Introducing our New CEO!

Good afternoon,


Today, we are pleased to announce and introduce the new Chief Executive Officer of CMHA Thames Valley Addiction & Mental Health Services. As you may be aware, we have been working through the recruitment and hiring process for the agency’s new CEO for the past several months.


We are thrilled to announce that our new CEO will be Pam Tobin.

Pam has over 20 years of strategic leadership experience in community health and wellness and program design focusing on justice, equity, diversity, and inclusion. Former CEO of Oneida Nation of the Thames, her 2022 appointment aimed at advancing clean water, public safety, and program delivery. Pam also serves as Vice-Chair on the Pillar Non-Profit Board and on both the Quality & Culture and Strategic Redevelopment committees at London Health Sciences Centre. Previously, as National Director, Indigenous Cancer Strategy, she led reconciliation efforts to address systemic racism in the health system throughout Canada. Pam's awards include London Leading Women Leading Girls (2023), Change Maker of the Year and Impact Awards (2018). She holds a bachelor’s degree in Anthropology, a Master’s Degree in Interdisciplinary Studies, and a Graduate Diploma in Project Management. Please find Pam’s full bio below.


As our new CEO for the integrated organization, she will help lead CMHA TVAMHS into its next chapter as an outstanding provider of integrated mental health and addiction care.


Pam’s official start date is October 1, 2023. Please join us in giving Pam a warm welcome!


Following this, we extend our deepest gratitude to Beth Mitchell and Linda Sibley for their immeasurable contributions to CMHA TVAMHS as well as the greater fields of addiction and mental health. As co-CEOs, they have provided steady guidance during integration, compassionate leadership throughout the pandemic, and been resourceful and collaborative as the communities we serve face evolving challenges and changes. We cannot thank them enough for all they have done!


Beth and Linda’s official end date is September 30, 2023 but they will be remain on in an advisory capacity until the end of October.

About Pam Tobin:


Pam has over 20 years of strategic leadership experience in community health and wellness and program design focusing on justice, equity, diversity, and inclusion. Prior to joining CMHA TVAMHS, she served as the CEO of Oneida Nation of the Thames. Pam was appointed to this position in 2022 with the goal of developing and implementing a strategic plan to advance community priorities that include clean drinking water, public safety, and enhancing program and service delivery. She also serves on the Board of Directors of Pillar Non-Profit as the Vice-Chair and on the Quality and Culture and Strategic Redevelopment Board committees for the London Health Sciences Centre.


Prior to joining Oneida in 2022, Pam was the National Director, First Nations, Inuit and Metis Cancer Strategy for the Canadian Partnership Against Cancer, an independent organization funded by Heath Canada to accelerate action on cancer control. She was responsible for implementing a reconciliation plan to address inequities and systemic racism in the health system throughout the country. Other roles previously held by Pam include BC Cancer Regional Director of Operations, Centre for the North where she was responsible for ensuring equality of services throughout the north. As Project Manager for the Northern Cancer Control Strategy, she led the integration of clinical services between the regional health authority and the provincial agency. She also ran her own consulting firm specializing in increasing access to care for marginalized populations.


In 2023, Pam was awarded the London Leading Women Leading Girls Award for exceptional leadership that improves the lives of others. Additional awards include Change Maker of the Year and Impact Awards (2018) awarded by the Canadian Partnership Against Cancer for successfully leading change management in the organization and for developing and implementing cultural awareness training for all staff. She holds a bachelor’s degree in Anthropology, a Masters Degree in Interdisciplinary Studies from the University of Northern British Columbia, and a Graduate Diploma in Project Management from Royal Roads University.
