CARES Act Need-Based Programs
Tlingit & Haida is pleased to offer two Coronavirus Aid, Relief, and Economic Security (CARES) Act need-based programs for tribal citizen households impacted by the Coronavirus 2019 (COVID-19) pandemic.

The first program (Family Education & Retraining Expenses) assists families with education and retraining expenses due to impacts from the pandemic. The second program (Family Home & Utility Expenses) supports families financially impacted by COVID-19 with support for eligible housing, utility, and food security expenses.

Note: This support is not a per-capita distribution.
Family Education & Retraining Expenses Program
This is a one-time, needs-based program that supports households with unexpected education and related expenses due to the COVID-19 pandemic. The program was established to offset some of the expenses households are facing due to home schooling, retraining because of loss or diminishment of employment, and new education required.

Funding Amount:
  • $500 per household

Who Can Apply:
  • All tribal citizens, regardless of where they reside, are eligible to apply to receive support from this program.

Eligibility Requirements:
  • Must be a U.S. Citizen
  • Must be enrolled with Tlingit & Haida
  • Must demonstrate financial hardship that directly relates to COVID-19

Family Home & Utility Expenses Program
This is a one-time, needs-based program that supports households with unexpected reductions in income and increased family expenses due to the COVID-19 pandemic. The program was established to offset some of the expenses households are facing for rent, mortgage and utility.

Funding Amount:
  • $500 per household

Who Can Apply:
  • All tribal citizens, regardless of where they reside, are eligible to apply to receive support from this program.

Eligibility Requirements:
  • Must be a U.S. Citizen
  • Must be enrolled with Tlingit & Haida
  • Must demonstrate financial hardship that directly relates to COVID-19

National Tribal Broadband Grant Award
Tlingit & Haida was one of 23 tribes selected to receive a National Tribal Broadband Grant (NTBG) from the U.S. Department of Interior’s Indian Affairs Office of Indian Energy and Economic Development (IEED).

Tlingit & Haida is among tribes awarded funds within “Opportunity Zones”, which is an economically distressed community where new investments, including investments in broadband systems, may be eligible for preferential tax treatment under certain conditions.

“Increased availability of high-speed broadband services throughout Southeast Alaska improves access to quality education, healthcare, public safety, governance and economic development,” shared President Richard J. Peterson.”

The funds awarded to Tlingit & Haida will be used to retain a qualified consultant, Magellan Advisors, to conduct a feasibility study to assess developing or extending broadband services in Southeast Alaska.

In July 2019, the Federal Communications Commission (FCC) announced a Tribal Priority Window to accept applications from federally recognized tribes for unassigned 2.5 GHz Educational Broadband Service (EBS) spectrum in rural areas. In Alaska, all of the 2.5 GHz spectrum is unassigned and available to tribes which is the full bandwidth of 117.5 MHz. As reported by the FCC, this band is the single largest band of contiguous spectrum below 3 GHz and is suitable for both mobile coverage, fixed point-to-point uses and, depending on a tribe’s needs, can play an important role in the deployment of 4G/5G applications and services in villages.

In response to the Tribal Priority Window, Tlingit & Haida, in partnership with the Denali Commission and State of Alaska, co-hosted a conference earlier this year to bring Southeast Alaska tribes together to discuss the mid-band spectrum opportunity and how best to ensure the 2.5 GHz spectrum allocation applications from Southeast Alaska tribes do not overlap.

Tlingit & Haida will soon submit its application for all areas of Southeast Alaska that have not been applied for by another tribe. Tlingit & Haida will work with Southeast Alaska IRA tribes to ensure the spectrum licenses are available to all communities and develop deployment and operations & maintenance plans.
Youth Commission Application Notice
Tlingit & Haida is accepting applications from tribal citizen youth who are interested in joining the Tribe’s newly established Youth Commission. Up to three representatives per Tlingit & Haida community shall be appointed by the Tlingit & Haida President to serve a two-year term on the Youth Commission.

The Youth Commission will function as a working body of Tlingit & Haida and provides an opportunity for youth to develop leadership skills and learn about Tlingit & Haida’s governing structure, parliamentary procedures, resolution drafting and effective tools for advocacy.

Eligibility Requirements:
  • Must be an enrolled tribal citizen of Tlingit & Haida.
  • Must be between the ages of 15-27.

Here's the Scoop:
  • Tribal youth must be between the ages of 12-27.
  • Participate in a traditional activity (fishing, berry picking, beading, formline, dancing, etc.) and post a picture of the activity on social media using hashtag #OldWaysSummerDays (Note: Post settings on social media must be set to "public").
  • Each time a youth uses the hashtag, they’ll be entered into the drawing (maximum entries 10).
  • Parents will need to complete a media consent form for all youth that are under 18 years of age.

Tlingit & Haida’s Navigators program invites tribal citizens (up to 24 years of age) to their upcoming Virtual Scholarship Workshop! 

The scholarship workshop will cover the scholarship and FASFA application
process, help students identify and apply for scholarships, and provide writing
assistance for cover letters and essays. Participants will receive a variety of scholarship applications to complete during the workshop. Register today!
