Message from the Village President, Kevin Buckley
I'm very pleased to report the Schoolhouse Park fountain area is under construction. The crumbling blacktop surface will be replaced with stamped concrete. Should be a nice upgrade.
Also, the village needs a few volunteers for the Architectural Review Committee, and the WFB Civic Foundation. Read the details below for information on each position.

Why Is The Village Hall Phone Ringing? | |

When is Village Trick-or-Treat? Village-wide Trick-or-Treat will take place on Sunday, October 29, 2023, from 1:00 p.m. to 4:00 p.m. Please note: Block parties are not permitted on the day of Village Trick-or-Treat.
When is the next brush chipper collection? Brush will next be collected by Village crews next week (Beginning Oct 2). Brush should be placed in the parkway between the curb and the sidewalk.

1) Presentation – Police Commission Overview
Police Commission Chairperson Denise Harron presented an overview of the Police Commission’s composition, functions and procedures.
2) Ordinance No. 1907 (conversion of Yield signs to Stop signs)

1) Update on EV Charging Stations
DPW Director John Edlebeck provided on update on staff’s efforts to acquire two dual port charging stations for installation in the Silver Spring district.
2) Loan Fund Programs
CDA member Mike Harrigan provided an overview about potential loan fund programs that the CDA could consider implementing in Whitefish Bay.
3) Community Development – Vision Discussion
In response to a request from the Village Board to solicit stakeholder feedback, the CDA discussed various aspects of community development and vision.

Whitefish Bay Receives Wisconsin Coastal Management Program Grant
On Thursday, September 14, Wisconsin Department of Administration Secretary Kathy Blumenfeld toured Klode Park to celebrate Coastal Awareness Month. She highlighted several area projects receiving state Wisconsin Coastal Management Program (WCMP) grant awards, including the Village of Whitefish Bay Klode Park Stormwater Improvement Project. This awarded $45,000 WCMP state grant will aid in financing the estimated $212,000 stormwater management project that will provide several green infrastructure best management stormwater improvements along the Klode Park bluff. These improvements will not only reduce erosion but will remove a substantial amount of pollutants prior to the stormwater flowing into Lake Michigan.

Citizen Volunteer Needed - Architectural Review Commission (ARC):
The Village of Whitefish Bay is accepting applications for resident volunteers to fill one (1) vacancy on the Architectural Review Commission.
The Architectural Review Commission ensures that the design and appearance of new structures and alterations / additions are compatible with the Village Design Guidelines. The Architectural Review Commission meets every other Thursday, 5:30pm at the Village Hall. The Village utilizes a rotating schedule so that members do not have to attend all meetings.
Interested residents should complete and submit an Online Application. Applications are due by 4:30 pm on Friday, September 29, 2023. Please email Village Manager Paul Boening with any questions.

Updates from the Department of Public Works: | |

Village Wide Yield Sign Replacement
with Stop Signs
At its meeting on September 18, the Village Board concurred with a recommendation from the Public Works Committee to convert Yield signs to Stop signs throughout Whitefish Bay. The purpose of this change is to improve safety for all—pedestrians, bicyclists and motorists. The Public Works Department will begin the Yield sign to Stop sign intersection control changeover beginning the week of October 2,2023.
Work will begin in the south and southwest west portion of the Village with 19 change outs out of 37 total. Temporary flags will be attached to the new Stop signs to draw attention to the change. The remaining 18 Stop signs will then be replaced in November and December.

Old School House Park Temporarily Closed for Maintenance
Old School House Park (the Village fountain park across from the Whitefish Bay Public Library) is temporarily closed for maintenance work. Forward Contractors is under contract with the Village of Whitefish Bay to remove the current interior walkways surrounding the fountain and re-install stamped concrete sidewalks. A new irrigation system for the surrounding flower beds will also be installed as part of this project. This work should take about three weeks to complete – just in time for the annual Great Pumpkin Festival!

The Director of Public Works functions as a department head under the supervision of the Village Manager. This person is responsible for the Village’s public works services including the operation and maintenance of, but not limited to, streets, sewers, water, lighting, sidewalks, public buildings, vehicle maintenance, grounds and right-of-ways.

Service Worker
Hourly rate starts at $24.99/hour with a 6 year pay increase plan and excellent benefits.
This full time position performs general labor tasks including but not limited to landscape maintenance, yard waste collection, tree/forestry maintenance, utility operation and maintenance, park and building maintenance, street maintenance as well as other general labor duties within the Department of Public Works.

Join the Civic Foundation Board
Want to be more involved in your community? The Whitefish Bay Civic Foundation is looking for new board members and has positions to fill for a three-year term.
Members of this working, all-volunteer board must enjoy volunteering, care about the Whitefish Bay community, and feel as comfortable communicating with an important sponsor as they do rolling up their sleeves to clean up after an event. The board is specifically looking for members with experience in event planning, marketing or accounting.
Board members support the Foundation’s events—like Bay Day, 4th of July, Sounds of Summer, the Great Pumpkin Festival and more—that make our community a great place to live, work and play. Members will also have a hand in evaluating grant and scholarship recipients, while working with others on the board to support the organization’s infrastructure.

Oct 25-28 - Great Pumpkin Festival
Wednesday, October 25, to Saturday, October 28, from 6:00 p.m. to 9:00 p.m. nightly (Pumpkins will be left up on October 29, but there are no festival activities on that day). Join friends and family at Old School House Park for this festive fall tradition! Check out the lighted display; enjoy beer, hot cider, and food from local vendors; and listen to live music each night.
Pumpkin pick-up will begin on Saturday, October 21, at Old School House Park. Bring pumpkins home to carve, and then return them to the park to be part of the lighted display!

Saturday, October 28, from 10:00 a.m. to 2:00 p.m., at Village Hall (5300 N Marlborough Dr). This event is a safe, convenient, and responsible way to dispose of unused or expired prescription drugs at locations in communities throughout the country.

Oct 28 - Trick-or-Treat Silver Spring Drive
Saturday, October 28, from 10:00 a.m. to 12:00 p.m. Participating businesses offer treats for kids in the company of at least one parent or guardian on the Saturday before Halloween. There’s something “sweet-in-stores” for everyone on Silver Spring Drive. Event hosted by the Merchants of Whitefish Bay.

Freedom to Read: How Librarians Fight Back Against Book Challenges and How the Law Protects Them

The League of Women Voters of Milwaukee County and the Whitefish Bay Public Library will host Freedom to Read: How Librarians Fight Back Against Book Challenges and How the Law Protects Them. This Community Conversation will take place on October 5, 2023, at 6:00 p.m. at the Whitefish Bay Public Library.
The program will feature Tomas Lipinski, Ph.D. and J.D., professor at the UWM School of Information Studies and Nyama Reed, Whitefish Bay Public Library Director and past-president of the Wisconsin Library Association. Ms. Reed's presentation will focus on the background of the Freedom to Read movement, plus historical and current trends in book challenges. Dr. Lipinski's presentation will cover the legal foundations that support library work, including a review of the extant case law involving public school and public library book challenges and collections that demonstrate support for library decision-making in building collections.
Monday, October 9 Closing
The library will be closed on Monday, October 9, for staff development. We will resume regular hours, Tuesday, October 10.
