Attention All Providers,


The Medical Opinion (IMO) DBQ and Gulf War General Medical Exams DBQs have been updated by the VA. These updates will take effect on Sunday, February 25, 2024. Please review the details about these updated DBQs below:


Important Highlights:

  • MEP® enhancement to Section VIII TERA Medical Opinions section of the IMO DBQ: Now includes two new selections to assist providers to more concisely address the following situations 1) when a separate positive opinion has already been provided and 2) to document confirmed presumptive diagnosis with appropriate rationale
  • A NEW section within the Medical Opinion DBQ has been added, titled Section VII Gulf War Opinion. This section will now be used to address all Gulf War disability pattern selection and required rationales. Therefore, these questions will no longer be addressed as Ad Hoc questions in other corresponding exam DBQs.
  • For any Gulf War disability pattern selected on the updated IMO DBQ as (1) or (2), the Medical Opinion DBQ will be delivered to VA and therefore payment will be made to examiner.
  • For any Gulf War disability pattern selected on the updated IMO DBQ as (3) or (4), the TERA medical opinion section of the same IMO DBQ will apply and open for full TERA medical opinion.
  • Gulf War DBQ: minor edits for formatting and added definitions. This DBQ only

Leidos QTC Health Services will update all IMO and Gulf War DBQs for appointments of February 25th and onwards. Do not enter any data in advance for cases involving the IMO DBQ or Gulf War DBQ with scheduled date of appointment of February 25th and onwards unless you first confirm the forms have been replaced with the updated version. All cases will be updated by their respective date of appointment.
