COVID-19 Update from PPL Electric Utilities
We’re facing this public health challenge together.
During the pandemic, we know our customers have questions and concerns about their electric service, how they can get bill payment assistance, electrical safety and energy efficiency information, and more.
We have our customers’ backs and are here for them.
Electric service and work on the grid
- Our investments in reliability and smart grid technology have positioned us well to weather storms of all types, including this pandemic. We continue maintaining and improving the grid to keep the power flowing for everyone during this crisis and beyond.
- Safety remains a top priority for our employees and the public.
- We remain ready to respond to all power outages, including storm-related outages.
- We’ve taken action to limit physical interactions with customers, including the suspension of non-critical repair work on service meters and metering equipment if that work requires contact with the customer or general public.
- We request the public not approach PPL crews as they go about their work. If you need to interact with them for any reason, please maintain a safe distance of at least 10 feet.
- Many of our employees are working from home. Those who cannot are working safely. We’re monitoring all employees – for temperature and other risk factors – before they enter any PPL facility.
- We have suspended service terminations for non-payment and began waiving late fees on bills as of March 16, 2020.

Payment Assistance
- We know the pandemic will have negative financial impacts on some customers and could mean more will need bill assistance during and after the pandemic. We stand ready to offer that assistance, as we always have. We won’t be shutting off power to customers for non-payment until further notice and are waiving all bill late fees.
- We continue to provide payment assistance programs and other bill services like budget billing, changing a bill due date, and more. Residential payment assistance programs can be found at pplelectric.com/coronavirus.
- Operation HELP is a fund supported by our company, employees and customers. It provides grants to help eligible customers pay their heating bills. We’re happy to say that our PPL Foundation recently donated an extra $500,000 to Operation HELP. Also, we’ve extended the eligibility guidelines for Operation HELP, so customers with income up to 250% of the poverty level can benefit from grants.
- In addition, the PPL Foundation will donate $300,000 to a dozen agencies providing COVID-19 relief efforts across central and eastern Pennsylvania, including the Harrisburg, Lancaster, Lehigh Valley, Poconos and Susquehanna Valley regions.
- LIHEAP is a federal program that provides cash and crisis grants to eligible customers. It’s open through April 10, so there’s still time to apply.
- OnTrack offers a lower, fixed monthly bill and debt forgiveness for customers who meet income guidelines.
- We continue to provide payment assistance programs and other bill services like budget billing, changing a bill due date, and more.
- Customers in need can apply online and can also call 1-800-342-5775 (1-800-DIAL-PPL) for assistance.
The Price You Pay
- We've found that many customers are paying more for their electricity generation than PPL’s Price to Compare – the rate you pay for electricity generation if you choose not to shop. Our current Price to Compare is 7.632 cents per kilowatt-hour for residential customers.
- Remember, PPL’s job is to deliver your electricity. We don’t produce electricity or own power plants. The price to compare is the cost for the power we buy on behalf of customers who don’t shop. We seek bids for that power and pass on the cost without profit. The Price to Compare changes every June 1 and Dec. 1.
- If you’re not comfortable with the price you’re paying now, it’s easy to compare suppliers. You can find one that offers the service, energy supply source (renewables vs. other sources) and price that is right for you on the PA Public Utility Commission’s shopping website www.papowerswitch.com.
- Scammers don’t rest during pandemics. We’ve heard reports that bad-actor energy suppliers are lying to customers about the impact of coronavirus on future utility rates. They’re making these threats to get you to switch your energy supplier. Our advice: Don’t buy into their schemes.
Energy Efficiency
- More time at home means more electricity for everything from heating and cooking to powering computers, televisions, game systems, and more.
- Some programs that require customer interaction, like appliance recycling, have been paused due to the need for social distancing during the pandemic. They will resume when it’s safe.
- You can find low-cost and no-cost ways to save electricity by visiting www.savewithppl.com and clicking on “tips to save.”
Electrical Safety
- No matter what the situation, staying safe around electricity is important. Mistakes can be deadly.
- As the weather warms, and spring projects get underway, please remember to:
- Call 811 at least three business days before you dig so underground utilities can be marked.
- o Stay clear of all overhead power lines when working outside, especially when using ladders.
- Stay clear of all downed power lines and assume all still carry electricity. Call PPL at 1-800-342-5775 or your local 911 center.

