May 2024

Dear Ward 1 Residents,

Spring is in the air and flowers are starting to bloom. I highly recommend a tour of the Royal Botanical Gardens to see what's in bloom. I have heard they have some spectacular outdoor displays this year.

We are happy to announce that a farmers' market is returning to Aldershot this season and will be located at 1016 Waterdown Road. Starting on Saturday, May 25th and continuing for the season every Saturday until the fall, we will see up to 15 vendors with a variety of products. See more details in the newsletter and we look forward to seeing you there.

Tyandaga Golf Course is now open and is looking lush and green with all the rain we have had this spring. The opening was delayed due to some flooding issues but that has now been resolved. The parking lot has been re-paved and there is new fencing and a new storage area for the power carts. This work was done in conjunction with the road work that was happening on Tyandaga Park Drive. We look forward to some continued investments in this course to keep it remaining competitive into the future.

As with spring comes construction season. Waterdown Road is a major artery for the west end of Ward 1 and will be under construction for the next few years. Please be mindful that there may be some delays when travelling this route during the construction season.

Thank you!

Kelvin Galbraith

New Development Application - 236 Plains Road East

The City has received an application for a proposed development by Weston Consulting at 236 Plains Road East. The application proposes:

  • a 4-storey condominium townhouse block consisting of 6 units;
  • an amenity area of 523 square meters; and
  • 14 parking spaces at-grade, with vehicular access from Plains Road East via a two-way condominium road on the west side of the proposed townhouses.

Official Plan (2020) designation:

The Official Plan (2020) designates the property as “Urban Corridor”, which permits residential uses and mixed-use developments in buildings between 2- and 6-storeys in height, and a Floor Area Ratio of 2.0:1. The Official Plan (2020) is subject to appeals and the “Urban Corridor” policies are not in effect for this property.

Ward 1 Community Meeting Presentation

Over 70 residents attended the April 25 Ward 1 meeting either in-person or online to hear about 20 Years of Aldershot - Past, Present and Future. I was joined by city staff from the planning, transportation, and engineering departments to share how Aldershot has evolved and will continue to change into the future.

If you were unable to attend the meeting, you can review the presentation which includes the notes for context.

Speeding and Traffic Calming in Ward 1

Speeding is a topic I hear about a lot in Ward 1 and there are several residential streets on the list to be reviewed to see if traffic calming is warranted. In order for traffic calming to be implemented on a street, there are a number of measures that are reviewed and a minimum number of warrants that must be met, including travel speeds, daily traffic volume, whether or not the street has a pedestrian or cycling generator (school, playground, seniors residence, etc.), and whether or not there is a sidewalk on at least one side of the street.

City transportation staff have completed traffic calming warrant reviews for Botanical Drive and Enfield Road. Botanical Drive warrants traffic calming between Grand View Avenue and Spring Gardens Road. Enfield Road warrants traffic calming measures between Joan Drive and Willowbrook Road. A public open house is scheduled on May 9 at LaSalle Park Pavilion (6-7 p.m. for Botanical Drive and 7-8 p.m. for Enfield Road) where residents can drop in and view the traffic calming plan.

In addition, Ward 1 will see a Pedestrian Crossover on King Road at Greenwood Drive this year.

The following Ward 1 streets are on the list to be reviewed for traffic calming in 2024:

  • Birchwood Avenue
  • Craven Avenue
  • Daryl Drive
  • Eagle Drive
  • Fairwood Place East
  • Francis Road (Greenwood Dr to North Shore Blvd)
  • Hendrie Avenue
  • Hurd Avenue
  • LaSalle Park Road (North Shore Blvd to the south end)
  • Maplehurst Drive
  • Sunset Road
  • Tyandaga Park Drive
  • White Oak Drive

If speeding is an issue on your street and you would like it reviewed to see if traffic calming is warranted, please send an email to city@burlington.ca. If your street has been reviewed in the past and traffic calming wasn't warranted, you must wait three years before the street can be reviewed again.

Traffic concerns should also be reported to Halton Police using their online form, Report a Traffic Concern, or by calling 905-825-4777. It’s important for the police to hear about the traffic concerns directly from residents as the police direct their resources based on the reports they receive.

Solar panel incentive program

For 2024, the City of Burlington is eliminating the building permit fee of $594 to encourage the installation of residential solar panels.

The solar incentive program is a pilot project designed to remove a potential barrier for the installation of solar panels, and supports the transition to electrification away from the use of fossil fuels, resulting in a lower carbon footprint. Solar panels can help offset electricity bills, particularly through the net metering program and is a renewable energy source, which is a key program area in the City’s Climate Action Plan.

Do Your Research

If you are interested in pursuing solar panels for your home or building, make sure to do your research:

  • Speak to reputable contractors who have experience and have a good understanding of power connection requirements.
  • Consider how many years you have left in your roof before installing panels.
  • Contact Burlington Hydro to identify if there are any barriers to connecting solar panels to the local electrical grid through the net metering program in your neighbourhood.

To apply for a permit, visit burlington.ca/building.

Urban Forest Master Plan

City Council approved an Urban Forest Master Plan and Woodland Management Strategy in April. These documents will be used as a guide by staff to protect and improve Burlington's tree canopy over the next 20 years.

The five focus areas of the Urban Forest Master Plan and Woodland Management Strategy are:

  1. Maximize the life expectancy of trees;
  2. Increase canopy cover on both public and private land, including woodlands;
  3. Develop best practices to manage climate change and invasive pests;
  4. Expand opportunities for the community to get involved; and
  5. Improve data analytics.

Burlington recognized as a Tree City of the World

For the second year in a row, the City of Burlington has been recognized by the Arbor Day Foundation and the Food and Agriculture Organization of the United Nations as a Tree City of the World.

To earn Tree Cities of the World recognition, a city must demonstrate its commitment by meeting five program standards:

  1. establish responsibility for the care of trees;
  2. set rules to govern the management of forests and trees;
  3. maintain an updated inventory or assessment of local tree resources;
  4. allocate resources for a tree management plan; and
  5. hold an annual celebration of trees to educate residents.

More information on the program is available at treecitiesoftheworld.org.

Draft Live and Play Plan recommendations ready

The draft recommendations for the City's Live and Play Plan are now ready for the community to review.

  • ensure the city grows as an environmentally sustainable, vibrant and economically strong community.

Residents are asked to review the recommendations and provide feedback to let us know what you think. Input will be used to assist in finalizing the recommendations of the plan. Once complete, the plan will be brought to Council for endorsement in June 2024. Over the summer, staff will work on an implementation plan which will be brought to Council in the fall of 2024.
