is gassed up, your devices are charged, you have food, water and medications for your family and your pets, your Go bag is ready, check on neighbors, and heed evacuation orders. Important information on current winter storms across California


As California experiences an onslaught of intense winter storms, known as “atmospheric rivers” for the amount of rain and snow they bring, we want to provide you an update on this situation. Secretary Wade Crowfoot summarizes important information in this video.

State and federal agencies are deploying advanced technology to predict where and how these storms will impact California communities. Make no mistake though, Mother Nature continues to hold surprises and it’s essential that each of us is prepared for storm impacts. You can keep yourself, family and community safe by taking the following actions:


  • Stay off the roads during peak storm events. Heavy rains and winds create dangerous conditions. And when you are driving, give ample space between cars, slow down and give yourself plenty of time to arrive at your destination.
  • Be prepared for power outages and other interruptions. Have flashlights, batteries and other key supplies on hand.
  • Check on neighbors, particularly elderly or homebound residents in your neighborhood.
  • Follow emergency directives. Doing so keeps us out of harm's way.

Storms will likely continue through January 14, with differing impacts across the state. Please stay informed during these storms and help your neighbors and community whenever possible.

Contra Costa Agencies Expanding Capacity at Homeless Shelters This Week as Another Big

Storm Approaches

In anticipation of another series of heavy rain storms this week, Contra Costa Health (CCH) and community organizations are expanding capacity at shelters in the county for unsheltered homeless individuals and families, as well as increasing outreach to deliver supplies to those who remain outdoors.

Anyone needing assistance with shelter placement should contact the Contra Costa Crisis Center by calling 211.

Here is a breakdown of the expanded shelter and warming-center capacity this week:

  • Concord Service Center overnight Warming Center is increasing capacity from 6 slots to 15. Effective immediately.
  • SHELTER, Inc. is adding capacity for 10 families in Martinez and Pittsburg. Effective immediately.
  • Greater Richmond Interfaith Program (GRIP) is adding capacity for 20 adults and 3 families. Effective immediately.
  • Trinity Center Winter Program in Walnut Creek is adding capacity for up to 50 adults. Effective January 9.
  • Delta Landing in Pittsburg can expand by 6 beds beginning January 9.
  • Bay Area Rescue Mission has up to 9 beds available for men and up to 14 beds for the Women and Children's Shelter. Effective immediately.


CCH has also temporarily expanded hours and staffing for the CORE homeless-outreach program to help facilitate shelter placements and deliver supplies such as tarps, blankets, sleeping bag, gloves and beanies to unsheltered homeless people who remain outdoors.

Our outreach teams are in need of -- in order of importance -- sleeping bags, gloves and beanies, tarps and blankets. Donations can be dropped off at 2400 Bisso Lane, Suite D in Concord.


Community members and organizations that would like to volunteer labor or space should contact the Bay Area chapter of the Red Cross.

Free COVID-19 Test Kits from the County

Nov. 15, 2022: Contra Costa residents can now order free at-home COVID-19 test kits from the County by filling out this online form or by calling us at 833-829-2626. 

The County will mail the kits directly to people’s homes within approximately 5-7 business days. People can order up to 4 free at-home test kits per household. You must be a Contra Costa County resident to be eligible. 

“We want these test kits to be a staple in people’s medicine cabinets like aspirin or band-aids,” said Dr. Sofe’ Mekuria, deputy health officer for the County. “Testing gives people the information they need to make healthy choices and reduce the spread of COVID, especially during the winter holiday season when families and friends gather indoors.” 

Health officials strongly recommend people get tested if they feel sick or if they’re planning to attend a large indoor gathering. Anyone who tests positive for COVID, even if they don’t have symptoms, should isolate at home. See our COVID-19 Patients & Contacts page for more information about what to do if you test positive. 

The County’s mail-order program will run through the holidays and perhaps longer depending on our supply of at-home test kits.

Contra Costa Senior Legal Services Seeking Volunteers

Contra Costa Senior Legal Services (CCSLS) in Concord ( www.ccsls.org ) is seeking volunteers to help answer phones, screen clients, make referrals, and schedule attorney appointments. CCSLS’ volunteers have a key role in advancing CCSLS’ mission of helping low-income seniors facing eviction, elder abuse, scams, debt collections and contract disputes so that they can stay independent and vital as they age. Volunteers generally work 3 to 8 hours per week at CCSLS’ office at 2702 Clayton Road, a short walk from the Concord BART Station.

Seeking Volunteers!


We are seeking volunteers to help identify people experiencing unsheltered homelessness on Wednesday, January 25, 2023 for the 2023 homeless Point in Time Count.  

