Senate Unanimously Passes Industry Sponsored Bill

AB 2904 (Quirk-Silva; D-Fullerton), a zoning notice bill spearheaded by NAIOP SoCal, passed through the California Senate on a vote of 39-0. The bill calls for increased transparency in the zoning change process by increasing the time required to notify property owners of a pending zoning change.


The bill now heads back to the Assembly for a vote, and then would head to the Governor's desk where it must be signed or vetoed by September 30th.


We applaud the NAIOP SoCal team for their efforts to advance this important piece of legislation which will greatly impact our industry.

Retail Theft Bill Package Signed Into Law

CBPA has advocated in support of the package of 10 bills introduced by legislative leaders and signed into law by the Governor Newsom late last week as it will help protect businesses, enhance public safety, and promote a thriving commercial sector.


The package includes new laws that crack down on shoplifting, theft from a vehicle, organized theft, and online marketplaces where these stolen goods are sometimes resold. While the passage of this legislative package marks significant progress, it doesn't fix the problem created with Proposition 47, thus the need to also pass Proposition 36 on the November 2024 ballot. However, we applaud the Governor and Legislature for their efforts to address this critical problem impacting our state.

ANNOUNCEMENT

CBPA Opposes State’s Retroactive Tax Increase

Last week, California Taxpayers Association (CalTax) filed a lawsuit to challenge a retroactive tax increase which violates the rights of companies across California. Senate Bill 167 retroactively modifies the rules used to apportion global income when determining the portion that is taxable in California. The change, included in the state budget as a revenue-raiser, would increase taxes on many California companies for tax periods that ended decades ago.


CBPA supported the efforts to stop SB 167 and will continue to support CalTax in their efforts in the courts.
