Each year, numerous bills that make it harder to do business in California are introduced, threatening job creation, stagnating wages, and driving businesses and individuals out of the state. Fortunately, the California Legislature has members fighting back against these bills. BOMA California has joined a coalition with the California Business Properties Association, CalChamber, California Business Roundtable, and NAIOP of California to celebrate California's Job Protectors and support them in their efforts to create a supportive environment for business owners and create more strong middle-class jobs.

AB 1748 (Assemblymember James Ramos; D-San Bernardino), has stalled in the Appropriations Committee without a hearing. This essentially makes it a two-year bill and it can be acted upon in January 2023. AB 1748 addresses warehouse development in the Inland Empire and is a more reasonable alternative to AB 1000, the de facto warehouse ban, which died in committee in late April. 

Assemblymember Ramos announced the formation of a working group of Inland Empire legislators to begin discussions on the issue. BOMA California will remain active on the issue of warehouses given their central role in development, jobs, and the economy.

Yesterday was a crucial day for bills to make it out of committee and have a shot at becoming law. The day has been known as "suspense day" as hundreds of bills on the suspense file are either passed through the Senate or Assembly Appropriations Committee, or held without any deliberation or explanation. The suspense file is where bills go if they have a fiscal impact of more than $50,000 from the general fund or $150,000 from any of the state's special funds. BOMA California will continue to provide updates on priority bills of interest to our industry as their make it through the legislative process.

The California Air Resources Board (CARB) decision to ban diesel truck sales by 2036 was made in a bubble. Certainly, its members can celebrate as “first in the world.” Earthjustice says, “the significance of the 100% (zero emission) sales requirement cannot be overstated. It makes California the undisputed global leader in zero emission truck sales. The rule is evidence of CARB’s boldness.” Except CARB is a non-elected state board setting public

policy free from responsibility for long-lasting effects on consumers and the

economy.
