Opening the New Contra Costa County Administration Building | |
On Tuesday, my colleagues and I opened the new Contra Costa County Administration Building at 1026 Escobar St. in Martinez, directly across the street from the main county building.
This new facility stands on the historic grounds previously occupied by a taller, outdated office tower and a jail dating back to around 1902, both of which were demolished to make way for modern development. The building sets new standards in sustainability, using on-site photovoltaics for high-performance energy use, responsibly sourced finishes, and low embodied carbon materials.
The building acts as a hub for several County administrative departments, including the Office of Racial Equity and Social Justice, the Law Library, the Public Defender, and the County Sheriff’s Civil Division, consolidating essential services under one roof to improve service delivery and enhance community interaction.

Harmful algal bloom confirmed at Discovery Bay; public urged to avoid water activities | |

A “danger” advisory has been posted after testing of water samples collected from multiple locations of Discovery Bay in Contra Costa County confirmed the presence of harmful algal blooms, according to the State Water Resources Control Board and Central Valley Regional Water Quality Control Board. HABs can pose a threat to people and pets, and the advisory urges people to avoid swimming, boating and other activities and to keep pets out of the water until further notice.
Those visiting Discovery Bay should be aware of the elevated risk and are encouraged to follow the following guidance:
- Stay out of the water until further notice, including watercraft.
- Do not let pets and other animals drink or go into the water or go near the scum.
- Stay away from scum and cloudy or discolored water.
- Do not eat fish or shellfish from this water.
- Do not use this water for drinking or cooking. Boiling or filtering will not make the water safe.

In-Person Community Meeting

The Project team has made significant progress on the wetland restoration design and is hosting an in-person community meeting at the Knightsen Farm Bureau for anyone interested in learning about the latest developments. The goal of this meeting is to offer updates on the project design and respond to community input from prior meetings. Representatives from the Project team will be available to answer questions.

Contra Costa County TRUTH Act Community Forum Scheduled for July 23 | |

The Contra Costa County TRUTH Act Community Forum to discuss civil immigration enforcement activities is scheduled for 10 a.m., Tuesday, July 23, during the regular Board of Supervisors meeting.
The discussion will focus on local immigration enforcement activities in 2023 and law enforcement interactions with the U.S. Immigration Customs Enforcement (ICE) agency. The annual event has been held since 2017 as part of California’s State Assembly Bill 2792, the Transparent Review of Unjust Transfers and Holds (TRUTH) Act, which aims to increase transparency and accountability among federal and local law enforcement agencies. The Board meeting will also include a discussion of the Sheriff’s Oversight Report for the quarter ending June 30, 2024.
"The TRUTH Act forum in one way we can support our immigrant communities to ensure they feel safe and empowered," stated Board Chair, District 5 Supervisor Federal Glover. "This forum allows residents to engage the County regarding the extent of access provided to ICE in its law enforcement activities, which is vital for transparency and accountability."

Pavement Repair Work on Brentwood Blvd:
July 12 and July 19

The Contra Costa County Public Works Department will perform pavement repair work on Brentwood Boulevard, between Sellers Avenue and Byron Highway, on Friday, July 12, 2024, and Friday, July 19, 2024, barring unforeseen circumstances. The work will take place from 7:00 a.m. through 4:00 p.m., weather permitting.
Electronic message boards will be placed in advance to alert drivers to work and advise of expected delays. Temporary lane closures will be required during working hours. Traffic control will be used. Road users can expect delays of 15-20 minutes and are encouraged to use alternative routes.

The Contra Costa Transportation Authority (CCTA) is inviting residents and travelers within the county to participate in a survey on transit use. Survey responses will inform the development of an Integrated Transit Plan (ITP) to make public transportation easier to use and more convenient in Contra Costa County.
With improved transit, Contra Costa County will be a more livable, sustainable, and equitable place to live and travel. As recommendations in the ITP are put into place, the public will see many benefits:
- Better connections to regional services, like BART and Capitol Corridor.
- Improvements for increased speed and reliability.
- Enhancements to improve riders’ transit experience.

Contra Costa County Public Works to begin Construction on Walnut Blvd Bikeway Gap Closure Project | |

Contra Costa County Public Works will continue construction of the Walnut Boulevard Bikeway Gap Closure Project through Monday, July 22, 2024, barring unforeseen circumstances. Work will occur between 7:00 a.m. – 5:00 p.m., Monday through Friday (excluding holidays), weather permitting.
Traffic control will be used. Message boards will alert drivers about the work. Drivers should expect delays of up to 10 minutes through the construction zone and consider alternative routes during working hours.
The work consists of roadway shoulder widening along an 860-foot segment of Walnut Boulevard between Marsh Creek Road and Vasco Road to provide Class II bike lanes, grinding and overlaying the roadway pavement section, and installing a centerline rumble strip, striping, pavement markings, and signage.

The Board of Supervisors receives valuable input and community participation from numerous citizen advisory boards on a range of issues. Boards usually meet monthly regularly.
Candidates for these positions must live in District 3 or any specified boundary area for special districts.
District 3 is comprised of the cities of Antioch, Oakley, and Brentwood, and the unincorporated communities of Bethel Island, Byron, Knightsen, and Discovery Bay.