Main Volunteer Opportunity:  

  • Observational portion of the PIT Count which will take place the morning of January 25, 2023 (between 5:30 am -9 am). 
  •  Volunteers will need to complete a 90-minute training in advance of the count the week of January 9th. A virtual training will be offered the following week for people unable to attend the in person training in their area. 
  • We are requesting volunteers sign up in teams of two people but can assign someone a partner if they do not have one.
  • Community volunteers who sign up with a partner already identified will be able to select what geographic areas they want to canvas as part of their registration. Solo volunteers will receive their geographic assignments after their are paired with another volunteer. 

 

Other volunteer needs:  

In the weeks leading up to January 25th:  

  • Collect or prepare hygiene kits that may be distributed during the PIT surveys 
  • Seek donations for coffee/food for kick off events 

 

The day of the Count:  

  • Pick up coffee and food for kick off sites the morning of the PIT Count observations (Wednesday, January 25th , between 5-5:30am) 
  • Take high quality photos, with consent, of the PIT Count at the kick-off sites and/or at sheltered and unsheltered locations.

Assessment Appeals Board

The Assessment Appeals Board conducts impartial hearings on property assessment disputes between taxpayers and the county assessor. Based on the evidence presented at these hearings, the appeals board determined the value of the disputed property or determines other matters of property tax assessment within the board’s jurisdiction.

 

Qualifications:

Applicants should possess five or more years of professional experience in California as one of the following: licensed real estate broker, attorney, certified public accountant (CPA) or public accountant, property appraiser accredited by a nationally-recognized professional organization, property appraiser certified by the Office of Real Estate Appraisers, or property appraiser certified by the State Board of Equalization.

 

Mental Health Commission

The Commission serves in an advisory capacity to the Board of Supervisors and to the Mental Health Division and its staff. 

 

Commissioners are appointed by members of the County Board of Supervisors from each of the five districts for a term of three years. Each district has a consumer of mental health services, family member, and an at-large representative on the Commission, for a total of 15 members plus a representative from the Board of Supervisors.

 

The Mental Health Commission meets on the first Wednesday of each month from 4:30-6:30 p.m. In addition to the monthly Mental Health Commission meetings, committees, workgroups, and task forces are formed as needed.

Background: The Board of Supervisors receives valuable input and community participation from numerous citizen advisory boards on a range of issues. Boards usually meet monthly regularly.



Candidates for these positions must live in District 3 or any specified boundary area for special districts. 


District 3 is comprised of the cities of Antioch, Oakley, and Brentwood, and the unincorporated communities of Bethel Island, Byron, Knightsen, and Discovery Bay.

Contra Costa County Enters New Phase of COVID-19 Response

Two COVID-19 testing sites sunset Sept. 30 as community options abound


Friday, Sept. 30 will be the last day of operations at the County’s two COVID-19 testing sites located in Richmond and San Ramon, which have been providing free testing to the community for more than two years during the pandemic.

In recent months, usage of these two sites has dropped considerably as more people use at-home tests or get tested at pharmacies or through their doctor.


Although the County testing sites will sunset, people can also still get tested through their regular healthcare providers, state testing sites, pharmacies or by purchasing over-the-counter home test kits. Private healthcare insurance and Medi-Cal will reimburse people or pay for up to 8 at-home tests a month.


Free home-test kits are also available to residents at the County’s 26 library branches and at our three COVID-19 vaccination sites in Richmond, Concord and Antioch, which remain open.

Pass2Class offers free bus passes to Contra Costa students at the beginning of the school year to encourage the use of bus transportation to and from school. Pass2Class reduces traffic congestion and air pollution by reducing the number of cars being driven to school.


The 2022 program offers free County Connection, Tri Delta Transit, WestCAT, or AC Transit bus passes for up to two (2) students per household for up to two months.

The California Office of the Small Business Advocate has awarded funding to the Chabot - Las Positas Community College District for the Microbusiness COVID-19 Relief Grant Program to provide grants to microbusinesses in the counties of Alameda, Amador, Contra Costa, and El Dorado.


This program will grant $2,500 to microbusinesses (businesses with fewer than 5 employees and earning less than $50,000 per year) that were in operation in 2019, are still in operation, and were impacted by the COVID-19 public health restrictions. Mobile Citizen App


Have you noticed a pothole or graffiti and wanted a quick and easy way to report it?


The Contra Costa County Public Works Department now uses a versatile and user-friendly Smart Phone (Android, iOS) application called Mobile Citizen to help.


Residents can report concerns such as potholes, graffiti, illegal dumping, and other service requests simply by taking a photo, providing comments, details about location, and submitting it directly to the Public Works Department.


The Mobile Citizen application is free and can be downloaded from the App Store (iOS) or Google Play (Android).

 

“We’re excited to provide a fast and easy tool that makes it more convenient for our customers to report many types of service concerns for our unincorporated communities,” said Brian Balbas, Public Works Director.
