The Northlake Town Council met on Thursday, July 25, 2024.

Presentation - Sergeant Cody Leinweber Badge Pinning:


Council and Staff welcomed Sergeant Cody Leinweber to the Northlake Police Department.

Briefing - Weather Alert Systems - Denton County Emergency Services District #1:


Denton County Emergency Services District #1 Staff reviewed different types of weather alert systems including:


• Outdoor Warning Sirens

• Emergency Alert System (Broadcast)

• NOAA Weather Radio

• Wireless Emergency Alerts

• Denton County Emergency Services District #1 Everbridge Emergency Notifications


Denton County Emergency Services District #1 Staff reviewed trends and recommendations of weather alert system technology.


Council encouraged Northlake residents to subscribe to Everbridge Emergency Notifications.

Briefing - Police and Court Services Contract - Town of DISH:


• Staff stated that the Town of DISH is requesting patrol, traffic enforcement and court services.

• Staff reviewed calls for service for the Town of DISH and compared those calls to the amount Northlake receives.

• Court services would be on a five-year contract.

• Council stated that the one-year contract was proposed for patrol and traffic enforcement to ensure the Northlake Police Department would not be overextended.

Briefing - Regulating Truck Traffic:


• Council stated that there has been increased concrete truck traffic traveling through Stardust Ranch.

• Staff reviewed which entities are responsible for monitoring roads in the area.

• Staff reviewed current Town ordinance and stated that there is enforcement action in place, but minor revisions need to be made to the ordinance.

• Council advised Staff to erect signage indicating no trucks over a certain weight at both Stardust entrance locations.

Briefing - Fiscal Year 2025 Preliminary Budget:


• Staff reviewed the budget timeline and stated that the proposed budget will be submitted to Council and available to the public on August 1, 2024.

• Staff reviewed major Town revenue sources and the supported funds.

• Staff compared revenues to new budget requests and expenditures for maintaining current services, including sharing a proposal from the newly established Northlake Police Officer Association for an adjustment to the police officer salary range and step percentages to assist with recruitment and retention efforts.

• Staff reviewed funding distribution to maintain service requests.

• Staff reviewed new service budget requests and explained how the requests would be funded.

• Staff reviewed road, water and sewer, and building Capital Projects totaling approximately $89.7M.

• Staff reviewed projects nearing completion, current projects, projects that are ready to bid and future projects.

Consent Items:



A. Consider approval of the Town Council Meeting Minutes for June 13, 2024.


B. Consider an Ordinance of the Town of Northlake, Texas, Amending the Code of Ordinances, Appendix A "Fee Schedule", revising Section A1.002, "Administrative Activity Fees".


C. Consider a Resolution of the Town of Northlake, Texas, approving and authorizing the Town Manager to execute an Interlocal Agreement with Denton County Sheriff's Office to provide Talk Groups and programming for Northlake Police radios, in an amount not to exceed $3,024.00.


D. Consider a Resolution of the Town of Northlake, Texas, making an appointment of one representative to the Board of Managers of the Denco Area 9-1-1 District.


Consent Item D. was modified declaring Council voting for Denco Area 9-1-1 District nominee Jim Carter.


E. Consider a Resolution of the Town of Northlake, Texas, approving an amendment to the Town of Northlake Financial Policy.


Approved by Council.

Action Items:


A. Consider a Resolution of the Town of Northlake, Texas, approving and authorizing the Town Manager to execute Amendment No. 1 to the Design-Build Agreement with Lee Lewis Construction, Inc., for the Dallas Stars Multi-Sports Center Project to establish the Guaranteed Maximum Price (“GMP”) for early civil work, in an amount not to exceed $6,262,644.00.


Approved by Council.


B. Consider approval of a preliminary plat of Northlake Acres, a proposed 3-lot commercial development on a 65.74-acre tract of land in the Patrick Rock Survey, Abstract No. 1063, generally located east of Faught Road and approximately 3,700 feet north of FM 407 in the extraterritorial jurisdiction of the Town of Northlake - Case # 23-PLA00036.


Staff explained that the preliminary plat approval is before Council because a waiver was requested as part of the approval process. Staff presented the property location and explained that the proposed plat would be divided into three lots, adding that the Developer is proposing to provide water and sewer to the property by private well and septic systems.


Staff explained that the Developer is required to provide evidence of groundwater supply, but there is an opportunity to request a waiver if there is credible evidence of groundwater availability.


Council convened into Executive Session.


Approved by Council with Conditions: Council did not waive the groundwater availability study.


C. Consider an Ordinance of the Town of Northlake, Texas, amending Ordinance No. 18-1108, the concept plan as amended for the Pecan Square "MPD" Mixed-Use Planned Development, to revise the concept plan.


• Northlake Bible Church has requested revisions to the concept plan for the Pecan Square Mixed-Use Development allowing for a new church to be built on approximately 11.5 acres.

• The property lies within the Estate Subdistrict.

• Church/Place of Worship is not listed as a permitted use.


Item was tabled until a future meeting.


D. Consider approval of a Resolution of the Town of Northlake, Texas, approving an amendment to the Pioneer Grant for S.A.S. Boutique and authorizing the Northlake Economic Development Corporation and Northlake Community Development Corporation to enter into an amended performance agreement; and providing an effective date.


Staff explained that S.A.S. Boutique was approved for a $20,000 Pioneer Grant in May of 2022. According to the agreement, if the business closes before July 13, 2025, $12,000 is due within 30 days. The EDC and CDC voted to amend the repayment terms, suggesting the repayment amount be $20,000 less a credit of all sales taxes received by the Town.

Under this proposed amended agreement, the remaining balance would be approximately $8,000. Payments would be made in equal monthly installments over 24 months following the final sales tax payment.


Denied by Council.


Council direction to the EDC and CDC Boards was to require full payment of $12,000 over same 24-month period.

 

Council convened into Executive Session.

 

Council reconvened into Open Session with Action on item 7. A.

 

Consider a resolution authorizing the Town Manager to negotiate and execute a development agreement providing municipal services and authorizing fee waivers and other economic development incentives related to the voluntary annexation and development of property consisting of a 0.964-acre tract, a 2.746-acre tract, and a 4.92-acre tract of land generally located on the east side of the 8000 block of Florance Road in the extraterritorial jurisdiction of the Town.


Approved by Council.
