• Share your recommended changes to Winnipeg’s zoning by-law in a discussion facilitated by Donovan Toews of Landmark Planning.
• A key piece of Winnipeg’s Housing Accelerator Fund (HAF) application included a commitment to implement rapid zoning by-law amendments for accelerated housing and complete communities. Please be prepared to share your recommended changes (both short and long term) to Winnipeg’s zoning by-law to help inform UDI Manitoba’s feedback to the City’s Planning Department.   

This meeting is open to all UDI Manitoba members to attend and provide an opportunity to raise questions and concerns regarding issues important to Manitoba’s Land Development industry.

MHBA President & CEO Lanny McInnes, UDI Board Chair Michael Carruthers, and MHBA Board Chair Spencer Curtis met with Hon. Adrien Sala, Minister of Finance and Minister responsible for Manitoba Hydro on January 9^th. Topics discussed include the state of the residential construction and land development industries, Manitoba Hydro’s continued commitment to improve the customer journey for residential construction, the need for Manitoba to harmonize its electrical code, the need for Manitoba Hydro to provide earlier connection of service and confirm connection timelines for homebuilders, establishing a timeframe and path forward on moving Manitoba up the energy code tiers, and the need to reform Manitoba’s land transfer tax regime. The MHBA will be providing further details on these items to the Minister in writing.  

Late in 2023 the City of Brandon Development Services Division became a member of the Click Before You Dig online service. Becoming part of Click Before You Dig makes requesting city fibre and water and sewer locates easier and has eliminated the need for customers to phone or email locate requests to the Engineering Department.

Requests for locates will be scheduled only once an issued excavation permit has been obtained. If, when you request a locate, an issued permit has not been obtained you will receive email notification that the locate cannot be scheduled until a permit has been obtained.

In Fall 2023, the UDI Manitoba’s Board of Directors undertook a significant review and revision of the organizations fee structure and membership criteria. As a result of the review, the UDI Board has approved the following changes to UDI membership fees effective January 1, 2024:

Sustaining Developer Member: $15,000 plus GST

Developer Member: $2,500 plus GST

Development Professional Member (1-24 employees): $1,000 plus GST

Development Professional Member (25+ employees): $2,000 plus GST

Associate Member: $750 plus GST



Non-Profit/Government Member: $500 plus GST

Winnipeg’s new Park Development Guidelines and Park Design Standards have been posted on the City of Winnipeg website.

The documents have been developed to guide City staff, land developers, consultants and contractors through the planning, design and construction of Winnipeg’s parks and open space lands.

On December 20, 2024, the Government of Canada and the City of Winnipeg announced that they have reached an agreement under the Housing Accelerator Fund (HAF) to provide over $122 million in funding for new housing in Winnipeg. This funding is expected to fast track the development of over 3,100 new housing units over the next three years, including over 900 affordable housing units. The funding being provided under HAF will support seven specific housing initiatives to modernize zoning rules, increase density new major transit and transportation routes, and incentivize the construction of more housing, with the focus on affordable housing and projects to help residents experiencing homelessness.

The City of Winnipeg will set up a program team to design and execute each of the seven initiatives and will report back to Council with the proposed HAF implementation plan in 2024. Timelines for each imitative will vary, but it is expected that they will be able to support the City’s goal of over 3,100 additional housing unites over the next three years.  

Effective December 8, 2023, the following processes are in effect for Public Works projects, particularly roadway projects.

Public Works Acceptance of Consulting Engineering Services on Development Projects

Public Works’ approval of the consulting engineer’s qualifications is required for:

• Contract Administration services on ALL ROAD CONSTRUCTION development projects;
• Design services and Contract Administration services on REGIONAL STREETS development projects. This will also include where a non-regional street accesses a regional street (adjusting an existing intersection with a regional street or adding a new one). If you are unsure of when Design service qualifications need to be submitted, contact Public Works during the early planning stages of the project for clarification.
• Public Works assures that approval of consulting engineering personnel or firms will not be unreasonably withheld. The goals are to ensure experienced, qualified people managing the road projects and ensure an adequate construction oversight level of effort and workplan is in place to meet the City’s specifications and quality assurance requirements.

Pavement Acceptance Manual

To ensure consistent pavement acceptance criteria, the Public Works’ Land Development Administrators will be referring to the attached manual.

• With the improvements we have made to the pavement design process, and the assurance of full-time, qualified inspection services, pavement defects that we have seen more commonly and more extensively on development pavements are expected to decrease considerably.

As these manuals/processes are newly clarified (the requirements themselves are not new), they will not be unreasonably enforced. If there is reason to make adjustments to the documents, we will certainly consider them and may issue revisions as needed.
