In Service-Based Enumeration, a Census Bureau representative conducts an in-person interview with each person who is served or staying at a given service-based location on Census Day. Each interview takes approximately 10 minutes.

However, Service Base enumeration has been delayed indefinitely due to COVID 19. To ensure we have a complete and accurate count of the most vulnerable in our community, it is going to take all of us working together.

HUD seeks research proposals for estimating the prevalence of homeless youth using existing sources of administrative data such as child welfare agencies, juvenile justice and correctional systems, schools, and hospitals. Up to $2 million will be awarded, with minimum funding of $400,000. 


The deadline to submit a proposal/application to HUD is July 1, 2020.
HMIS Resources

This memo authorizes and explains a waiver of the regulatory requirement at 24 CFR 91.520(a), that within 90-days of the end of a jurisdiction’s program year a grantee shall submit to HUD a performance report known as the Consolidated Annual Performance and Evaluation Report (CAPER). The CAPER is associated with several CPD grant programs.
