Our very own Prof. Irvin Gray (Asst. General Counsel for Contracts, Honeywell) led an interactive seminar on "The Contract Life Cycle" in collaboration with Dayton NCMA.

In collaboration with Thompson Hine, we are proud to offer a Government Contracting Perspectives Workshop (in person or virtual) to explore topics ranging from entering the marketplace to understanding trends in government contracting—designed for companies, economic development officials, and individuals seeking federal procurement opportunities. Women's History Month

As we celebrate the trailblazing women in our industry for Women's History Month, let's also commit to fostering inclusivity and equity within the industry. 


We’re inspired by figures such as Mary McLeod Bethune, who tirelessly advocated for the inclusion of minority-owned businesses in government contracting, and Elizabeth Dole, whose leadership ushered in pivotal procurement reforms during her tenure in public service.


By amplifying their voices, providing equal opportunities, and championing diversity, we can create a more robust and vibrant government contracting community for all!

The M.S.L. program at UDSL is officially based on NCMA's Contract Management Standard™ (CMS), preparing students for certification exams like CCMA. Our adoption of CMS reflects our commitment to teaching essential skills for contract management careers.

Todd Schafer

Business Finance (LAW 2004)


We are delighted to welcome Professor Todd Schafer to our Government Contracting & Procurement Program as a new instructor. Professor Schafer's deep-rooted connection to the Dayton area, coupled with three decades of federal government expertise, makes his arrival especially meaningful.

What drew you to the University of Dayton's Government Contracting & Procurement Program, and what excites you most about joining the faculty?


Having grown up in Xenia, OH, a community near Dayton, I have been aware of the University of Dayton (UD) my entire life. Many of my friends and colleagues are graduates of the UD. Hearing about their experience attending the UD and the quality of education provided at the UD, I have long wanted to be associated with the school in some capacity.


Which course will you teach, and how will your diverse professional background enrich the learning experience?


I will be teaching Business Finance (LAW 2004). Having 37+ years of Federal government experience spanning the Air Force, Army, and Navy gives me a broad and unique perspective on business finance as it relates to government contracting and procurement.


I have experience in policy-making, requirements generation, planning, programming, budgeting, cost estimating and analysis, accounting and finance (including working capital funds), audits, human resources, manpower, contracting, program & risk management, modeling & simulation, energy, installations & environment, and transformation.


Drawing upon your extensive experience spanning various high-level roles in both governmental and private sectors, what trends do you see for the government contracting industry?

The biggest trend I am noticing across the DoD as a whole is toward increasing readiness and having more rapidly deployable capabilities to be prepared to conduct full spectrum operations. In order to support more rapid acquisitions, contracting organizations are working to accelerate acquisition timelines by modernizing and enhancing acquisition tools, methods, and strategies; decreasing barriers to small businesses in order to help expand the business industrial base; improving workforce training and retention; and strengthening contingency contracting forces.


Outside of your professional endeavors, what hobbies or interests do you enjoy in your spare time?


I enjoy getting outside and working around the house. Playing a round of golf and playing tennis are great outlets for me. I also enjoy spending time with my family, especially my grandsons.
