In the late '80s, Saturday Night Live legend Phil Hartman would portray President Ronald Reagan as a soft-spoken, camera-ready politician when the public was in the room and then a hard-hitting policy wonk with his staff. In one episode, he takes a break from one such session to take a photo with the Girl Scout who sold the most cookies as he decries, “This is the part of the job I hate.” As soon as she departs, he claps his hands and declares, “Back to work!” Well, with the passage of Labor Day, the kids back in school, and the NFL Kickoff this Thursday, the dog days of summer are officially behind us, and fall is in the air…kinda. We here at AGC have you covered as we get back into the swing of things!
This week, we have a Government Relations Committee meeting on Wednesday at 9 A.M. in Lakeside that will cover several ballot measures on the docket for November, including Measure P in Chula Vista, Measure Q in San Marcos, and school bonds in Cajon Valley (Measure W), Encinitas (Measure Z), and San Marcos (Measure JJ). The California State Legislature wrapped up its legislative session Saturday night and we are planning our biannual Joint Legislative Committee meeting with AGC Cal on October 17. This is an opportunity for you to hear from our lobbyists in Sacramento, The Apex Group, about wins and losses for our industry. While this iteration will be in-person in Orange County, there will be a virtual option as well to accommodate our members who are headed to the Construction Leadership Council’s (CLC) Annual Car Show and Mixer that afternoon. Industry Champions and Game Changers: The Filanc Family, our 2024 EGCA Foundation Honoree
The Filanc Family is no stranger to the industry. And neither is Mark Filanc. In fact, his instrumental work as an instructor and industry participant makes him a sort of pioneer in the construction industry, leaving a legacy in his wake that will truly inform the workforce of tomorrow in a way that can’t be repaid.
Mark Filanc, PE, DBIA, is the CEO of J.R. Filanc Construction Company, Inc. (known as FILANC), an award-winning general engineering and design-build contractor located in Escondido. In 1952 with the incorporation of three other partners, Jack Filanc (1995 AGCSD Past President and SIR Award Recipient #20) founded his company and then gave it a new home in San Diego County. Thus began a legacy that has passed through multiple generations from Jack to Peter (2002 AGCSD Past President and SIR Award Recipient #18) and then to Mark (2011 AGCSD President and SIR Award Recipient #29). Following in this tradition, even his daughter, Michelle Filanc, works as a project manager at FILANC, and his son, Mark Filanc Jr. works as a Staff Engineer at FILANC!
Since then, this family business has grown to encompass projects ranging from less than $1 million to approximately $30,000,000 with over 300 employees across the west (primarily California, Arizona, and Colorado). FILANC is now a subsidiary of Alberici Constructors, Inc., based in St. Louis, and ranks as the 36th largest North American contractor by ENR.

Do Construction Management Practices Impact Workers’ Mental Health? Take this Survey So We Can All Find Out!
A new survey by San Diego State University and Syracuse University released today will investigate any possible link between Lean practices and construction workers' mental health.
Funded by the Lean Construction Institute, this approx. 20-minute survey is geared toward construction workers, construction equipment operators, forepersons, superintendents, project engineers, project managers, and managers on current projects.
This survey is available in English and Spanish. Please consider distributing this survey within your companies and to other members so that together we can get a wider look at how certain practices may impact mental health. Analysis and insight will be shared at the conclusion of the survey.