In this time of crisis we could all use a little sunshine in our lives - especially those businesses who have been forced to close at the sake of the global pandemic we currently face.
At the Danville Business Alliance, we are working to be able to bring some of the 'light' - both figuratively and literally - back to our local businesses that have been unable to open their doors.
The DBA is working with local entrepreneurs in launching a new initiative that we are calling the "Danville Vitamin D Fund." This fund is meant to bring our community together to support the small businesses that support us, not just during the hard times, but all year round.
Through generous donations from community members, we will be able to help small business owners who are struggling during this uncertain time. The money that is donated to this fund by the community will be equally distributed among active members of the Danville Business Alliance.

Waiver Announced, Tax Return Deadlines Extended
Governor Wolf has announced that, over the next three months, businesses that collect Pennsylvania sales tax will not have to make Accelerated Sales Tax prepayments. In addition to this waiver, the state's Department of Revenue had also already extended the deadline to file state personal income tax returns by 90 days, extended the deadline to file informational returns related to PA S corporations, partnerships, and estates and trusts and extended the due date for corporations with tax returns due in May.

The Save Small Business Fund is a grantmaking initiative offering short-term relief for small employers in the United States and its territories.

UPDATE - SBA is unable to accept new applications at this time for the Paycheck Protection Program and Economic Injury Disaster Loan (EIDL)-COVID-19 related assistance program (including EIDL Advances) based on available appropriations funding. Applicants who have already submitted their applications will continue to be processed on a first-come, first-served basis.

If you have been financially impacted, you should contact your bank, lenders, suppliers, and insurance company to determine what steps can be taken to help alleviate the impact. SBA is working to keep the small business community informed regarding the current emergency, with the information below.
The SBA and Treasury Department have launched the new Paycheck Protection Program to help keep employees on payroll and small businesses operating.
These are loans that may be fully forgiven when used for payroll costs, interest on mortgages, rent, and utilities (at least 75% of the forgiven amount must have been used for payroll). Small businesses can apply through any existing SBA 7(a) lender or through any participating federally insured depository institutions, federally insured credit unions, and Farm Credit System institutions. Other regulated lenders will be available to make these loans once they are approved and enrolled in the program. You should consult with your local lender as to whether it is participating in the program. Additional information about this program is available at

. Lenders could begin processing loan applications as soon as April 3, 2020.
SBA emergency capital programs are available and include:
- Paycheck Protection Program Loans: For small businesses needing funds to pay up to 8 weeks of payroll costs including benefits. May also be used to pay interest on mortgages, rent, and utilities. These are loans that may be fully forgiven.
- Economic Injury Disaster Loans (low-interest, long-term loans up to $2 million): The first payment is deferred for 12 months. The application has been simplified and can be completed 100% online through our web portal https://covid19relief.sba.gov/#/.
- Economic Injury Disaster Loan Advance up to $10,000: The form to apply is part of the Economic Injury Disaster Loan application noted above. If approved, these funds can be used for payroll and other operating expenses and will be forgiven. Businesses that did not originally apply for the advance may apply now.
- SBA Disaster Assistance Customer Service Center: can be reached at 1-800-659-2955 (TTY: 1-800-877-8339) and disastercustomerservice@sba.gov for questions and guidance on the loan application process, including business eligibility.
- SBA Express Bridge Loan: allows small businesses who currently have a business relationship with an SBA Express Lender to access up to $25,000 with less paperwork. These loans can be a term loan or used to bridge the gap while applying for SBA Economic Injury Disaster Loan funding.
- Current SBA 7(a) loans, 504 loans, or Microloans: Payments will be deferred for 6 months by the lender.
- Existing SBA Disaster Loans (from previous Disaster declarations): Payments have been deferred through Dec. 31, 2020. Although no application for this is needed, businesses are required to stop/restart pre-authorized debits for this.

