Virginia Decision 2023
Richmond, VA -- Decision 2023 Virginia elections brought change across the Commonwealth. In addition to the members of the House of Delegates and Senate, local seats and referendum were also on the ballot.
Going into Virginia Decision 2023, the Republicans held a narrow margin, 52-48 majority, in the Virginia House of Delegates while Democrats held a slim majority in the Senate, 22-18.
With the retirement of key leadership, the composition was sure to change, including committee chairs and makeup, especially in the Senate.
Democrats gained seats in the House of Delegates for a total of 51-48 seats; while maintaining a slim majority of seats in the Senate for a total of 21-19. One House race remains undecided at this writing.
With these gains in the House of Delegate and maintaining a slim majority in the Senate, the respective caucuses have been busy meeting to elect leadership.
Delegate Don Scott (D - Portsmouth) has been nominated to serve as the Speaker of the House. As the Speaker-designate, he would be the first Black speaker of the House of Delegates. Delegate Charniele Herring (D-Alexandria) will return to the role of Majority Leader, which she previously held in 2020. Delegate Kathy Tran (D- Fairfax County) will round out the caucus leadership as caucus chair.
Current Speaker Todd Gilbert (R- Shenandoah) will serve as the Republican Leader joined by Delegate Amanda Batten (R-James City County), who will serve as Caucus Chair, and Delegate Michael Webert (R-Fauquier), who will serve as the Republican Whip.
With the retirements of Senate Majority Leader Dick Saslaw (D-Fairfax) and Senate Minority Leader Tommy Norment (R-James City), Senate Democrats elected Senator Scott Surovell (D-Fairfax) to serve as Majority Leader while Republicans elected Senator Ryan McDougle (R-Hanover) Minority Leader.
Republican Lt. Governor Winsome Earle-Sears will continue to preside over the Senate Chamber and serve as a tie breaking vote in most cases.
