California Supreme Court Hears Oral Arguments on TPA

Yesterday, the California Supreme Court heard oral arguments as they weigh whether or not to remove the CBPA co-sponsored Taxpayer Protection and Government Accountability Act from the November ballot. The measure would restore Proposition 13 protections, making it harder to raise taxes from the ballot.


CBPA President & CEO Matthew Hargrove was present on behalf of the commercial real estate industry. The court is expected to make its decision prior to June 27th, which is the deadline for the Secretary of State to certify the general election ballot. We will keep you informed once a decision has been made.

Last Thursday, industry leaders gathered in Downtown Los Angeles for CBPA’s board meeting and successful PAC fundraiser reception. The day began at Union Bank Plaza where CBPA’s board of directors met to discuss key issues impacting commercial real estate. The meeting served as an opportunity to engage with special guest speakers including Althea De Pietro and Blake Perez of BOMA Greater Los Angeles, Josh Wood of the newly formed Supply Chain Council, and Assembly candidate John Harabedian.


CBPA PAC’s fundraiser reception took place following the board meeting at Bonaventure Brewing, where over 20 industry leaders connected with peers and special guests Assembly candidate Efren Martinez and Senate Candidates Laura Richardson and Suzette Valladares. The event was a success with $37,000 raised for the CBPA PAC at a critical time. Special thanks are due to our board members, sponsors, and special guests. This event demonstrated how our industry is stronger when we come together to advance our common interests!

Update On Key Bills Impacting Commercial Real Estate

Numerous bills of interest to our industry continue to make their way through the legislative process as your advocates in Sacramento remain actively engaged, pushing supported legislation forward and pushing back against harmful bills.


Industry sponsored AB 2433 (Quirk-Silva; D-Fullerton), which would ease the permitting process, will be heard in the Assembly Appropriations Committee next week. Industry supported adaptive reuse bill AB 2910 (Santiago; D-Los Angeles) remains in the Appropriations Committee while another adaptive reuse bill AB 3068 (Haney; D-San Francisco) heads to the Assembly floor for a vote.

Industry opposed bill SB 1103 (Menjivar; D-Van Nuys), which would impose detrimental commercial lease mandates, is currently on its second reading on the Senate floor and will be eligible for a full vote of the Senate next Monday. Opposed costly janitorial bills AB 2364 (Rivas; D-Los Angeles) and AB 2374 (Haney; D-San Francisco) are now on the Assembly Appropriations Committee Suspense file. We will keep you updated as these bills make it through the legislative process.
