The Northlake Town Council met on Thursday, June 13, 2024.

Briefing - Fiscal Year 2024-2025 Preliminary Budget:


Staff gave an overview of the budget for FY 2024-2025 by first reviewing Town Council's strategic goals, budget focus areas and budgeting principles. Staff explained the primary revenue sources of the general fund and estimated a $1.4 million increase in general fund revenues for FY 2024-2025.


Staff estimates a budget shortfall of $336,000.00 needed to meet requests for maintaining service levels.


Cost of living and market adjustment costs for Town employees were reviewed. Staff gave an overview of each department and reviewed departmental accomplishments, budget summaries and budget requests.


An overview of severe weather sirens was presented per Council request.

Briefing - Upper Trinity Irrigation Checkups:


Staff stated that the Town has used it’s irrigation checkup allotment from Upper Trinity, with 68 total checkups remaining for this year and 82 households currently on the waitlist.


Additional services are available at $85 per checkup to the Town, but at no cost to the resident.


Staff recommended funding 200 additional checkups which would be paid directly to contractor, not to exceed $20,000.00.

A. Consider approval of the Town Council Meeting Minutes for May 23, 2024.


B. Consider a Resolution approving the Town of Northlake Investment Policy.


C. Consider a Resolution of the Town of Northlake, Texas, approving and authorizing the Town Manager to execute a purchase agreement/contract with Sam Pack's Five Star Ford, for Ford Explorer, in an amount not to exceed $39,672.43.


D. Consider a Resolution of the Town of Northlake, Texas, approving and authorizing the Town Manager to execute an agreement/contract with Grapevine Dodge Chrysler Jeep, for Dodge Durango, in an amount not to exceed $45,308.


E. Consider a Resolution of the Town of Northlake, Texas, awarding Bid No. 24-02 and authorizing the Town Manager to execute an agreement/contract with McMahon Contracting for construction of Dale Earnhardt Way South Paving, in an amount not to exceed $1,124,670.


F. Consider an Ordinance of the Town Council of the Town of Northlake, Texas, Amending Article 12.08 "Water Conservation and Drought Contingency Plan" of Chapter 12 "Utilities" of the Code of Ordinances of the Town of Northlake, Texas.


G. Consider a Resolution of the Town of Northlake, Texas, approving and authorizing the Town Manager to execute the first amendment to Northlake StarCenter Lease and Operating Agreement to update exhibits for the site plan, property description, and parking area.

• Staff clarified that the vehicles under Items C and D are for the Police Department and readily available.

• Staff explained that wholesale water suppliers are now requiring that the Town restricts watering to two day per week year round.

Action Items:


A. Consider an Ordinance of the Town Council of the Town of Northlake, Texas, amending Ordinance No. 13-0124A, the Northlake Unified Development Code as amended, by approving a Specific Use Permit ("SUP") to authorize Church/Place of Worship; Day Care; and School, Primary and Secondary (Private) uses in accordance with certain conditions on a 16.942-acre tract of land situated in the Lewis Medlin Survey, Abstract No. 830, and being Lot 1, Block 25, Chadwick Farms Addition (Case # 24-SUP00001).


• Staff explained that the current land uses are grandfathered as non-conforming uses prior to the annexation. Expansion of the existing uses and the proposed new school require approval of a Special Use Permit.

B. Consider a Resolution of the Town of Northlake, Texas, ratifying the actions taken by the Northlake Economic Development Corporation and Northlake Community Development Corporation Boards of Directors, approving a Pioneer Program Grant for Timekeeper's Haus in the amount of $25,000 and authorizing the Town Manager to enter into a performance agreement.


• Staff reviewed the history of the Pioneer Grant program.


• Applicant presented business details to Council.

C. Consider an Ordinance providing for the issuance of Town Of Northlake, Texas, Combination Tax and Limited Surplus Revenue Certificates of Obligation, Taxable Series 2024 in the approximate aggregate principal amount of $15,230,000, levying a tax in payment thereof; prescribing the form of said certificates and awarding the sale thereof; authorizing the execution and delivery of a paying Agent/Registrar Agreement; approving the official statement; and enacting provisions incident and relating to the subject and purposes of this ordinance.


• Staff explained that the Combination Tax and Limited Surplus Revenue Certificates of Obligation are for public infrastructure for the StarCenter facility.


• Staff presented the 2024 Certificates of Obligation issuance timeline.


• Financial Advisor explained that bonds were sold through a competitive sale on the open market with a final interest rate issued at 5.21%. Funds will be received on July 11, 2024.

D. Consider a Resolution of the Town of Northlake, Texas, authorizing the Town Manager to negotiate and execute a Design-Build Work Change Directive and Change Order, with Lee Lewis Construction, for sanitary sewer improvements for the Dallas Stars Multi-Sports Center Project; and providing an effective date.


• Staff explained the need for wastewater capacity improvements servicing the StarCenter and the development around it.

E. Consider a Resolution of the Town of Northlake, Texas, approving and authorizing the Town Manager to execute a professional services agreement with Ernst & Young LLP, to assist with the Internal Revenue Code Section 48 Energy Credit application for the Dallas Stars Multi-Sports Center Project, in an amount not to exceed $95,000.


• Staff explained that The Dallas Stars have agreed to reimburse half of this cost and possibly up to 100%.

F. Consider an Ordinance of the Town Council of the Town of Northlake, Texas, reauthorizing Article A2.000 "Building and Construction fees," of Appendix A "Fee Schedule," of the Code of Ordinances.


• Staff explained that a new law went into effect at the last legislative session stating that any building permit fee is abolished after the 10th anniversary of that fee being adopted, or most recently being reauthorized, unless the governing body reauthorizes the fee.


• Staff stated that most of the fees have stayed the same, and that the few changes have been a reduction in permit fees. Additional changes have been made to comply with changes in state law.

G. Consider an Ordinance of the Town Council of the Town of Northlake, Texas, amending the Adopted Budget for the Northlake Economic Development Corporation and the Northlake Community Development Corporation for the fiscal year beginning October 1, 2023, and ending September 30, 2024; providing that expenditures for the said fiscal year shall be made in accordance with said Amended Budget.

H. Consider a Resolution of the Town of Northlake, Texas, adopting revisions to the Northlake Employee Handbook.


• Staff reviewed revisions to the new employee handbook.
