Dear Ward 3 Residents,

Can you believe we're already halfway through the year? It's incredible how quickly time has passed!

This month has been particularly vibrant with numerous celebrations and exciting events taking place. As we transition into the summer season, it's crucial to remain vigilant and exercise caution on local and regional roads, especially with children playing outdoors.

As we eagerly await the 157th Canada Day celebration, I extend warm wishes for a fantastic day filled with laughter, joy, and all things Canadian!

Looking ahead, I am excited about the opportunity to continue serving you and meeting you in person. I'm especially looking forward to connecting with you at my upcoming Free Community BBQ and Swim event scheduled for Friday, July 19th, 2024.

As always, I've provided some informative updates within our community. Let's stay informed and engaged together. Please don't hesitate to contact me with any questions or concerns. Your feedback is essential as we work to enhance Ward 3.

Warm regards,

Chris

Ward 3 Updates

1699 Dundas Street East Update-

Coptic Orthodox Patriarchate Of Alexandra The Church The Virgin Mary and St. Athanasius

I want to take the opportunity and provide an update to the community on the proposed development at 1699 Dundas Street East. The current proposal is set to add a 5 storey Long-Term Care Home containing 128 beds to the property and the existing Place of Worship and Food Bank will remain. As this address is in Ward 3, I have been dedicated working with the applicant to make sure the community is involved and notified in the consultation process and any concerns/questions are followed up on and answered. As a result I hosted two community meetings March 21st and May 13th, 2024.

The applicant for this development proposal registered a last minute deputation to speak at Council on June 26, 2024, confirming that they will be seeking a Ministerial Zoning Order from the Provincial Minister of Municipal Affairs & Housing & Minister of Long Term Care. It is my understanding that they did this last minute in order to meet the shortened timelines that the Province has put in place to meet the requirements to access funds for Long Term Care facilities, and also when they realized the upcoming summer recess of Council. During this Council meeting, I made it clear to the applicant that they must continue to work with staff and the community on addressing any outstanding concerns/questions. I remain committed to have the Ward 3 community informed and involved which is why I hosted 2 community meetings that were not required under mandatory legislation.

Therefore, I moved a motion at Council on June 26th, 2024 that the resolution be that Council support the owner’s request to an MZO and that city staff work with the applicant to refine the submission to the satisfaction of the city. Additionally, that this matter also be forwarded to the Honourable Paul Calandra Minister of Municipal Affairs & Housing and copied to the Honourable Sylvia Jones, Minster of Health, and the Honourable Natalia, Kusendova-Bashta, Minster of long term Care.

Background:

The Ministry of Long Term Care has re-introduced construction funding subsidies for Long Term Care projects that are approved to construct by November 30th 2024. Currently, standard Official Plan and Zoning By-law Amendment applications could take in excess of 9 months to process, which would place the project at risk of not meeting critical deadlines to bring much needed care services into the community. Requesting and granting a Minister’s Zoning Orders (MZO) would not represent a significant deviation from the planned permission for residential uses for the subject property (1699 Dundas Street East).

In the event that the MZO exempts the application of Section 41 of the Planning Act the appropriate step would be to require the property owner to enter into an agreement with the City to address those matters. Additionally the City of Mississauga’s Corporate Report approved by Council on February 3rd 2021 would align with this step as it would provide the MZO “only when it will provide public benefit including affordable housing, public health improvements and significant job creation.” In the case of the subject address it provides a clear public benefit to address the need for long term care, and include shortening the planning process to meet critical deadlines to facilitate the construction of a use that is in the public interest.

Mississauga Involvement Opportunities

Mississauga Expands Speed Camera Program with 60 Additional Cameras Over the Next Five Years

On June 27th 2024, Council approved renewing the contract for 22 existing speed cameras, also known as automated speed enforcement (ASE), and will also be adding 60 new semi-fixed cameras over the next five years. Since July 5, 2021, speed cameras have led to a significant drop in speeding and increased compliance.

The average decrease in operating speeds was 9 km/h and the average speed limit compliance increased by 30 per cent. As part of the Vision Zero Action Plan, the City’s current 22 speed cameras enforced speed limits at 124 locations in school-area community safety zones.

Mississauga Updates

Mississauga City Tax Update 2024

Inflation is impacting all of us and the City is no exception. The rising costs of construction, gas, goods and services, directly affect the City’s ability to continue delivering the services Mississauga taxpayers rely on – and at the standard expected.

To maintain high levels of service and achieve our 2024 goals, residents will see a 2.3 per cent increase on the City portion of the Residential Tax Bill and a 4.9 per cent increase on the Region of Peel’s portion. That’s an increase of approximately $465 per year for the average single-family home.

Depending on what the assessed home value is, some households will pay more and some less. The City remains focused on finding efficiencies to help reduce tax increases. By running a lean and efficient organization, we’re cutting costs every year.

The 2024 Budget includes $3.7 million in efficiencies and cost savings. Through continuous improvement practices, we’re maximizing your tax dollars with every decision we make.
