Reconnecting Communities Pilot

Discretionary Grant Program

Application Deadline: October 13, 2022

The Bipartisan Infrastructure Law (BIL) established the new Reconnecting Communities Pilot (RCP) discretionary grant program, funded with $1 billion over the next 5 years.

It is the first-ever program to help reconnect communities that were previously cut off from economic opportunities by transportation infrastructure. Funding supports planning grants and capital construction grants, as well as technical assistance, to restore community connectivity through the removal, retrofit, mitigation, or replacement of eligible transportation infrastructure facilities.

Listening Sessions for Tribal Nations on USFWS and FHWA Fish Passage Funding

The U.S. Fish and Wildlife Service (USFWS) and the Federal Highway Administration (FHWA) (together the “agencies”) invite you to provide your input at one of three identical listening sessions regarding two provisions in the Infrastructure, Investment and Jobs Act, Public Law 117-58 (also known as the Bipartisan Infrastructure Law or BIL) focused on removing instream barriers and restoring fish passage that may be of Tribal interest. We make this offer in our respective federal roles according to Executive Order 13175 (Consultation and Coordination with Indian Tribal Governments). The specific BIL provisions that will be discussed during the sessions include:

  • USFWS: National Fish Passage Program
  • FHWA: National Culvert Removal, Replacement, and Restoration Grant Program

These two BIL provisions offer unique opportunities to benefit Tribal trust resources and river ecosystems. The agencies encourage all interested Tribes to attend any of the three listening sessions during which we will present an overview of the two programs and garner input from participants on the funding opportunities.

The sessions will be held at the dates and times specified below. Please see below for more detailed information on the programs including information on how to register for the sessions:

Thursday, September 8, 2022 at 1:00 p.m. EST
