I am thrilled to be leading the Precast Concrete Association of Virginia (PCAV), dedicated to the growth of the precast concrete industry. PCAV is focused on representing the industry and educating and partnering with specifiers, installers and end users on the advantages and proper utilization of our products and systems. This year, PCAV is rejuvenating our training sessions to maximize their impact. Join us December 12-13th for PCAV and P.I.P.E. training in Richmond, VA!

PCAV Releases Economic Contribution of Virginia Precast Concrete Manufacturing


Richmond, VA – Precast Concrete Products are critical building components of Virginia’s construction industry, playing a particularly significant role in Virginia’s economy. Widely used in transportation, water, wastewater, stormwater, and building construction projects, precast concrete products, which are used by Virginia firms and agencies tend to be produced in the Commonwealth with local materials and labor.


The Economic Contribution of Virginia Precast Concrete Manufacturing finds that the Virginia Precast Concrete Manufacturing Industry employed an estimated 2,806 workers in 2022, accounting for an estimated $831 million in total industrial output, $396 million in value added, and generating an estimated $18 million in state and local tax revenue. The study also determined that PCAV members employed 622 workers at 11 different establishment locations. This figure represents two-thirds of all VDOT quality assurance list firm employment. PCAV members produced an estimated $196 million in total industrial output, $94 million in value added, and $4.3 million in state and local tax revenue. The total contribution of PCAV members to the Virginia economy is 1,208 jobs, $317 million in total industrial output, $164 million value added, and $11.1 million in state and local tax revenue.

Virginia Decision 2023


Richmond, VA -- Decision 2023 Virginia elections brought change across the Commonwealth. In addition to the members of the House of Delegates and Senate, local seats and referendum were also on the ballot.

 

Going into Virginia Decision 2023, the Republicans held a narrow margin, 52-48 majority, in the Virginia House of Delegates while Democrats held a slim majority in the Senate, 22-18.

 

With the retirement of key leadership, the composition was sure to change, including committee chairs and makeup, especially in the Senate.

 

Democrats gained seats in the House of Delegates for a total of 51-48 seats; while maintaining a slim majority of seats in the Senate for a total of 21-19. One House race remains undecided at this writing. 

 

With these gains in the House of Delegate and maintaining a slim majority in the Senate, the respective caucuses have been busy meeting to elect leadership. 

 

Delegate Don Scott (D - Portsmouth) has been nominated to serve as the Speaker of the House. As the Speaker-designate, he would be the first Black speaker of the House of Delegates. Delegate Charniele Herring (D-Alexandria) will return to the role of Majority Leader, which she previously held in 2020. Delegate Kathy Tran (D- Fairfax County) will round out the caucus leadership as caucus chair. 

 

Current Speaker Todd Gilbert (R- Shenandoah) will serve as the Republican Leader joined by Delegate Amanda Batten (R-James City County), who will serve as Caucus Chair, and Delegate Michael Webert (R-Fauquier), who will serve as the Republican Whip.   

 

With the retirements of Senate Majority Leader Dick Saslaw (D-Fairfax) and Senate Minority Leader Tommy Norment (R-James City), Senate Democrats elected Senator Scott Surovell (D-Fairfax) to serve as Majority Leader while Republicans elected Senator Ryan McDougle (R-Hanover) Minority Leader.

 

Republican Lt. Governor Winsome Earle-Sears will continue to preside over the Senate Chamber and serve as a tie breaking vote in most cases.

Permatile Provides

Long Island Community Structure Replacement

When a new crossing was needed for Route 640 at Buffalo Creek in the Long Island Community of Halifax County, Virginia, the VDOT Lynchburg District and a local contractor installed a Quad 12’ x 12’ precast concrete box culvert from Permatile Concrete Products Company. 


Manufactured in 32 single box units, Permatile placed between 6 and 16 loads of product on the project site daily resulting in all 200 linear feet of precast box and 4 wingwalls delivered in just a few days for quick and efficient installation of the total precast concrete culvert package.