- Capital to cover the cost of retaining employees? Then the Paycheck Protection Program might be right for you.
- A quick infusion of a smaller amount of cash to cover you right now? You might want to look into an Emergency Economic Injury Grant. If you have an existing relationship with an SBA Express lender, the Express Bridge Loan might be a good fit to get up to $25K quickly. Look for Express Lenders.
- To ease your fears about keeping up with payments on your current or potential SBA loan? The Small Business Debt Relief Program could help.
- Just some quality, free counseling to help you navigate this uncertain economic time? The resource partners are available for virtual counseling sessions at sba.gov.
Frequently Asked Questions
If I am applying or already received an Economic Injury Disaster Loan (EIDL), is my small business eligible to participate in the Paycheck Protection Program (PPP)?
- Borrowers can apply for BOTH an Economic Injury Disaster Loan and the Paycheck Protection Program loan.
- However, the Paycheck Protection Program loan funds and the Economic Injury Disaster Loan funds cannot be used for the same purpose.
- The Paycheck Protection Program loan must be used for payroll (minimum of 75% of the funds received) for it to be eligible for a forgivable loan and the remaining 25% is used for different purposes (mortgage interest, rent, utilities, other services).
- Borrowers who accept both loan funds should document the uses of the funds appropriately.
- If your Economic Injury Disaster Loan was used for payroll costs, your Paycheck Protection Program loan must be used to refinance your Economic Injury Disaster Loan.
- Any advance up to $10,000 on the Economic Injury Disaster Loan will be deducted from the loan forgiveness amount of the Paycheck Protection Program loan.
- For example, a borrower may obtain a loan from the Paycheck Protection Program and use those funds to pay for 8 weeks of payroll or employee retention. They may wish to then dedicate their entire EIDL funds towards working capital, notes payable and accounts payable that do not duplicate the funds provided through the Paycheck Protection Program. If the EIDL loan was used for payroll expenses, the borrower must refinance the EIDL loan with the PPP loan which carries a lower interest rate as well as a shorter maturity period.
- If you are applying for both, you can accept PPP first – then decide whether to close on your EIDL approved loan.
- The application period for PPP loans runs through June 30, 2020, but the EIDL application period runs through December 2020.
- EIDL Loan advances will start to be distributed this week. $1000 per employee up to $10,000 max
- EIDL Loans - IF YOU DID NOT APPLY THROUGH THE STREAMLINED PROCESS WHICH STARTED LAST WEEK, SBA request that you visit https://covid19relief.sba.gov/#/ and reapply with the secure streamlined process. You will not lose your place in queue with your original EIDL loan application.
- EIDL loans will not require a personal guarantee for loans under $200,000
- EIDL loans will not require real estate collateral for loans under $500,000. SBA will be looking be best available lien priority on all business assets or other business assets.

Introducing BTE's Virtual Theatre School
Schools have closed, stay-at-home orders have been issued, kids and parents are looking for things to do at home, so BTE has moved some of its educational programs online.
The BTE Theatre School is creating videos that can be viewed free-of-charge on a variety of topics including stage combat, stage makeup, and theatre crafts, and, for older kids, theatre history and performance technique. New videos will be added on a regular basis.

Recycling in the Danville Borough
|
With the current health emergency the recycling staff will not pick up any items that are in plastic bags. They are currently only touching the bins and will not be sorting or handling any materials within the bins. A tag is left on any mixed recycling or unacceptable items. All items for curbside collection must be properly sorted and in an open top bin or box or paper bag for collection.

Danville Borough Dumpster Day Canceled
Due to the extension of social distancing by the state government until April 30
th
, we will be cancelling Dumpster Day that was scheduled for April 25
th
. We hope to reschedule sometime in May. If not, we will look into having a Fall Dumpster Day instead.

Complete the Census!
As our nation and the world deals with the disruption and changes due to COVID-19, the
goal at the US Census Bureau is still to obtain a complete, accurate, and timely count.
Invitations have been mailed to all households that guide individuals to
respond online
or by phone
. These methods are quick, easy, safe, and do not require a census worker to visit the home.
If residents do not respond using technology after several reminders, a paper questionnaire will be mailed to them.
Your influence can help to improve response rates locally and statewide. Under-counting in our area could mean lower funding for the next ten years.

An Update Regarding Spring Fling and Taste of the Nations
Our office has received many inquiries about our decision regarding the annual Spring Fling. Many of you are aware that this is the Danville Business Alliance's (DBA) biggest event of the year. Unfortunately, given the current state of the country, along with state-wide restrictions that are subject to change on short notice, we must regretfully POSTPONE our Spring Fling.
The DBA's plan of action moving forward (as of 4/3/2020) is to
POSTPONE the Spring Fling until, Saturday, July 18, 2020 from 9 a.m. until 5 p.m.
Some of you may or may not know, that July 18, 2020 is the weekend of our Danville Heritage Festival. This is another event that is held each year celebrating the history of Danville.
We are COMBINING Spring Fling and Taste of the Nations with the Danville Heritage Festival.
We at the DBA feel this will only enhance each of these events. Nothing is more important than the safety and health of our community, volunteers, and festival attendees.
