TTP Safety Fund Grant Awards Announced
The Tribal Transportation Program Safety Fund Grant Awards for 2022 have been announced. Congratulations to the many tribes who were awarded funds!

Mohegan Sun Boulevard Safety Grant
$648,949.91 awarded
The Mohegan Tribe of Connecticut identified a seasonal safety risk associated with one of the most trafficked roads within their jurisdiction, Mohegan Sun Boulevard, which provided access to their Tribal Complex and Casino properties. Mohegan Sun Boulevard was originally developed by cutting through a rock ledge, for which an open rock face still lies within close proximity to the roadway edge. For approximately 1000’ along the roadway, this rock face weeps infiltrated groundwater throughout the year, which, paired with minimal roadside drainage along Mohegan Sun Boulevard, creates a road hazard. This hazard increases dramatically during winter months as this water source sustains freeze/thaw cycles which lead to ice buildups along the roadway and even onto the driving surface, often forcing seasonal lane closures.
Cross Timbers worked with the Mohegan Tribe to design an adequate solution and develop a safety application for project funding. We designed a concrete drainage along the length of Mohegan Sun Boulevard with multiple grate drains which would provide quicker conveyance of the water off site, away from the roadway, ideally preventing buildup. A concrete barrier was also included adjacent to the roadway that, in the event of any ice or water buildup, would retain this within the roadside ditch and not allow it to interfere with traffic. The Mohegan Tribe was awarded nearly $650,000 through the Tribal Transportation Safety Fund for FY2022 to complete this proposed project.

Crow Hill Road Safety Grant
$182,366.08 awarded
The Mohegan Tribe of Connecticut identified an additional seasonal safety risk associated with a 1.0-mile roadway which directly serves its Tribal Government Center and Community Center. Multiple manhole covers, utility access covers, and drainage grates throughout the roadway have settled below the roadway grade. Thus, the roadway surface surrounding the covers has worn unevenly from the expansion and contraction of water freezing and melting, causing the asphalt to break around the covers. The edge of the roadway has also sustained substantial damage due to poor drainage causing ice buildup on the road. These surfacing issues have further resulted in Crow Hill Road becoming difficult to plow within the winter, leaving many areas still uncleared and ice-covered.
Cross Timbers worked with the Mohegan Tribe to design an adequate solution to alleviate this seasonal safety issue. We provided designs for replacing each type of roadway cover and drainage grate with surrounding concrete structures smoothing the transition to the existing asphalt roadway. These concrete barriers around each structure will help to prevent erosion of the asphalt directly adjacent. We further assisted in developing a safety application for project funding, for which approximately $180,000 was awarded through FY2022 funds.

Safe Streets and Roads for All (SS4A) 2022 Grant Awards
USDOT has recently announced $800 million in grant awards for 473 action plan grants and 37 implementation project grants for the first round of the Safe Streets and Roads for All (SS4A) program. Some rural highlights include:
- $12.9 million for Modoc County and Fort Bidwell Tribal Reservation, California to improve safety along two corridors in rural, disadvantaged communities and Tribal areas by implementing community requests for bicycle lanes, pedestrian crosswalks, speed control, and mobility-assisted support infrastructure.
- $10.4 million for Fayette County, Iowa, to address roadway departure crashes along approximately 50 miles of roadway through shoulder widening, rumble strips and other low-cost treatments. Lane departure crashes account for nearly 60% of the fatalities and serious injuries in the area.

*Deadline Extended*
On October 1, 2022, the Federal Highway Administration Office of Tribal Transportation began accepting applications for the FY2023 Tribal Transportation Program Safety Fund. Up to $23,598,400.00 is available; the application deadline is now March 9, 2023.
This funding opportunity is in addition to the $21 million that was available under the FY2022 TTPSF which had a deadline of September 15, 2022. For FY2023 TTPSF, FHWA received $96 million in requests from 150 applications. Because FY2022 grant awards may not be announced before the FY2023 deadline, any applications not selected for funding from the FY2022 funding cycle will also be considered for the FY2023 funding cycle.

TTP Bridge Program
The TTP Bridge Program provides funding to carry out the design, preconstruction activities and construction of bridges that are on the National Tribal Transportation Facility Inventory. The new Infrastructure Law set aside 165 million dollars per year for the next four years to fund the TTP Bridge Program. RAISE Grant FY2023
The U.S. Department of Transportation has published a Notice of Funding Opportunity (NOFO) for $1.5 billion in grant funding through the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) discretionary grant program for 2023. The popular program helps communities around the country carry out projects with significant local or regional impact.
The NOFO is available here. The deadline for applications is 11:59 PM EST on February 28, 2023 and selections will be announced no later than June 28, 2023.

BIA Indian Highway Safety Program
BIA Indian Highway Safety Program (IHSP) grants are financial assistance grants for federally recognized tribes. The four main activities eligible for IHSP are:
- Lifesavers Conference Scholarships (March 1, 2023 deadline)
- Highway Safety Specialist Staff (May 1, 2023 deadline)
- Traffic Safety Law Enforcement (May 1, 2023 deadline)
- Child Safety Seat Programs (May 1, 2023 deadline)
