City of Winnipeg releases 2024-27 Multi-Year Budget

The City of Winnipeg has released its 2024-27 Multi-Year Budget. The multi-year budget will be considered by each of the City’s Standing Policy Committees throughout March and will be considered by Council on March 20th.

 

Highlights of the City’s Budget include:

 

  • Property and Development adding 10 full time employees (FTEs) each year over the next four years (well short of the 77 recommended by the department last year); and
  • No increase or changes to the permit reserve fund.

A message from the Primary Transit Network

In 2021, Winnipeg City Council approved the Winnipeg Transit Master Plan. It proposes changes and improvements to our service and infrastructure.

 

It includes a broad, conceptual vision of the next 25 years and a more detailed path for the first five years.

The Primary Transit Network and its feeder routes

We are in the final stages of designing a new bus network for the City of Winnipeg. Winnipeggers have waited a long time for better bus service, and we’re excited to share our plans. They are the result of years of design work and public engagement. Now, our timeline will see the new network go into service in June 2025.

 

Winnipeggers want a transit system that is more frequent, efficient, reliable, and accessible. The proposed Primary Transit Network and its feeder network is designed with those goals in mind.

Statistics Canada: New Home Market Intelligence Report

At the 2023 MHBA Housing Forum, Rohit Verma from Statistics Canada outlined StatsCan’s vision for a New Homes Market Intelligence Report that will be launched in 2024. This publication is strategically designed to provide builders and developers with data, analysis and insight that will inform decision-makers within our industry, elevate awareness about new home construction among Canadians, and enable policymakers to swiftly adapt to evolving housing needs. Statistics Canada has begun reaching out to Manitoba home builders and developers this month to begin collecting data for this new report and is asking for your assistance.

 

The following message is from Statistics Canada:

 

Statistics Canada is working to develop a BOLD and VISIONARY new housing market intelligence report on a quarterly basis. The insights will help builders/developers to make better decisions (spot the trends), raise awareness about the new home market for Canadians. These will be published in the future on a quarterly basis for a wide range of cities across all provinces in Canada, and will enable industry to compare cities and highlight strengths/challenges in each market.

 

We are asking builders/developers like you to share basic housing information with StatCan – such as homes listed or sold (pre-sale, etc.) each quarter, and its characteristics sq. ft, no. of bed and bath.

  • In Scope: any new dwelling listed or sold in Canada. Dwelling types: detached, semi, town houses, customs, low-rise and high-rise apartments, modular, stacked townhomes, etc.
  • Out of Scope: Rental and re-sale homes.

Mayor Gillingham announces 8,000 housing unit target State of the City Address

In his annual State of the City address, Winnipeg Mayor Scott Gillingham has challenged the city administration to have 8,000 housing units approved by Nov. 30 of this year, and he’s calling on all city departments to work on it.


“From this point on, Public Works needs to see itself as a housing department. Water (and) Waste needs to see itself as a housing department. Transit, Community Services, city clerks all are housing departments, because every department in the City of Winnipeg has a part to play in getting housing improved,” Mayor Gillingham said in his speech. MHBA applauds the Mayor for setting an aggressive target for housing and development approvals for 2024 and for directing all City departments to prioritize development and housing unit approvals in order to meet the 8,000 unit target.

City of Brandon: Housing Accelerator Fund

The City of Brandon’s housing accelerator fund action plan is approved. The Housing Accelerator FUND (HAF) is a federal program administered by the Canada Mortgage and Housing Corporation (CMHC) that provides funding to local authorities (including municipalities) to incentivize and support initiatives that accelerate the development of housing. Growth is measured by the number of new dwelling units created, with funding provided for completing the action plan and meeting growth targets.
