President's Message
Highland Park Neighbors:

For this President’s note, I’d like to focus on change. There seems to be a lot in flux right now in Highland Park and around Los Angeles. Whether it is the redistricting hearings, the constant Covid-19 pandemic adjustments, council members declaring their campaigns for mayor, or simply the transition from one season to another, change can be unnerving, disruptive and challenging. The month of September was full of these shifts and swings, and it doesn’t look like they are slowing down anytime soon. 

It is extremely difficult to find comfort in uncertainty and it seems as if Highland Park is going to be living in that discomfort in the coming months. However, I want to use this platform today to let you personally know that we as a board are committed to being a steadfast, reliable resource for you during these transitions. 

Forgive me if I tread into over-sentimental terrain here – but I truly believe that when transition and change are thrust upon us, it is an opportunity to make changes that we wouldn’t necessarily be able to make otherwise. We are our most creative — our most unified during times of metamorphosis. This is when communities are built and strengthened. Believe me when I say that the board’s duties are not to make DONE, CD1 or CD14s’ jobs easier; we are here to elevate and protect the voices of the neighborhood, to seek out differing perspectives and opinions, to listen and to lead based on what we hear. What I really want to express to you all is that the opportunity to make your voice heard will never be lessened because of times like this – times of change. We have a real opportunity to grow as a board and as a community and I hope we can continue to work together, cordially and passionately. READ MORE

Join the Los Angeles Housing Department (LAHD) at one of our scheduled webinars as we discuss the City’s “COVID-19 Residential Protections.” The webinars will provide an update on the City of Los Angeles’ current renter protections, as well as the State of California’s COVID-19 eviction protections. The webinar will also include a summary of the legal services provided by the City’s new COVID-19 Eviction Defense Program (EDP). READ MORE

The City of Los Angeles is partnering with the State of California to allow Angelenos to access additional state and federal rental assistance funds. Under a new framework, the State will be responsible for processing applications and distributing relief funds for Angelenos. Eligible LA renters and landlords can apply for emergency assistance at HousingIsKey.com or by calling 833-430-2122. Additional information is also available at HCIDLA.lacity.org.
Condiments & Utensils Drive thru Oct. 29
LA Sanitation & Environment's City Facilities Recycling Program is collecting sealed, unused takeout utensils packs and condiment packets, items that many of us receive with takeout and delivery meals, but do not use. Check your cupboards, desks and break rooms for these packets and keep them out of the landfill by donating them at one of the locations listed.  We have a (green) bin located in our neighborhood at 1268 Avenue 50, Los Angeles 90042. Please help with this effort! 

Metro Board approves fareless plan for K-14 students and easier access to discounted fares for many riders
The Metro Board of Directors approved going forward with the first phase of Metro’s fareless plan. Phase 1 offers fareless transit to K-12 and community college students in schools or districts that partner with Metro. There is certainly strong interest. In August, Metro tested fareless transit with six schools and districts, distributing more than 5600 test TAP cards to students. READ MORE
City of LA Redistricting Update
Every ten years, following the results of the census, Los Angeles modifies the shape of its city council districts to maintain their balance. Right now, crucial decisions are being made about how representation works in Los Angeles, and it is time to weigh in. New draft maps have been released, and they will be discussed this week and throughout October before being presented to City Council, which must accept new boundaries by December. Here the timeline to show where we are in the process:
  • On September 27, the Redistricting Commission met to discuss the existing draft maps and the feedback they've received on them.
  • On September 30, the Commission met to adopt a draft map. 
  • On October 6, 9, 13, and 16, the Commission will present the draft map.
  • On October 21, the Commission will adopt the final map.
  • Finally, on October 28, the Commission will adopt its final report.

LA County Redistricting
The next Citizens Redistricting Commission (CRC) regular meeting  will be on October 13, 2021 at 7:00 PM (PST). Visit website for details.
FALL PUBLIC HEARINGS
Once the 2020 U.S. Census Bureau data are available and the CRC has reviewed the submitted Redistricting Plans from the community, the CRC prepares its own Redistricting Plan options for input from the public.
These Fall public hearings will begin in November and are important to solicit community input regarding the CRC Redistricting Plan options under consideration.
